Social Mobilization in the Arab-Israeli War of 1948 focuses on these civilian aspects of the war, the involvement of the Israeli home front in the fighting and the participation of society in the process of mobilization. Israeli civil society organizations played an active and central role in mobilizing the economy for the war effort, mobilizing personnel for military service, for labor and for the emergency services, and in organizing the home front. The function of Israeli society and civil organizations in processes of mobilization, conducted against the background of the end of the British mandate and the establishment of the State of Israel, was one of the principal factors that contributed to the Israeli military victory in the 1948 war. Civilian aspects of the 1948 war have received little attention, despite the opening of the archives in the 1980s. With this promise, international powers became increasingly involved in Palestinian politics, and many shadows of statehood arose in the territories. Today, however, no state has emerged, and the occupation has become more entrenched. Concurrently, the Palestinian Authority has become increasingly authoritarian, and Palestinians ever more polarized and demobilized. Palestine is not unique in this: international involvement, and its disruptive effects, have been a constant across the contemporary Arab world. This book argues that internationally backed authoritarianism has an effect on society itself, not just on regime-level dynamics. It explains how the Oslo paradigm has demobilized Palestinians in a way that direct Israeli occupation, for many years, failed to do. Using a multi-method approach including interviews, historical analysis, and cutting-edge experimental data, Dana El Kurd reveals how international involvement has insulated Palestinian elites from the public, and strengthened their ability to engage in authoritarian practices. While the CPI's organizational structure and ideology initially legitimized the party's "integrative ethnonationalist" agenda, Kaufman finds, they also led to its inability to sustain political payoffs or to push for greater equality for the Arab minority. Drawing on electoral and demographic data from 1949 on, she correlates the changing circumstances of Palestinian Arabs in Israel with the rising and falling fortunes of the CPI. Kaufman's study of the CPI highlights the broader issue of Arabs and Jews in Israel struggling to share a political platform. Her findings suggest that the initiation of an era of peace in the Middle East and even a final reconciliation between Israel and the Palestinians still leave open the question of more acceptable modalities of coexistence for Jews and Arabs in a democratic, multicultural state. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.
