Book excerpt: Afghanistan is one of the poorest countries in the world and, after decades of ongoing conflicts and strife, it is still at an early stage of developing its legal and institutional framework. Measures have been taken to fight crime, including financial crime. Smuggling and fraud are other major sources of illegal funds. In addition, terrorism and its financing remain a major concern. A framework has been established to allow for international mutual legal assistance but it falls short of the standard and is rarely used.

Book Synopsis Armed State Building by : Paul D. Miller
Download or read book Armed State Building written by Paul D. Miller and published by Cornell University Press. This book was released on 2013-08-15 with total page 234 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1898, the United States and the United Nations have deployed military force more than three dozen times in attempts to rebuild failed states. Currently there are more state-building campaigns in progress than at any time in the past century—including Afghanistan, Bosnia, Kosovo, the Democratic Republic of Congo, Haiti, Sudan, Liberia, Cote d’Ivoire, and Lebanon—and the number of candidate nations for such campaigns in the future is substantial. Even with a broad definition of success, earlier campaigns failed more than half the time. In this book, Paul D. Miller brings his decade in the U.S. military, intelligence community, and policy worlds to bear on the question of what causes armed, international state-building campaigns by liberal powers to succeed or fail. The United States successfully rebuilt the West German and Japanese states after World War II but failed to build a functioning state in South Vietnam. After the Cold War the United Nations oversaw relatively successful campaigns to restore order, hold elections, and organize post-conflict reconstruction in Mozambique, Namibia, Nicaragua, and elsewhere, but those successes were overshadowed by catastrophes in Angola, Liberia, and Somalia. The recent effort in Iraq and the ongoing one in Afghanistan—where Miller had firsthand military, intelligence, and policymaking experience—are yielding mixed results, despite the high levels of resources dedicated and the long duration of the missions there. Miller outlines different types of state failure, analyzes various levels of intervention that liberal states have tried in the state-building process, and distinguishes among the various failures and successes those efforts have provoked.
Book Synopsis Aid Paradoxes in Afghanistan by : Nematullah Bizhan
Download or read book Aid Paradoxes in Afghanistan written by Nematullah Bizhan and published by Routledge. This book was released on 2017-08-14 with total page 199 pages. Available in PDF, EPUB and Kindle. Book excerpt: The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context. This book will be invaluable for practitioners and anyone studying political economy, state building, international development and the politics of foreign aid.

Download or read book Afghanistan written by Geoffrey Hayes and published by Wilfrid Laurier Univ. Press. This book was released on 2009-08-04 with total page 347 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many have questioned the wisdom of the international intervention in Afghanistan in light of the escalation of violence and instability in the country in the past few years. Particularly uncertain are Canadians, who have been inundated with media coverage of an increasingly dirty war in southern Afghanistan, one in which Canadians are at the frontline and suffering heavy casualties. However, the conflict is only one aspect of Afghanistan’s complicated, and incomplete, political, economic, and security transition. In Afghanistan: Transition under Threat, leading Afghanistan scholars and practitioners paint a full picture of the situation in Afghanistan and the impact of international and particularly Canadian assistance. They review the achievements of the reconstruction process and outline future challenges, focusing on key issues like the narcotics trade, the Pakistan—Afghanistan bilateral relationship, the Taliban-led insurgency, and continuing endemic poverty. This collection provides new insight into the nature and state of Afghanistan’s post-conflict transition and illustrates the consequences of failure. Co-published with the Centre for International Governance Innovation

Book excerpt: This technical advice provided by the staff of the IMF to the authorities of Afghanistan in response to their request for technical assistance (TA). The mission objectives were to assist the Da Afghanistan Bank (DAB) in improving the quality of the balance of payments and international investment position (IIP) statistics. The mission took stock of recent improvements in the ESS compilation practices and commended the DAB’s Monetary Policy Department (MPD) for achieving most of the 2018 TA recommendations. Despite the progress achieved, major shortcomings remain to be addressed to enhance the policy relevance of external sector statistics (ESS) data. The highest priority should be given to the improvement of personal transfer’s coverage and the estimation of unrecorded personal transfers. Remittances through autonomous Money Service Providers and informal channels are not captured; although, there seems to be a large remittance channel. The inclusion of the opium economy will have significant impact in the national and international accounts.

Book Synopsis The Routledge Handbook of Asian Security Studies by : Sumit Ganguly
Download or read book The Routledge Handbook of Asian Security Studies written by Sumit Ganguly and published by Routledge. This book was released on 2009-12-04 with total page 762 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Handbook of Asian Security Studies provides a detailed exploration of security dynamics in the three distinct subregions that comprise Asia, and also bridges the study of these regions by exploring the geopolitical links between each of them. This Handbook is divided geographically into four main parts: Part I: Northeast Asia Part II: South Asia Part III: Southeast Asia Part IV: Cross Regional Issues Despite the richness and complexity of security issues in Asia, and the theoretical and conceptual debates these have spawned, there is no single volume that scholars can turn to for succinct, cogent and dispassionate analysis of these issues. The Handbook of Asian Security Studies fills this important gap in the literature, dealing with all major security issues in the area which range from unresolved territorial disputes (maritime and inland), irredentist claims and intra-state conflicts to transnational terrorist movements and nuclear rivalries. This volume contains essays by many leading scholars in the field and will be essential reading for all students of Asian security, Asian politics, and International Relations in general. Sumit Ganguly is a professor of Political Science and holds the Rabindranath Tagore Chair in Indian Cultures and Civilizations at Indiana University, Bloomington. He is the author, co-author, editor or co-editor of some 15 books on South Asian politics. He is also the founding editor of the only refereed, social science journal devoted to the study of contemporary India, The India Review and a founding editor of Asian Security.
