In both the European treaties and the accession criteria to the European Union there are no references to a historical and cultural community to describe the European polity. Article 6 of the Treaty on European states: ‘The Union is founded on the principles of liberty, democracy, respect for human rights and fundamental freedoms, and the rule of law, principles which are common to the Member States’. No references to the Christian roots of Europe in the draft treaty establishing a constitution for Europe (European Constitution, only a general reference to its religious heritage). The background provided in the introduction states the importance to deal with the subject and finally raises the question. Europe claims to be secular, but its moral values are too closely bind towards its Judeo-Christian heritage to act without showing religious bias. Therefore, my thesis statement will be: Even though the states of the EU have secular constitutions, the shared Christian roots of the member states of the European Union and the notion of believing without belonging which is shared by the majority of the European population leads to religiously motivated policy of the member states.

Turkey has been involved in an accession process in order to become a full member of the European Union (EU) since 2005. Hence, although the AKP has made significant progress towards meeting the political norms required for EU membership in its twelve years in power, there are many outstanding restrictions regarding the right to freedom of thought, conscience and religion which remain in place. This book provides an overview of recent developments pertaining to the protection of the right to freedom of religion and belief in Turkey, a country that in its constitution is defined as a democratic and secular state. As it is not feasible to examine all questions in one book, this study will confine itself to the most topical and urgent issues.

Isolated instances of influence have been examined in detail, but the historical and still ongoing processes of mutual interaction have rarely been seriously considered. The ruling assumption has been that Germany may have an impact on Turkey, but not the other way around. Religion, Identity and Politics examines this mutual interaction, specifically with regard to religious identities and institutions. It opposes the commonly held assumption that Europe is the abode of secularism and enlightenment, while the lands of Islam are the realm of backwardness and fundamentalism. Both historically and contemporarily, Germany has treated religion as a core aspect of communal and civilizational identity and framed its institutions accordingly; the book explores how there has been, and continues to be, a mutual exchange in this regard between Germany and both the Ottoman Empire and modern Turkey. The authors show that the definition of identity and regulation of communities have been explicitly based on religion until the early and since the late twentieth century; the period in between– the age of secular nationalism– which has always been treated as the norm, now appears more clearly as an exception. This book provides a generalizable argument about the impact of ideological struggles on the public policy making process, as well as a state-religion regimes index of 197 countries. More specifically, it analyzes why American state policies are largely tolerant of religion, whereas French and Turkish policies generally prohibit its public visibility, as seen in their bans on Muslim headscarves. In the United States, the dominant ideology is "passive secularism," which requires the state to play a passive role, by allowing public visibility of religion. Dominant ideology in France and Turkey is "assertive secularism," which demands that the state play an assertive role in excluding religion from the public sphere. Passive and assertive secularism became dominant in these cases through certain historical processes, particularly the presence or absence of an ancien régime based on the marriage between monarchy and hegemonic religion during state-building periods.

In this new contribution to the anthropology of the state, Yael Navaro-Yashin brings recent poststructuralist and psychoanalytic theory to bear on the study of the political. Delving deeper than studies of nationalist discourse that would focus on consciously articulated narratives of political identity, the author explores sites of "fantasy" in the public-political domain of Istanbul. The book focuses on the conflict over secularism in the aftermath of an Islamist victory in the city's municipalities. In contrast with studies that would problematize and objectify religious movements, the author examines the agency of secularists under a state widely known for its "secularist" policies. The complexity and dynamism of the context studied moves well beyond scholarly distinctions between "secularity" and "religion," as well as "state" and "society." Here, secularism and Islamism emerge as different guises for a culture of statism where people from "society" compete to claim "Turkish culture" for themselves and their life practices. With this work that stretches the boundaries of regionalism, the author situates her anthropological study of Turkey not only in scholarship on the Middle East, but also in the broader problem of thinking "Europe" anew.

Book excerpt: In the Turkish elections of December 1995, the Islamic Welfare Party became the biggest Party in parliament and for the first time in history, an Islamic party had come to power by means of free elections. The rise to power of the Turkish Islamists is a result of several decades of revivalism. In this process the veil has been a prominent symbol of the new religious puritanism, causing resentment among those who regard the bare-headed woman as the symbol of progress and emancipation. In the light of a century-long conflict between secularism and popular Islam, the present study describes the conflict over the veil as it became a burning issue in the decade following the military intervention of 1980 and remains to this day a matter of controversy. While focusing on the issue of veiling, the author also considers the wider picture of tension between official secularism and popular Islam in present-day Turkey. Although this tension is not discounted, the author argues that the fact that the Islamic movement is on the rise does not mean that it threatens the very foundations of modern Turkish society. Whereas the controversies of the nineteenth century could be described as a 'clash of civilizations' (between Islam and the West), those of today have shrunk into conflicts over certain cultural symbols that are part of the same globally-expanding technological civilization.
