The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

How to finance the infrastructure and service of bulk water supply, and how to use pricing to achieve efficient allocation and use of water as a resource are the central issues that emerge from discussions about bulk water pricing. Efficiency will lead to allocating water resources better, reducing water losses caused by poor maintenance of the supply systems, and increased monitoring of water quality. At first glance, Brazil may not appear to be a relevant country from which to draw lessons in distributing scarce water resources, since it contains 12 percent of the world's fresh water supply. However, with its vast territory and issues of regional drought and population explosion, Brazil provides a unique environment in which to demonstrate how adequate pricing of bulk water on a regional level can help allocate water efficiently. This paper offers a framework for bulk water pricing reform and examines the lessons from recent analytical work and practice in Brazil, as well as relevant international experience. It then offers recommendations for the development of both water pricing and allocation policies to facilitate continued implementation of bulk water pricing in Brazil.

Book excerpt: In response to a congressional request, GAO reviewed the proposed water service contracts of the Department of the Interior's Bureau of Reclamation with the New Melones Reservoir irrigators, focusing on: how the Bureau contracts for the sale of project water, how water rates for Central Valley Project (CVP) irrigators are calculated, and the impact on project repayment of integrating New Melones irrigation construction costs into the CVP cost base. GAO found that the Bureau uses water service contracts for projects such as the CVP that are designed to be constructed in increments over long periods of time and operationally integrated when completed. One objective of the CVP water marketing policy is to set water service rates at levels sufficient to recover irrigation construction costs within 50 years of project completion. Construction, operation, maintenance, and irrigation water supply costs of all CVP units are added, then categorized into four project services, to determine repayment rates on a cost-of-service basis. GAO found that the New Melones rates are low because it uses only two project services, storage and water marketing. If New Melones were not part of the CVP, GAO estimates that it would have to pay $18.00 per acre-foot in order to repay project costs over the next 50 years, compared with the CVP rate of $3.50 per acre-foot. GAO found that, due to the financial integration of New Melones, CVP rates will increase approximately 40 cents an acre-foot per year; however, the rate increases cannot be passed along to existing water users until their contracts expire, are amended, or reach their adjustment date. Since the rates cannot be increased immediately, it will take approximately 82 years to recover the New Melones irrigation construction costs.
