The Adda rises on the southern slopes of the Alps, flows through Lake Como, which serves as a natural regulator, and after traversing the foothills south of the lake for several miles, reaches the north boundary of the Po Valley, which it crosses in a southeasterly direction, and empties into the Po near Cremona. The location of the canals studied and the territory irrigated from the Adda are shown on the map. (pl. I.) The first of the canals to be studied was the Martesana. It was inspected in company with Mr. Grossi, the assistant engineer. Its headgate is the highest of all irrigation systems from the Adda, the only. Diversions above that point being for power purposes. The appearance of the valley at the head of the 'martesana is shown in Plate II, figure 1. It is a most picturesque region, but one ill - suited to canal building, as the bluffs bordering the river are high, rocky, and steep. The river at this point has a rapid fall. Its surface is capped with foam as it plunges down over the immense bowlders which obstruct the channel.. Naturally picturesque, the beauty of the scenery of this region has been greatly enhanced by its historic inter est. Many of the bluffs are crowned with the ruins of medieval castles-or with beautifully kept terraced gardens surrounding palaces and villas, which furnish illustrations of the best work in modern architecture and landscape gardening. At the foot of one of the piers of the bridge shown in Plate II, figureq, sthe official gauge rod established by the Government as a basis for determining how the water shall be divided among the canals below, there being no diversions above this point except one for power. On August 19 the river carried cubic feet per sec ond, making it rank at this time of the year with the Snake and Yellowstone among rivers used in irrigation in this country. Its flood fl'ow 1s not so large as these streams, the high water record being 29 190 cubic feet per second, but the low water flow, cubic feet per second, compares favorably with our larger western streams. Excerpt: ...quantity 156 cubic feet per second constitute the supply of the canal of Bereguardo, and 213 cubic feet that of the canal of Pavia, leaving 1512 cubic feet disposable for the main LOSS OF WATER BY FILTRATION. 225 line, and supplying 120 irrigation outlets of various dimensions, of which 116 are on the right and only 4 on the left bank. Some materials exist for enabling us to approximate to the loss of water caused by filtration, evaporation, and waste in general on this line. Two very careful measurements have recently been made by adding together the separate discharges of each outlet from the main canal: according to the first measurement the total amount of these was 1612.5 cubic feet, and according to the second, 1773 cubic feet, the mean being 1692.75 cubic feet per second. Now, as the total discharge is 1851 cubic feet, the loss on the whole length of the canal is 158.25 cubic feet, or very nearly 5 cubic feet per second for each mile, a datum which may be useful in an approximate way, for it cannot be considered anything better. The period of low water in the rivers of Northern Italy is, as in those of Northern India, the winter months, or from about the end of September to March. It occasionally happens, however, that this period is prolonged to April, and even May, when very great inconvenience to agricultural operations is the consequence. In such cases a temporary dam is constructed along the crest of the permanent dam; and in extreme cases, of which, however, there are but two on record, the whole of the water passing the Bocca di Pavia is turned into the canal, so that below the Paladella the Ticino is left quite dry. If it turns out well the profits are high, but if it fails the losses are heavy. It involves the setting aside of good land, the use of irrigation water, and somewhat heavy expenses in purchasing trees, setting them out and caring for them until they begin to bear. Assuming that the climate and soil of the district selected are adapted to the kind of trees to be grown, the next most important things to consider are good drainage and freedom from early and late frosts. Low-lying lands under a new irrigation system should be regarded with suspicion, even if the subsoil be quite dry at the time of planting. The results of a few years of heavy and careless irrigation on the higher lands adjacent may render the lowlands unfit for or chards. On the other hand, the higher lands are not always well drained naturally. A bank of clay extending across a slope may inter cept percolating water and raise it near the surface. Favored locations for orchards in the mountain States are often found in the narrow river valleys at the mouths of canyons. The coarse soil of these deltas, the steep slopes, and the daily occurrence of winds which blow first out of the canyons and then back into them, afford excellent conditions for the production of highly flavored fruits at the minimum risk of being injured by frost. Proper exposure is another important factor. In the warmer re gions of the West and Southwest a northern exposure is sometimes best, but as a rule the orchards of the West require warmth and sun shine, and a southerly exposure is usually most desirable. Natural barriers frequently intercept the sweep of cold, destructive winds, and when these are lacking, wind-breaks may be planted to serve the same purpose. Depressions or sheltered coves should be avoided if the cold air has a tendency to collect in them, a free circulation of air being necessary to drive away frost.
