Book excerpt: There is a strong imperative to rebuild Iraq’s agriculture sector as it is a major provider of employment and income in rural and peri-urban areas. This will allow for the return of millions of internally displaced people (IDP) in Iraq to their areas of origin, following the retaking of Iraqi areas that used to be under the control of the Islamic State of Iraq and the Levant (ISIL) – i.e. all or parts of the five affected governorates of Anbar, Diyala, Kirkuk, Ninewa and Salah al-Din. The impact of conflict caused by ISIL on the agriculture sector has been devastating and includes huge population movements, destruction of and damage to water systems, irrigation facilities and other agricultural infrastructure, disruption of value chains and losses of personal assets, crop and livestock production and food supplies. In response, the Government of Iraq has developed the Iraq Reconstruction and Development Framework (IRFD), which contributes to the Iraq Vision 2030 and National Development Plan (2018–2022). Guided by IRFD, Iraq’s United Nations Country Team (UNCT) formulated the Recovery and Resilience Programme (RRP), which prioritizes three (out of nine ) components to be implemented in the retaken areas with high priority: (i) preventing violent extremism; (ii) restoring communities; and (iii) restoring agriculture and water systems. The RRP was presented at the Kuwait International Conference for Iraq's Reconstruction in February 2018, which was jointly organized by the Government of Iraq, the World Bank and the Kuwait Fund for Arab Economic Development.

Book excerpt: "For almost 30 years, including during the period of occupation by the US- and UK-led Coalition Provisional Authority, authorities in Iraq have failed to provide Basra's 4 million residents with safe drinking water. The water crisis came to a head in 2018, when at least 118,000 people were hospitalized with rashes, abdominal pain, vomiting, and diarrhea because of contamination of the water in the Shatt al-Arab, the river Basra sits on. A severe water shortage from upstream has led to seawater incurring into the Shatt al-Arab so that farmers have had to irrigate their land with salt water - losing most of their produce over the last decade. This continuing water crisis is a result of a complex combination of factors including mismanagement of upstream flows leading to too little water coming to Basra; pollution in Basra and further upstream, including raw sewage, garbage, oil spills, and industrial and agricultural waste; damming by neighboring Iran and Turkey; and climate change. Corruption, including by local authorities, has also led to illegal use of precious freshwater resources. Since last summer the government has refused to make public any of its investigations into why the water poisoned people. Nor has it announced any significant measures to improve the quality of water in Basra in coming years. Iraqi authorities have an obligation to secure Basrawis' right to use their land and to safe drinking water and to inform the public when water sources are unsafe. Book excerpt: Fragile and conflict-affected states (FCS) already face higher temperatures than other countries and will be more exposed to extreme heat and weather events going forward. Using innovative approaches, the paper finds that in FCS, climate vulnerability and underlying fragilities—namely conflict, heavy dependence on rainfed agriculture, and weak capacity—exacerbate each other, amplifying the negative impact on people and economies. FCS suffer more severe and persistent GDP losses than other countries due to climate shocks because their underlying fragilities amplify the impact of shocks, in particular in agriculture. At the same time, climate shocks worsen underlying fragilities, namely conflict. Macro-critical adaptation policies are needed to facilitate the immediate response to climate shocks and to build climate resilience over time. Sizeable and sustained international support—especially grants, concessional financing and capacity development—is urgent to avoid worse outcomes, including forced displacement and migration. The IMF is stepping up support to FCS in dealing with climate challenges through carefully tailored policy advice, financing, and capacity development.

The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization.
