In most areas studied, owners who operated their land or who used share leases on land rented out were more likely to have invested than owners who rented out all land using only cash leases. The need for policies to encourage greater investment is suggested by evidence of trends toward increase in the percentage of all farmland that is owned by nonoperators and in the percentage of rental land that is farmed under cash leases.

Agricultural productivity remained low, natural resources were degrading, and the people were poor. In the 1980s and 1990s, planners turned to watershed management to develop rainfed agriculture while conserving natural resources. By the late 1990s, India was spending US$500 million a year on watershed development projects. Strategies ranged from the purely technical to those that emphasized social organization. Little systematic analysis exists, however, on the success of the different approaches. This study, based on a survey of 86 villages in Andhra Pradesh and Maharashtra states, attempts to fill that information gap by evaluating the projects' relative success in raising agricultural productivity, improving natural resource management, and reducing poverty. In looking at the question of what approaches enable a project to succeed, it uses both quantitative and qualitative analysis to compare project and nonproject villages before and after the projects were implemented. The authors find that projects involving the villagers in planning and decisionmaking performed better than their technocratic, top-down counterparts, but projects that combined participation with sound technical input performed best of all. All projects faced difficulties in ensuring that poor people shared the benefits of watershed development.

In operational terms, this means verifying whether land titling constitutes a necessary and/or sufficient condition to promote investments and increase land values. This book reveals that titling and registration can be considered as a necessary condition to improve investment opportunities when its implementation procedure is based on the recognition of previous informal land rights and community networks, because its effect on the reduction of transaction costs at a regional level improves the dynamics of land markets and facilitates the entrance of formal financial institutions. A decentralized program is more likely to understand and correctly assess local conditions, as well as to concentrate its work on poorer farmers confronting stronger limitations to acquire tenure security by other means. Targeting must be applied also at the regional level, identifying less-developed areas that can benefit from the externality effects provided by increased levels of titling density. The presence of other limitations that constrain the participation of small farmers in the formal credit market, and the inability of titling to solve them by itself, makes it difficult to consider this policy as a sufficient condition to improve the livelihood of poorer farmers. Complementary policies that provide small farmers with the opportunity to increase their land-holdings, as well as the possibility to acquire insurance against negative shocks, need urgent implementation."

Book excerpt: This volume deals with land degradation, which is occurring in almost all terrestrial biomes and agro-ecologies, in both low and high income countries and is stretching to about 30% of the total global land area. About three billion people reside in these degraded lands. However, the impact of land degradation is especially severe on livelihoods of the poor who heavily depend on natural resources. The annual global cost of land degradation due to land use and cover change (LUCC) and lower cropland and rangeland productivity is estimated to be about 300 billion USD. Sub-Saharan Africa (SSA) accounts for the largest share (22%) of the total global cost of land degradation. Only about 38% of the cost of land degradation due to LUCC - which accounts for 78% of the US$300 billion loss – is borne by land users and the remaining share (62%) is borne by consumers of ecosystem services off the farm. The results in this volume indicate that reversing land degradation trends makes both economic sense, and has multiple social and environmental benefits. On average, one US dollar investment into restoration of degraded land returns five US dollars. The findings of the country case studies call for increased investments into the rehabilitation and restoration of degraded lands, including through such institutional and policy measures as strengthening community participation for sustainable land management, enhancing government effectiveness and rule of law, improving access to markets and rural services, and securing land tenure. The assessment in this volume has been conducted at a time when there is an elevated interest in private land investments and when global efforts to achieve sustainable development objectives have intensified. In this regard, the results of this volume can contribute significantly to the ongoing policy debate and efforts to design strategies for achieving sustainable development goals and related efforts to address land degradation and halt biodiversity loss.
