Book excerpt: Rising Powers and State Transformation advances the concept of ‘state transformation’ as a useful lens through which to examine rising power states’ foreign policymaking and implementation, with chapters dedicated to China, Russia, India, Brazil, Indonesia and Saudi Arabia. The volume breaks with the prevalent tendency in International Relations (IR) scholarship to treat rising powers as unitary actors in international politics. Although a neat demarcation of the domestic and international domains, on which the notion of unitary agency is premised, has always been a myth, these states’ uneven integration into the global political economy has eroded this perspective’s empirical purchase considerably. Instead, this volume employs the concept of ‘state transformation’ as a lens through which to examine rising power states’ foreign policymaking and implementation. State transformation refers to the pluralisation of cross-border state agency via contested and uneven processes of fragmentation, decentralisation and internationalisation of state apparatuses. The volume demonstrates the significance of state transformation processes for explaining some of these states’ key foreign policy agendas, and outlines the implications for the wider field in IR. With chapters dedicated to all of today’s most important rising power states, Rising Powers and State Transformation will be of great interest to scholars of IR, international politics and foreign policy. The chapters were originally published as a special issue of Third World Quarterly.

From the outside, Brazil is a poster child for neoliberal capitalism. Yet inside the country, the lives of the Brazilian people are still marked by vast inequities in wealth and access to social services--a striking disparity with the nation's newfound power in the global economy. In June of 2013, protests against the increasing costs of public transportation swelled to mass demonstrations against the Rousseff government's failure to address this disparity, leading many to wonder whether the popular movements in Brazil may be just powerful enough to shift the nation's influence towards a wholly new economic model based in regional integration. The New Brazil explores this disparity. Will the nation serve as the glue that holds together the Latin American states, distancing themselves from the neoliberalism of the United States and Canada? Or will Brazil simply become another world superpower, able to subject the rest of Latin American to its will? Only time will tell. Book excerpt: This research evaluates whether the new model of investment agreement developed by Brazil (CFIA) is a mechanism for enhancing protection and respect for social and economic rights. The research starts by exploring the origins of investment treaties, their development and main characteristics. It examines why investment treaties and socio-economic rights are related, by mapping cases in which investment treaties have already impaired the protection of such rights. The research then analyzes how these two issues shall be jointly handled. It considers international organizations? initiatives to regulate business and human rights and investment treaties? frameworks that foster sustainable development, as well as new investment agreements? models developed by different countries, and then suggests criteria for evaluating whether an investment treaty is adequate from the socio-economic rights standpoint. Finally, this research investigates the CFIA model, brings a brief historical overview, evaluates CFIAs? wording, and examines how some CFIAs? institutional mechanisms consider corporate social responsibility issues. In conclusion, this research asserts that the CFIA model can be a mechanism for enhancing protection and respect for socio-economic rights, but some concerns (particularly related to safeguarding States? regulatory space and providing for stronger obligations to investors and States to protect human rights) need to be addressed.

Book excerpt: In recent years, the spotlight of international attention on Brazil has often been in the area of logistics infrastructure—for example, on its capacity to deal with the high demand expected during the World Cup and the Olympics. However, neither competitiveness nor infrastructure concerns are new for Brazil. In the 1990s, Brazilian policy-makers adopted a series of liberalizing economic reforms that exposed the poor condition of logistics infrastructure and inadequate investment in Brazilian ports, roads, railways and airports. Over twenty years later, the implications of those reforms still colour Brazil’s prospects for development. Mahrukh Doctor’s book evaluates the political economy of reform in Brazil and the difficulty of implementing institutional modernization in the context of opposition from vested interests originating in the state and civil society. It focuses specifically on the Port Modernization Law, which aimed to augment the country's competitiveness by creating efficient and low cost ports. Based on primary research carried out over a period of twenty years using original qualitative data, Doctor’s analysis focuses on the difficulties in implementing this law and how those difficulties are symptomatic of the wider issues associated with lack of sufficient investment in infrastructure in Brazil. Using the case of the business lobby for port reform, the book examines the evolving nature of business-state relations and the process of institutional change in Brazil. Doctor particularly examines the building of consensus for reform and policy formulation in the port sector and the challenges of reform implementation and institutional modernisation. The analysis provides extensive insights and lessons related to the prospects for boosting competitiveness of Brazilian ports. The book concludes by suggesting a likely path for the evolution of corporatist institutions as well as the provision of adequate logistics infrastructure to support business success in Brazil.
