Book excerpt: A proposal for using cost-benefit analysis to evaluate the socioeconomic impact of public investment in large scientific projects. Large particle accelerators, outer space probes, genomics platforms: all are scientific enterprises managed through the new form of the research infrastructure, in which communities of scientists collaborate across nations, universities, research institutions, and disciplines. Such large projects are often publicly funded, with no accepted way to measure the benefits to society of these investments. In this book, Massimo Florio suggests the use of cost-benefit analysis (CBA) to evaluate the socioeconomic impact of public investment in large and costly scientific projects. The core concept of CBA of any infrastructure is to undertake the consistent intertemporal accounting of social welfare effects using the available information. Florio develops a simple framework for such accounting in the research infrastructure context and then offers a systematic analysis of the benefits in terms of the social agents involved. He measures the benefits to scientists, students, and postdoctoral researchers; the effect on firms of knowledge spillovers; the benefits to users of information technology and science-based innovation; the welfare effects on the general public of cultural services provided by RIs; and the willingness of taxpayers to fund scientific knowledge creation. Finally, Florio shows how these costs and benefits can be expressed in the form of stochastic net present value and other summary indicators.

Further, the relationships among genetic factors, social influences, and the physical environment are now of growing interest to the research, policy, public health, and clinical communities. As research in these areas yields new knowledge about these interactions, we are faced with the challenge of applying and translating that knowledge into practical applications or policy directions. To advance this challenge, the Institute of Medicine (IOM) brought together experts and collaborators at a symposium in May 2001. The symposium featured five reports released in the last 12 months by the IOM and the Division of Behavioral and Social Sciences and Education (DBASSE). The reports were the starting point for assessing the status of behavioral and social science research relating to health, identifying where the greatest opportunities appear to lie in translating this research into clinical medicine, public health, and social policy; and recognizing the barriers that continue to impede significant progress in conducting and utilizing this field of research. This report is a proceedings of the symposium from these experts in the field. Topics covered include research design, training, infrastructure investments, grant making, etiology, interventions, and priority investments necessary to support rapid advances in the behavioral and social sciences.

These are the Survey of Federal Funds for Research and Development and the Survey of Federal Science and Engineering Support to Universities, Colleges, and Nonprofit Institutions. These surveys help reach conclusions about fundamental policy questions, such as whether a given field of research is adequately funded, whether funding is balanced among fields, and whether deficiencies in funding may be contributing to a loss of U.S. scientific or economic competitiveness. However, the survey data are of insufficient quality and timeliness to support many of the demands put on them. In addition the surveys are increasingly difficult to conduct in times of constrained resources, and their technological, procedural, and conceptual infrastructure has not been modernized for procedure or content. Data on Federal Research and Development Investments reviews the uses and collection of data on federal funds and federal support for science and technology and recommends future directions for the program based on an assessment of these uses and the adequacy of the surveys.
