Book excerpt: Most U.S. urban traffic signal systems deploy multiple signal timing plans to account for daily variability of traffic demand (i.e. morning peak, midday, afternoon peak, off peak and night). Groups of signals (belonging to the one zone or section) along an urban arterial, usually operate in a coordinated manner. This essentially means that timing plans change at the same time for all the signals in the group, so as to facilitate vehicle progression of through a series of signals. Good traffic signal timing practices assume a certain level of monitoring and maintenance in order to guarantee that they are efficient in servicing current traffic conditions. When investigating signal control optimality the most significant evidence to consider is intersection/approach traffic volume. Availability of traffic data is crucial when examining the robustness of signal timing plans for varying daily demand. Flexibility of field signal timing plans to handle day to day and daily traffic demand fluctuations determines whether the designed/optimized signal plan is appropriate/optimal. The purpose of this study is to establish the methodology to examine the ability of currently deployed signal timing plans to serve traffic demands' diurnal and day-to-day fluctuations, and based on traffic volumes, identify appropriate TOD breakpoints. A methodology developed in this research study is intended to assist traffic signal engineers and operators in developing more robust timing plans which operate well over a broader range of daily and day-to-day demand conditions. This study, also, investigates various methods to identify TOD breakpoints and optimal number of signal timing plans based on the significant amount of collected traffic data. This research included developing an auto-spreadsheet which would enable traffic operators/engineers to observe and evaluate the latest changes in daily demand and based on the historical hourly volumes and identify the most appropriate signal timing plan for the corresponding demand.

Book excerpt: Traffic signal optimization is recognized as one of the most cost-effective ways to improve urban mobility; however the extent of the benefits realized could significantly depend on how often traffic signal re-optimization occurs. Using a case study from the Northern Virginia Smart Traffic Signal System (NVSTSS), this project sought to determine how often traffic signals need to be re-optimized to provide the greatest benefits. This project developed a new traffic signal timing plan evaluation and optimization program by combining the Integrated SYNCHRO and Platoon Dispersion (ISAPD) model and the OptQuest optimization program. Based on 2001 (base scenario) and 2004 traffic data, five scenarios of re-optimization time intervals (i.e., 2 weeks, 4 weeks, 8 weeks, 16 weeks, and 1 year) were investigated. Study results indicate that (1) determining time intervals for re-optimization in the NVSTSS is feasible; (2) among the various re-optimization time intervals investigated for the Route 50 case study network, the time interval of 1 year was the best for both midday and the PM peak; and (3) the annual net savings from implementing this 1-year re-optimization time interval could be as high as $107,340 and $254,436, respectively, given the assumptions used in the study. The report recommends (1) the annual re-optimization of the Route 50 corridor traffic signal system; (2) the NVSTSS implementation of the combined ISAPS and OptQuest program for measuring "regrets" of not maintaining the optimal timing plan; (3) the adoption by VDOT traffic engineers of the methodology developed in this study, which is based on the combined ISAPD and OptQuest program, for making decisions regarding traffic signal re-optimization; and (4) a future study to investigate the impact of traffic volume growth rates and changes in turning movements as a means of assisting with determinations about traffic signal timing plan re-optimization.

Two control objectives of traffic signal timing in oversaturated conditions were taken into consideration. One was to maximize the number of vehicles processed in an arterial network, which has an oversaturated traffic demand at the entry of the arterial street and moderate traffic demands at the entry of cross streets. The other was to prevent queue spillback or to minimize the occurrence of queue spillback if inevitable. Signal timing offset was the dominant factor affecting system performance; although, link length was also important. When link length is short, the optimum offset is approximately zero, regardless of the cycle length. As link length increases beyond the minimum 200 ft (61 m) tested, for highest efficiency, downstream intersection greens should begin before upstream intersection greens. This relationship, opposite to conventional progression greens, moves downstream queues before incoming platoon arrival. Cross street traffic operations can have significant effects upon arterial performance and system efficiency. System efficiency rapidly deteriorates when any cross street green becomes too short for the link length. Therefore, a "practical" minimum green interval for cross streets is necessary to accommodate upstream cross street through traffic and turning vehicles from the arterial. When the cross street green is shorter than the minimum, even with the best offset combination, queue spillbacks occur on the cross streets and system efficiency deteriorates.

Book excerpt: Transportation is a field which is universal in our society: people from every country, culture or background are familiar with the challenges of getting around in our built environment. Yet what is not always so obvious to the average traveler is how the techniques and tools of designing, observing, and controlling our modern transportation networks are derived. In fact, the theory of traffic engineering has many gaps and unknowns that are the topic of ongoing research efforts in the academic community. This work presents a collection of theoretical and practical methodologies to advance the study of traffic flow modeling, state estimation, and control of signalized roadways in particular. It uses theory from traditional transportation engineering, but also demonstrates the application of new tools from control theory and computer science to the specific application of signalized traffic networks. First, two numerical modeling dynamics representing traffic flows on signalized arterials are presented: the well-known Cell Transmission Model, a discretization of the physical hydrodynamic laws believed to govern vehicle flows, and a new Vertical Cell Model which resembles classical "store-and-forward" models with the addition of transit delays and finite buffer capacities. Each of these models is implemented in a common software framework, which provides an ideal experimental platform for direct comparison of the competing dynamics. A chapter in this dissertation contributes a validation and comparison of the two models against real vehicle trajectory data on an existing signalized road network. Accuracy and confidence in such traffic models requires complimentary methods of observing true traffic conditions to provide initial conditions and real-time state estimates. Yet there are many technological deficiencies in existing urban roadway detection systems that prevent the acquisition of a real-time estimate of arterial link state (or queue length) at signalized intersections. Hence this thesis also contains methodology to improve the estimates obtained from existing hardware by combining data from typical infrastructure sensors with new sources of Lagrangian probe measurements. These are then assimilated into a detailed model of flow dynamics. This technique was previously proposed for continuous-flow (freeway) networks, but required novel adaptions to be applied to an interrupted-flow setting. This dissertation next explores advancements in theoretically optimal control algorithms for statistically-modeled signalized queueing networks. In the context of a large body of previous work on flow-impeding control for vertical queueing networks, the practical challenges of traffic signal control are highlighted. Some of these challenges are tackled in the specific case of the max pressure controller, an algorithm derived from the field of communications networks that has been shown to optimize through-flow in an idealized network model. The lack of adequate measurements or demand-volume data has historically been a major limitation in advancing research on signalized arterial road networks. Yet the current revolution of inexpensive storage and processing of "big data" shows promise for improving daily operations of existing roadways without the need for expensive new hardware systems. One example of this potential appears is the case of traffic signal control. Existing traffic signals are capable of operating more efficiently by changing signal plans based on real-time demand measurements through a traffic responsive plan selection (TRPS) mode of operation (rather than depending on a rigid schedule for plan changes). However, this mode is rarely used in practice because its calibration process is not accessible or intuitive to traffic technicians. This dissertation presents an application of statistical learning techniques to improve the process of calibrating and implementing an existing TRPS mechanism. A proof-of-concept implementation using historical sensor data from a busy urban intersection demonstrates that real operational improvements may be immediately achievable using existing sensing infrastructure.
