The first part of this paper is dedicated to elucidate labour mobility and its characteristic, the central discussion and aim is to analyse the pro and contra of labour mobility within the European Union, and in the concluding part, I will mention some proposals made by scholars, which could support positive changes in the field of intra-EU mobility. Although the literature about labour mobility is quite exhaustive, the main problem are the resources. Analysing intra-EU migration at macro level is quite different, there is a lack of data and transnational surveys. Although a detailed analysis is not provided, scholars try to comprehend more about the phenomena. This topic has a strong meaning in our lives, at several levels. The author Baldwin explains that migration has a political and economic meaning within the EU. From a political perspective citizens of EU enjoy mobility and this affects the image European citizens have about their neighbours; from an economical point of view, which is the focus of this paper, mobility of labours allows worker to best use their skills and experiences, and firms can enjoy from competent workers. Baldwin`s analysis begins by defining the difference between goods and national labour markets, which have their own regulation. According to Baldwin the reason for this is that Member States have limited migration within the EU and there are important differences among the MS, different legislations and different practices. Within the EU we find countries more privileged than others. What makes individuals take the decision to move? Zimmermann analyses the main push-factors, which make EU citizens move to other MS, these factors are: job, education, family and others. At the same time, the author suggests that future factors could be: work and income, social network, housing and local environment.

Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a "knowledge driven migration". Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers. Some scholars argue that intra-EU labour migration improves the allocation of human capital in the EU and contend that the level of permanent-type labour mobility is still too low to talk of a single European labour market. Others point to the social downside of both free labour mobility and free service mobility, such as the increased precariousness of industrial relations, and problems of wage dumping. Since the downsides are acute and demand attention, less attention has been given to the origins, destinations and nature of the posting flows more generally. One of the reasons for this is the fact that data on posting are still scarce.This article aims to fill this gap by exploring unique posting data for Belgium. Based on these data we argue that while the free movement of labour and a single European labour market has been a policy goal for decades, it is the free movement of services that is well on its way to shape a hybrid single European labour market. Permanent type mobility is greatly complemented with high levels of short term service mobility. Service mobility/posting is as much a phenomenon of intra-EU15 mobility, than it is of EU12 mobility.Moreover, posting is set to remain more popular than classical free movement of labour among EU12 citizens. Service workers circumvent the most important linguistic, cultural, institutional and social hurdles that classical mobile workers face in a diverse EU. The free movement of services is developing to such an extent that it complements permanent type free labour mobility in shaping a single but typically European labour market that is driven by diversity and circular mobility.

Book excerpt: The free movement of people and workers, introduced by the Maastricht Treaty, ensures that all EU citizens and their family members have the right to seek work, become self-employed, be a pensioner or student anywhere across the EU. Latest official available data from Eurostat report that 17.6 million EU citizens are currently living and working abroad and 4 per cent of the EU population of working age lives in another EU country. Having up-to-date information about the nature and extent of such mobility is important for policy making, such as labour market policy or social services. However, timely and reliable statistics on the number of EU citizens residing in or moving across other Member states are difficult to obtain. Official statistics on EU movers are developed by national offices of statistics and published by Eurostat, but they come with a considerable time lag of about two years. With the rise of the Internet, new data sources potentially offer opportunities to complement traditional sources for EU mobility statistics. In particular, the availability of high quantities of individual geo-tagged data from social media (i.e. metadata that contains information linked to the geographical location of the content) has opened new opportunities. In this report, we study these opportunities in detail, exploring the possibilities of using these new "big data" sources - focusing in particular on social-media data, such as those from Facebook and Twitter - to develop a method to provide more timely and potentially more accurate EU mobility statistics. As such, we investigate the potential of geo-referenced social-media data to facilitate "nowcasting", providing nearly real-time estimates that will serve as early warnings about changes in EU mobility. In order to tailor the study's scope to the policy area of European Commission's Employment, Social Affairs and Equal Opportunities DG, we focus on intra-EU migration - or in other words, EU mobility. Against this background, we have collected a number of different datasets to develop methodologies to provide recent estimates of stocks of EU movers and EU mobility flows using social-media data, complemented with traditional data sources. Stocks and flows are concepts regularly used in migration research, stemming from the field of system dynamics. A stock is a measure of a quantity at one specific time that may have accumulated in the past - in this case, EU movers residing in a different member state. A flow variable is roughly equivalent to a rate or a speed measured over an interval of time. Mobility flows are expressed as the total number of EU citizens per time unit (e.g. year) moving from one member state to the other. This document reports the results of this attempt to develop such an approach. The report takes stock of the advantages and disadvantages of new and traditional data sources, and what is known about new methodologies using social-media data. It subsequently describes the data collected, the proposed models for estimating stocks and flows, and the results of the application of these models using real-world data. Furthermore, the report offers direction for the European Commission to potentially use this approach in the policy process.
