En esta tesis se aborda el desarrollo de las tres etapas de un PISSL, no exhaustivo, orientado a los y las policías, con el fin de facilitar la adquisición de Habilidades de Arresto y Autodefensa (HAA), con vistas a evitar daños vitales a civiles y policías debido al Uso de la Fuerza (UF). Por tanto, el estudio incluye: La valoración de los riesgos de padecer desórdenes corporales relacionados con los procedimientos de trabajo de TFI (técnicas físicas de intervención) policiales clásicas, empleados por los y las policías.Objetivo: El objetivo general de esta tesis es determinar si las técnicas físicas de intervención (TFI) OTP (Operativa Táctica Polical) propuestas, minimizan el riesgo de lesiones tanto en las personas contra las que se intervienen, como en los y las policías, durante el uso de la fuerza requerida o necesaria para llevar a cabo una detención policial. Conclusiones: Se ha diseñado un programa de formación específico adaptado a la resolución de conflictos en detenciones policiales con el UF a manos vacías por parte de los y las policías, llamado OTP, que ha introducido un conjunto innovador de TFIs policiales dirigido a: a) evitar la manipulación, presión o golpeo en zonas establecidas como vitales, en un nuevo mapa de grados de lesividad, para conseguir la minimización de las lesiones que se provocan en la ciudadanía durante las detenciones conflictivas, b) establecer unos criterios básicos sobre la proporcionalidad, congruencia y oportunidad de protocolizar las intervenciones físicas policiales para reducir su subjetividad, c) controlar con mayor eficiencia los riesgos laborales de los y las policías en el desempeño específico de sus funciones a pie de calle, d) minimizar las bajas por lesión y accidentes durante el UF en las detenciones conflictivas, e) aplicar las evaluaciones de riesgos con el fin de reducirlos garantizando la seguridad laboral a los y las policías.

In The Anti-Black City, Jaime Amparo Alves delves into the dynamics of racial violence in Brazil, where poverty, unemployment, residential segregation, and a biased criminal justice system create urban conditions of racial precarity. The Anti-Black City provocatively offers race as a vital new lens through which to view violence and marginalization in the supposedly “raceless” São Paulo. Ironically, in a context in which racial ambiguity makes it difficult to identify who is black and who is white, racialized access to opportunities and violent police tactics establish hard racial boundaries through subjugation and death. Drawing on two years of ethnographic research in prisons and neighborhoods on the periphery of this mega-city, Alves documents the brutality of police tactics and the complexity of responses deployed by black residents, including self-help initiatives, public campaigns against police violence, ruthless gangs, and self-policing of communities. The Anti-Black City reveals the violent and racist ideologies that underlie state fantasies of order and urban peace in modern Brazil. Illustrating how “governing through death” has become the dominant means for managing and controlling ethnic populations in the neoliberal state, Alves shows that these tactics only lead to more marginalization, criminality, and violence. Ultimately, Alves’s work points to a need for a new approach to an intractable problem: how to govern populations and territories historically seen as “ungovernable.”

The publication draws upon a groundbreaking Conference organised by the Clemens Nathan Research Centre (CNRC) and REDRESS at the Peace Palace in The Hague, with the support of the Dutch Carnegie Foundation. Both CNRC and REDRESS had become very concerned about the extreme difficulty encountered by most victims of serious international crimes in attempting to access effective and enforceable remedies and reparation for harm suffered. In discussions between the Conference organisers and Judges and officials of the International Criminal Court, it became ever more apparent that there was a great need for frank and open exchanges on the question of effective reparation, between the representatives of victims, of NGOs and IGOs, and other experts. It was clear to all that the many current initiatives of governments and regional and international institutions to afford reparations to victims of genocide, crimes against humanity and war crimes could benefit greatly by taking into full account the wide and varied practice that had been built up over several decades. In particular, the Hague Conference sought to consider in detail the long experience of the Conference on Jewish Material Claims against Germany (the Claims Conference) in respect of Holocaust restitution programmes, as well as the practice of truth commissions, arbitral proceedings and a variety of national processes to identify common trends, best practices and lessons. This book thus explores the actions of governments, as well as of national and international courts and commissions in applying, processing, implementing and enforcing a variety of reparations schemes and awards. Crucially, it considers the entire complex of issues from the perspective of the beneficiaries - survivors and their communities - and from the perspective of the policy-makers and implementers tasked with resolving technical and procedural challenges in bringing to fruition adequate, effective and meaningful reparations in the context of mass victimisation.
