The landscape is changing with a fully operational Russian GNSS on-line and two other global systems under development, one Chinese and the other European. GPS now faces a strategically competitive space-based navigation landscape -- one that is encroaching on its legacy of being the world's gold standard for position, navigation and timing (PNT) services and challenging U.S. national policy guidance to maintain leadership in the service, provision and use of GNSS. Why is it important the U.S. maintain its leadership in GNSS? The driver for maintaining leadership is national security. Space-based PNT services have emerged as a key component in many sectors critical to national security including defense, energy, transportation, and communication. PNT services are also driving innovation in safety, efficiencies and new markets and applications, many of which directly or indirectly impact national security. What does U.S. leadership in GNSS mean looking into the future? Planned GPS and GALILEO signal interoperability will offer improved position accuracy in extreme terrain masking environments like major cities. However, is interoperability with GALILEO enough for the U.S. to maintain its long-term leadership in GNSS? This paper suggests interoperability is necessary, but likely insufficient to address all future challenges and ensure long-term leadership. Additional value may emerge by integrating GPS and GALILEO, and the U.S. should consider leading the integration of alternative GNSS into a system of systems.
