Book excerpt: Firefighters and other emergency first responders use a huge variety of highly specialized and critical technologies for personal protection. These technologies, ranging from GPS to environmental sensing to communication devices, often run on different systems with separate power supplies and operating platforms. How these technological components function in a single synergistic system is of critical interest to firefighter end-users seeking efficient tools. Interoperable ESE states that a standardized platform for electronic safety equipment (ESE) is both logical and essential. This book develops an inventory of existing and emerging electronic equipment categorized by key areas of interest to the fire service, documents equipment performance requirements relevant to interoperability, including communications and power requirements, and develops an action plan toward the development of requirements to meet the needs of emergency responders. This book is intended for practitioners as a tool for understanding interoperability concepts and the requirements of the fire service landscape. It offers clear recommendations for the future to help ensure efficiency and safety with fire protection equipment. Researchers working in a related field will also find the book valuable.

Book excerpt: This User’s Guide is intended to support the design, implementation, analysis, interpretation, and quality evaluation of registries created to increase understanding of patient outcomes. For the purposes of this guide, a patient registry is an organized system that uses observational study methods to collect uniform data (clinical and other) to evaluate specified outcomes for a population defined by a particular disease, condition, or exposure, and that serves one or more predetermined scientific, clinical, or policy purposes. A registry database is a file (or files) derived from the registry. Although registries can serve many purposes, this guide focuses on registries created for one or more of the following purposes: to describe the natural history of disease, to determine clinical effectiveness or cost-effectiveness of health care products and services, to measure or monitor safety and harm, and/or to measure quality of care. Registries are classified according to how their populations are defined. For example, product registries include patients who have been exposed to biopharmaceutical products or medical devices. Health services registries consist of patients who have had a common procedure, clinical encounter, or hospitalization. Disease or condition registries are defined by patients having the same diagnosis, such as cystic fibrosis or heart failure. The User’s Guide was created by researchers affiliated with AHRQ’s Effective Health Care Program, particularly those who participated in AHRQ’s DEcIDE (Developing Evidence to Inform Decisions About Effectiveness) program. Chapters were subject to multiple internal and external independent reviews.

Book excerpt: As more consumers and operators adopt electric vehicles (EVs) as personal and fleet vehicles, questions regarding recharge time, reliability, and interoperability of EV supply equipment and charging systems currently in use across North America and Europe remain. The current lack of understanding has led to consumer anxiety and, in some cases, inadvertent abuse and mishandling of electric supply equipment. Electric Vehicle Recharge Time, Reliability, and Interoperability navigates issues such as charging equipment reliability; the complexity Interoperability concerning charging networks, EVs, and payment systems; various public and private charging network issues; and lagging regulations and standards. While many challenges need to be addressed, this report also identifies the improvements made since early adoption of EV charging technology as well as ongoing efforts to improve it further. Available in PDF, EPUB and Kindle. Book excerpt: This book provides an introduction to health interoperability and the main standards used. Health interoperability delivers health information where and when it is needed. Everybody stands to gain from safer more soundly based decisions and less duplication, delays, waste and errors. The third edition of Principles of Health Interoperability includes a new part on FHIR (Fast Health Interoperability Resources), the most important new health interoperability standard for a generation. FHIR combines the best features of HL7’s v2, v3 and CDA while leveraging the latest web standards and a tight focus on implementability. FHIR can be implemented at a fraction of the price of existing alternatives and is well suited for use in mobile phone apps, cloud communications and EHRs. The book is organised into four parts. The first part covers the principles of health interoperability, why it matters, why it is hard and why models are an important part of the solution. The second part covers clinical terminology and SNOMED CT. The third part covers the main HL7 standards: v2, v3, CDA and IHE XDS. The new fourth part covers FHIR and has been contributed by Grahame Grieve, the original FHIR chief.

Book excerpt: In Interop, technology experts John Palfrey and Urs Gasser explore the immense importance of interoperability -- the standardization and integration of technology -- and show how this simple principle will hold the key to our success in the coming decades and beyond. The practice of standardization has been facilitating innovation and economic growth for centuries. The standardization of the railroad gauge revolutionized the flow of commodities, the standardization of money revolutionized debt markets and simplified trade, and the standardization of credit networks has allowed for the purchase of goods using money deposited in a bank half a world away. These advancements did not eradicate the different systems they affected; instead, each system has been transformed so that it can interoperate with systems all over the world, while still preserving local diversity. As Palfrey and Gasser show, interoperability is a critical aspect of any successful system -- and now it is more important than ever. Today we are confronted with challenges that affect us on a global scale: the financial crisis, the quest for sustainable energy, and the need to reform health care systems and improve global disaster response systems. The successful flow of information across systems is crucial if we are to solve these problems, but we must also learn to manage the vast degree of interconnection inherent in each system involved. Interoperability offers a number of solutions to these global challenges, but Palfrey and Gasser also consider its potential negative effects, especially with respect to privacy, security, and co-dependence of states; indeed, interoperability has already sparked debates about document data formats, digital music, and how to create successful yet safe cloud computing. Interop demonstrates that, in order to get the most out of interoperability while minimizing its risks, we will need to fundamentally revisit our understanding of how it works, and how it can allow for improvements in each of its constituent parts. In Interop, Palfrey and Gasser argue that there needs to be a nuanced, stable theory of interoperability -- one that still generates efficiencies, but which also ensures a sustainable mode of interconnection. Pointing the way forward for the new information economy, Interop provides valuable insights into how technological integration and innovation can flourish in the twenty-first century.
