However, a clear shift of mindset is observed regarding the use of digital tools by public administrations and the conception of digital public services, where user-centricity, usability and interoperability have emerged as key priorities when (re-)designing new or existing services. In this context, the European Commission has demonstrated a strong dedication to promote the uptake of digital solutions by its Member States, supporting the development of cross-border digital services in the EU and acting as an innovative driving force for digital transformation. To illustrate it, the report provides an overview of the state-ofplay of the main initiatives around digital public administration and interoperability at the EU level, including EU funding programmes and digital-related political and legislative initiatives put forward by the European Commission in the period 2020-2022 to fuel the digital transformation of the public sector across Europe. Lastly, this year's edition of the report provides insights on the most recent global initiatives developed since 2020 by various international organisations, such as the United Nations and the World Bank, to support public administrations around the globe on their path towards interoperability and digitalisation.

Book excerpt: The report on the state-of-play of digital public administration and interoperability across Europe aims at providing an overview of the main developments and achievements of European countries with regards to the digitalisation of the public sector in the period 2017-2020 and the measures implemented by the European Commission to enable these countries to achieve their goals. Additionally, the results of the EIF implementation by the 36 European countries included in the sample of the study are presented in the report and then further analysed so as to provide an overview of the current state-of-play of interoperability across Europe. A proposal for future progression in this policy domain is also put forward. The results of the EIF implementation highlight that the digitalisation of public administrations strongly depends on Member States' capacity to tackle interoperability challenges. This report sheds light on the various national initiatives that have been put in place by the 36 European countries analysed and by the European Commission to foster digital public administration and interoperability in the last three years. For many years, the European Commission has encouraged progression in this policy domain through various non-binding digital strategies and action plans as well as legislative frameworks, among others. In addition, funding programmes have been made available to European public administrations in order to boost their implementation of digital public administration and interoperability, such as the Connecting Europe Facility and the upcoming Digital Europe Programme1. Furthermore, the ISA2 Programme2 is entirely focussed on the funding of interoperability projects and thus aims at bettering the life of European citizens and businesses through the provision of interoperable solutions. The need for better and faster delivery of digital public services will take on greater urgency in the post COVID-19 era. Indeed, on 21 July 2020, EU leaders agreed on a comprehensive package of €1,824.3 billion which combines the multiannual financial framework (MFF) and an extraordinary recovery effort, Next Generation EU (NGEU). The package will help the EU to rebuild after the COVID-19 pandemic and will support investment in the green and digital transitions. In addition, the upcoming Digital Europe Programme under the 2021-2027 Multiannual Financial Framework is committed to reinforcing Europe's digital capacities in various cutting-edge domains such as high-performance computing, artificial intelligence, interoperability, cybersecurity and digital skills. One of the key actions of the Digital Europe Programme is the Shaping Europe's Digital Future strategy3, which will continue to guide the transformation of the European Union and ensure the effective implementation of digital and interoperable public services among the Member States.

Book excerpt: In the e-government research community as well as in many national e-government programs, interoperability is widely seen as a key factor in developing effective and attractive e-services. There is also agreement that interoperability encompasses not only mere technical standards and interfaces, but also includes organizational, legal, and cultural aspects. Several interoperability frameworks have been introduced on national and international levels, and recommendations have been made for the adaptation of enterprise architectures in the public sector. Common to all these approaches is their top-down deductive procedure, which does not connect very well to the real world of e-government projects. In contrast, in this volume, which is based on empirical research, the authors introduce a bottom-up inductive approach to deal with the challenges of interoperability-related governance. Based on so-called “good-practice” cases of interoperability in e-government, they derive concepts and classifications that help to uncover and assess similarities and differences between the cases. As a result, they present an empirically based conceptual framework that details the options for IT governance of interoperability in government. In addition, their findings also make it possible to critically assess and improve other existing frameworks. With this work, which combines different thematic foci as well as a European and a US background the authors situate empirical results in the broader context of theoretical and political reflection. Thus they provide insights into strategic choices for CIOs in e-government at a national or regional level, experiences and lessons learned for managers and developers in e-government projects, and a huge set of empirical data for administrative and political scientists.

The standardization of the railroad gauge revolutionized the flow of commodities, the standardization of money revolutionized debt markets and simplified trade, and the standardization of credit networks has allowed for the purchase of goods using money deposited in a bank half a world away. These advancements did not eradicate the different systems they affected; instead, each system has been transformed so that it can interoperate with systems all over the world, while still preserving local diversity. As Palfrey and Gasser show, interoperability is a critical aspect of any successful system -- and now it is more important than ever. Today we are confronted with challenges that affect us on a global scale: the financial crisis, the quest for sustainable energy, and the need to reform health care systems and improve global disaster response systems. The successful flow of information across systems is crucial if we are to solve these problems, but we must also learn to manage the vast degree of interconnection inherent in each system involved. Interoperability offers a number of solutions to these global challenges, but Palfrey and Gasser also consider its potential negative effects, especially with respect to privacy, security, and co-dependence of states; indeed, interoperability has already sparked debates about document data formats, digital music, and how to create successful yet safe cloud computing. Interop demonstrates that, in order to get the most out of interoperability while minimizing its risks, we will need to fundamentally revisit our understanding of how it works, and how it can allow for improvements in each of its constituent parts. In Interop, Palfrey and Gasser argue that there needs to be a nuanced, stable theory of interoperability -- one that still generates efficiencies, but which also ensures a sustainable mode of interconnection. Pointing the way forward for the new information economy, Interop provides valuable insights into how technological integration and innovation can flourish in the twenty-first century.

The study reveals several areas for improvement, such as the need to improve monitoring asset documentation and their availability in timely and adequate formats to encourage their reuse.
