Book excerpt: ICT and Internet economy development has been one of the main interests of Asia-Pacific regional cooperation from the early stage of APEC and the Telecommunications and Information Working Group (TEL or TELWG) was established in 1990 to promote building the Asia-Pacific Information Society (APIS). The objective of this study is to highlight and analyze the economic benefits ICT development or the Internet economy will offer as a new source of economic growth, promoting innovative development in the Asia-Pacific region. This study begins by briefing the activities of APEC and the APEC Telecommunications and Information Working Group and then overviews the current state of ICT development in the APEC member economies based on the ICT Development Index (IDI) published by ITU, analyzes the potential benefits of further ICT development in terms of economic growth, or in some sense, productivity growth, and finally presents implications and suggestions for ICT development or the Internet economy to facilitate economic growth of the Asia-Pacific region. Some of the findings and implications of this study are as follows. Despite the huge gaps among the APEC member economies, ICT as a whole has been developed significantly in the APEC region and the gaps have also been reduced in general during 2002-2012. The progress seems to be converging rather than diverging among the APEC member economies. However, there are still huge and enlarged gaps between these economies when it comes to ICT utilization. APEC therefore needs to make efforts to bridge the ICT development gaps existing among its member economies, especially regarding ICT utilization, in addition to continued efforts to further close the gaps in ICT infrastructure, which is regarded as a great achievement of the previous decade. ICT development is expected to bring about significant progress in the economic growth of each of the APEC member economies as well as APEC as a whole. APEC can share the experience of member economies with extraordinary progress in ICT development between 2002 and 2012, such as Viet Nam, Russia, Indonesia, China, Philippines, Peru, Malaysia, etc. APEC needs to identify and share their success factors and policy experiences. Book excerpt: Biological diversity is important for ecosystem function and services, which in turn is essential for human well-being. Under the Convention on Biological Diversity, international efforts have been made to achieve a significant reduction in the current rate of biodiversity loss. The loss continues, however. The Asia-Pacific region includes both developing countries with high biodiversity and developed countries with sophisticated data collection and analyses, but only limited information about the status quo of biodiversity in this region has been available. Many Asia-Pacific countries have rapidly grown their economies and social infrastructures, causing a loss of biodiversity and requiring an urgent mandate to achieve a balance between development and conservation in the region. In December 2009, scientists successfully organized the Asia-Pacific Biodiversity Observation Network in the region, to establish a network for research and monitoring of ecosystems and biodiversity and to build a cooperative framework. The present volume is the first collection of information on biodiversity in the Asia-Pacific and represents a quantum step forward in science that optimizes the synergy between development and biodiversity conservation.

Book excerpt: Since 2017, the Asia–Pacific Regional Cooperation and Integration Index (ARCII) has been used for monitoring progress in various dimensions of regional cooperation and integration (RCI). This report discusses how the enhanced ARCII framework incorporates two new dimensions (digital connectivity and environmental cooperation) and other methodological innovations to capture the increasingly complex nature of RCI. With these new features, the report explores the links between regional and global economic integration and sheds light on the application of the index to RCI analysis and policy strategies for Asia and Pacific economies.

Book excerpt: If mobile technologies are to be effectively used in education, how do we best implement sustainable mobile solutions for teaching and learning? The aim of this handbook is to support educators and policy makers who are investing in innovations in digital education to develop effective and sustainable mobile learning solutions for higher education environments. Authors from sixteen countries across the Asia-Pacific region have collaborated to share their experiences with developing and implementing mobile learning initiatives. These projects focus on a variety of aspects of mobile learning innovation, from the trial adoption of existing social media platforms on mobile devices and the development of specialised applications or mobile learning systems, to the large-scale, interuniversity implementation of technologies and pedagogies to support mobile learning. Each chapter addresses challenges and solutions at one or more levels of mobile learning innovation within the education system, encompassing the student perspective, the educator perspective, technical processes, policies and organisational strategy, and leadership. The book also offers a unique perspective on the integration of mobile learning innovations within the educational, political and cultural environments of Asia-Pacific countries.

Book excerpt: Since the turn of the millennium it has become clear that the Asia-Pacific Region is, economically, the fastest growing continent in the world, and is likely to remain so for some time despite the setbacks of the COVID-19 pandemic. Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.

Book excerpt: Youth, Media and Culture in the Asia Pacific Region presents an analysis of youth media activities in a diverse, but geographically connected Asia Pacific region. The region, which is spatially connected by its colonial and imperial past, is becoming a significant player in the globalized world. In this context, youth situated in these economically, politically and socially structured communities are redefining their locales through their patterns of media use. The discourse of ‘youth’ in this disparate region is manifest in the media through their identity articulations and social activism. The book illustrates that these ‘youth subcultures’ in the Asia Pacific are part of the well marketed global consumerism culture, and yet at other times independent of the commodifying impetus of global capital. It draws on case studies to examine some of the media practices youth in the region are engaged in and elucidates the process of social change taking place in some Asia Pacific nations. 'This book contributes to the important and growing field of youth media studies. The regionalization of media research is necessarily recuperated here, bringing large populations of media users into a frame of reference that allows critical reflection on the new waves of use and sociality in the Asia Pacific region.' Stephanie Hemelryk Donald, Professor of International Studies, UTS

Book excerpt: Many Asian countries are achieving remarkable success in closing what researchers call the digital divide between developing and developed nations, while others continue to struggle. This collection of essays sheds light on the various ways in which the Internet has been seen in Asia. As we continue to debate new paradigms of research and development in the digital era, where innovations and convergences are the norm, this book fills an urgent need, revealing how the technological revolution has spread, and is spreading, throughout diverse nations. Chapters on the United States and Japan offer a sort of yardstick by which to measure and compare the diffusion and the impact of the Internet in other Asian countries, including China, Korea, Taiwan, and Singapore. Appealing to readers interested in the development of the Asian region, technological innovation, and international communication, Cyberpath to Development in Asia offers an acute study of how a global phenomenon continues to manifest itself in a crucial part of the globe.
