Book Synopsis Reaping Digital Dividends by : Tim Kelly
Download or read book Reaping Digital Dividends written by Tim Kelly and published by World Bank Publications. This book was released on 2017-04-14 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: From East to West, the economies of Europe and Central Asia (ECA) are not taking full advantage of the internet to foster economic growth and job creation. The residents of Central Asia and the South Caucasus pay some of the highest prices in the world for internet connections that are slow and unreliable. In contrast, Europe enjoys some of the world’s fastest and affordable internet services. However, its firms and individuals are not fully exploiting the internet to achieve higher productivity growth as well as more and better jobs. Reaping Digital Dividends investigates the barriers that are holding back the broader adoption of the internet in ECA. The report identifies the main bottlenecks and provides policy recommendations tailored to economies at varying levels of digital development. It concludes that policies to increase internet access are necessary but not sufficient. Policies to foster competition, international trade and skills supply, as well as adapting regulations to the changing business environment and labor markets, will also be necessary. In other words, Reaping Digital Dividends not only requires better connectivity, but also complementary factors that allow governments, firms and individuals to make the most out of it.

Book Synopsis The Global Digital Economy: A Comparative Policy Analysis - Student Edition by : Holroyd, Carin
Download or read book The Global Digital Economy: A Comparative Policy Analysis - Student Edition written by Holroyd, Carin and published by Cambria Press. This book was released on 2015-01-08 with total page 302 pages. Available in PDF, EPUB and Kindle. Book excerpt: Note: this is an abridged version of the original book with references removed. The complete edition is also available. This book explores the intersection of public policy and the fast changing digital media economy. Over the last 20 years, digital technologies and digital content have revolutionized many aspects of social, economic and political life around the world. Governments, locked into the policies and programs of the traditional economy, are struggling to respond to this dynamic and commercially unique global ecosystem. This study examines the nature and extent of the digital economy, looking at both the commercial diversity within the sector and the different digital implementations across the world. While the digital engagement of North America is well known, the scale and intensity of digital growth in East Asia is not fully understood not are the transformative changes occurring in parts of Africa. The digital world is marked by the unexpected and rapid re-orientation of economic, social, cultural and political affairs. The digitization of work, for example, has already brought major disruptions within national economies. Governments are struggling to respond, in part because of pressures from the traditional industrial and resource sectors but also because of the unique, somewhat anarchistic nature of the digital content industry. The Global Digital Economy provides a profile of the global digital environment, reviews current government digital policies (with an emphasis on innovative strategies), and offers policy suggestions for national and subnational governments. Countries that respond creatively to the digital economy--like Taiwan, South Korea, Finland and Israel--stand to prosper from the anticipated accelerated growth of the sector. Those nations that struggle to keep pace with the digital infrastructure needs of the new economy and with the potential for employment and business creation stand to fall behind economically. This book provides a policy roadmap for the digital economy and identifies the risks and opportunities of this core sector in the twenty-first-century economy.

Download or read book Shifting Paradigms written by Zia Qureshi and published by Brookings Institution Press. This book was released on 2022-01-11 with total page 298 pages. Available in PDF, EPUB and Kindle. Book excerpt: Addressing the big questions about how technological change is transforming economies and societies Rapid technological change—likely to accelerate as a consequence of the COVID-19 pandemic—is reshaping economies and how they grow. But change also causes disruption, creates winners and losers, and produces social stress. This book examines the challenges of digital transformation and suggests how creative policies can make it more productive and inclusive. Shifting Paradigms is the second book on technological change produced by a joint research project of the Brookings Institution and the Korea Development Institute. Contributors are experts from the United States, Europe, and Korea. The first volume, Growth in a Time of Change, was published by Brookings in February 2020. The book's underlying thesis is that the future is arriving faster than expected. Long-accepted paradigms about economic growth are changing as digital technologies transform markets and nearly every aspect of business and work. Change will only intensify with advances in artificial intelligence and other innovations. Investors, business leaders, workers, and public officials face many questions. Is rising market concentration inevitable with the new technologies or can their benefits be more widely shared? How can the promise of FinTech be captured while managing risks? Should workers fear the new automation? Are technology-driven shifts in business and work causing income inequality to rise? How should public policy respond? Shifting Paradigms addresses these questions in an engaging manner for anyone interested in understanding how the economic and social agenda is being transformed by today's winds of change.

In order to do so, they connect theories of political economy to the implications of digital technology for international as well as national markets.Attempts to construct a framework for analyzing the international digital era: one that examines the ability of political actors to innovate and experiment in spite of, or perhaps because of, the constraints posed by digital technology. This book examines the reaction of nations to the dual challenges of globalization and technological change. How do high wage countries stay rich in a global digital economy? "How Revolutionary was the Revolution" constructs a framework for analyzing the international digital era: one that examines the ability of political actors to innovate and experiment in spite of, or perhaps because of, the constraints posed by digital technology. In order to assess the revolutionary nature of the digital era, this book takes four overlapping approaches. First, it examines the reaction of nations, specifically Finland, Japan, and emerging markets, to the dual challenges of globalization and technological change. This section identifies both successful and failed national experiments intended to deal with these dual pressures. Second, it assesses corporate attempts to leverage digital technology to reorganize work. A broad range of issues including off-shoring, open source production systems, and knowledge management are addressed. Third, devoting detailed analysis to the case of mobile telephones, the book offers insights into the political economy of market evolution in the digital era.
Book Synopsis Open Networks, Closed Regimes by : Shanthi Kalathil
Download or read book Open Networks, Closed Regimes written by Shanthi Kalathil and published by Carnegie Endowment. This book was released on 2010-11 with total page 235 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the Internet diffuses across the globe, many have come to believe that the technology poses an insurmountable threat to authoritarian rule. Grounded in the Internet's early libertarian culture and predicated on anecdotes pulled from diverse political climates, this conventional wisdom has informed the views of policymakers, business leaders, and media pundits alike. Yet few studies have sought to systematically analyze the exact ways in which Internet use may lay the basis for political change. In O pen Networks, Closed Regimes, the authors take a comprehensive look at how a broad range of societal and political actors in eight authoritarian and semi-authoritarian countries employ the Internet. Based on methodical assessment of evidence from these cases—China, Cuba, Singapore, Vietnam, Burma, the United Arab Emirates, Saudi Arabia, and Egypt—the study contends that the Internet is not necessarily a threat to authoritarian regimes.
