Book excerpt: The end of the Cold War and the bipolar era constituted a significant change in Germany's and Japan's foreign policy settings, granting both countries greater leeway to pursue policies divergent from Washington's strategy. This important book fills a gap in the existing literature by employing an explicitly comparative framework for analyzing and evaluating Germany's and Japan's post-Cold War regional foreign policy trajectories. Recent non-comparative studies diverge in their assessments of the extent to which the two countries' foreign policies are characterized by continuity or change, as while the majority of analyses on Germany find overall continuity in policies and guiding principles, prominent works on Japan see the country undergoing drastic change. Through a qualitative content analysis of key foreign policy speeches, this book traces and compares German and Japanese national role conceptions by identifying policymakers' perceived duties and responsibilities of their country in international politics. Further, through two case studies on missile defence policies and textbook disputes this study investigates actual foreign policy behaviour in order to question the assertion that post Cold War Germany and Japan are following very different paths. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. The overall goal of these women - and their supporters - has been to further gender equality and equity in Rwanda. This study details which political processes could be engendered. It further illustrates why certain gender norms were adopted and adapted, whereas others were not. The study addresses issues of global governance in gender politics through such international frameworks as CEDAW, the Beijing Declaration and Platform for Action, as well as Resolution 1325. These instruments have been brought forth by a transnational women’s movement to benefit women and women’s rights across the globe. It shows how these gender norms were introduced, adapted and contested locally at a crucial time of the transformation process underway. Concerned with the interplay of domestic and international politics, it also alludes to the unique circumstances in Rwanda that have led to unprecedented levels of women’s political representation. Which tools have been the most significant in women’s mobilisation and how these relate to precedents set within international relations is of interest to a wide community of scholars and policy-makers alike.
