This study examines the relationship between import competition resulting from international trade, local labor markets, and overall economic growth in the southwest from 2009 to 2016. Using employment and import data by 4-digit NAICS code by state, a balanced cross-sectional panel dataset is constructed, to empirically test for the impact of import competition on the growth of total employment, total manufacturing employment, non-manufacturing employment, and overall economic growth in the southwest. The conclusion is that increased international trade, as a result of increased economic integration, increases import competition and puts pressure on southwestern labor markets adversely affecting employment (Models 1, 2, and 4). However, this study also shows that at the regional level, educational attainment mitigates the negative employment effects of import competition. This moves workers away from labor intensive jobs, and positions them better for employment in high-skilled non-manufacturing or manufacturing jobs. Additionally, the results also show positive effects on economic growth (Model 5) in the southwestern regional economy from international trade.

Using Compustat data, we find that import competition induces R&D expenditures to be reallocated towards more productive and more profitable firms within each industry. Such reallocation effect has the potential to offset the average drop in firm-level R&D identified in the previous literature. Indeed, our quantitative analysis shows no adverse impact of import competition on aggregate R&D expenditures. Taking the analysis beyond manufacturing, we find that import competition has led to reallocation of researchers towards booming service industries, including business and repairs, personal services, and financial services.
