Available in PDF, EPUB and Kindle. Book excerpt: Arguments for protection and against free trade have seen a revival in developed countries such as the United States and Great Britain as well as developing countries such as India. Given the clear benefits trade openness has brought everywhere, this is a surprising development. The benefits of free trade are especially great for emerging market economies. FreeÂTrade and ProsperityÂoffers the first full-scale defense of pro-free-trade policies with developing countries at its center. Arvind Panagariya, a professor at Columbia University and former top economic advisor to the government of India, supplies a historically informed analysis of many longstanding but flawed arguments for protection. He starts with an insightful overview of the positive case for free trade, and then closely examines the various contentions of protectionists. One protectionist argument is that "infant" industries need time to grow and become competitive, and thus should be sheltered. Other arguments are that emerging markets are especially prone to coordination failures, they are in need of diversification of their production structures, and they suffer from market imperfections. The panoply of protectionist arguments, including those for import substitution industrialization, fails when subject to close logical and empirical scrutiny. Free trade and outward-oriented policies are preconditions to both sustained rapid growth and poverty alleviation in developing countries. Panagariya provides compelling evidence demonstrating the failures of protectionism and the promise of free trade using detailed case studies of successful countries such as Singapore, Taiwan, South Korea, China and India. Low or declining barriers to free trade and high or rising shares of trade in total income have been key elements in the sustained rapid growth and poverty alleviation in these countries and many others. Free trade is like oxygen: the benefits are ubiquitous and not noticed until they are no longer there. This important book is an essential reminder of the costs of protectionism.

Book excerpt: s countries around the globe were rediscovering political freedom, speakers at the Federal Reserve Bank of Dallas' fourth annual South A west Conference called for greater economic freedom-free trade in markets free of artificial barriers and misguided regulations, free trade through out a continent (perhaps a hemisphere) that has discarded unnecessary restraints and is poised to emerge as a preeminent competitive force in the 21st century. The Dallas Fed conference, titled "Beyond the Border: Expanding Trade for Prosperity" and held October 24-25, 1992, brought together several hundred participants interested in the possibility of free trade throughout North America and beyond. "How far south can we go?" conference speaker Javier Murcio asked. His answer: "As far as economic reform takes hold. " Around the globe, countries were becoming engulfed in what Henry an "absolute prairie fIre of democracy. " And one of the fIrst Cisneros called places many nations were attempting to exercise this new-found political freedom was in the marketplace. As Richard Fisher put it: " . . . market capitalism is a universally accepted dogma. " "This world . . . is becoming one interdependent marketplace. State and national boundaries have become meaningless. No longer are there such things as domestic or foreign fIrms. Decisionmakers can be anywhere they wish to be because computerization and telecommunications allow people to be every where at once," Fisher said.

Book excerpt: The International Chamber of Commerce (ICC) was created in 1919 by business leaders who described themselves as 'merchants of peace' and whose motto was 'world peace through world trade'. Since then a number of initiatives, including the founding of the WTO in 1995, have provided the proper regulatory conditions for a dramatic increase in world trade. This has generated unprecedented growth and allowed many countries to enjoy great gains in wealth and welfare. Yet despite these gains we are still far from achieving the ICC's goal of world peace through world trade. This 2010 book provides a broad overview of the forces that shape international trade and global interdependence, showing business leaders and entrepreneurs how we can address the shortcomings of the multilateral trading system. Most importantly, it shows how we can turn international trade into one of the key global instruments to achieve peace and prosperity in the twenty-first century.
