Book excerpt: The control of man's violence against man presents to modern society its greatest problem. A capacity to deal with the most devastating type of conflict -- international war -- is crucial to human welfare and even to the survival of civilization. Nations have become interdependent in technology and economy, but world political organization is based on a system of sovereign states now divided into hostile camps armed with absolute weapons. This book is a study of the development of collective security, or international cooperative action for the maintenance of peace. The approach is based upon the "principle of concern," a recognition of the fact that organization to preserve peace is essential for every political community. As a case study Willard N. Hogan has analyzed the principle of collective security as it has worked in practice in international organizations over the past thirty-five years. He holds that collective security is not unworkable as a method for stopping aggression and maintaining peace.

Book excerpt: The end of the Cold War has changed the shape of organized violence in the world and the ways in which governments and others try to set its limits. Even the concept of international conflict is broadening to include ethnic conflicts and other kinds of violence within national borders that may affect international peace and security. What is not yet clear is whether or how these changes alter the way actors on the world scene should deal with conflict: Do the old methods still work? Are there new tools that could work better? How do old and new methods relate to each other? International Conflict Resolution After the Cold War critically examines evidence on the effectiveness of a dozen approaches to managing or resolving conflict in the world to develop insights for conflict resolution practitioners. It considers recent applications of familiar conflict management strategies, such as the use of threats of force, economic sanctions, and negotiation. It presents the first systematic assessments of the usefulness of some less familiar approaches to conflict resolution, including truth commissions, "engineered" electoral systems, autonomy arrangements, and regional organizations. It also opens up analysis of emerging issues, such as the dilemmas facing humanitarian organizations in complex emergencies. This book offers numerous practical insights and raises key questions for research on conflict resolution in a transforming world system.

Available in PDF, EPUB and Kindle. Book excerpt: This monograph is primarily addressed to the problem of avoidance, noncompliance or defiance of obligations related to international organiza tions by members and nonmembers. Structurally, it is a survey of the practices of uncooperative members and nonmembers set against a general statement of the norms of international organizations. Minor disruptions in international affairs evoke conflicts of inter national obligations and state interests. Today, when the problems are grave and the prospects for peace are gloomy, there is an urgent need for scholars and practitioners of international relations to study and reflect upon the implications of prolonged disregard of international obligations during a time in which international organizations are increas ing in numbers and in functions. To provide a systematic framework for this effort is a main purpose of this work. Although the whole range of international organizations provide illus trations of these conflicts, practices within the United Nations system have been the focus of the study. There is no pretense of having made a comprehensive study of every international organization nor is there any claim that the coverage of cases having pertinence to the subject matter goes beyond the minimum required to illustrate these problems. From the many cases available, only those which promised to have most relevance or to provide the best understanding of the conflicts of inter national obligations and state interests were included.

Available in PDF, EPUB and Kindle. Book excerpt: Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book was published as a special issue of International Peacekeeping.

Why does war happen? How can wars be ended? Is it possible to avoid conflicts altogether? Throughout the course of world history, people aspired for global peace, security, socio-cultural relationship, and global federations. The Peace of Westphalia signed in October 1648 saw the rise of sovereign states in the modern sense in Europe, but the cause of global peace and security did not receive a significant boost until more than a century and a half thereafter, when the Congress of Vienna consciously attempted, for the first time in modern diplomatic history, to substitute an idea of the collective peace and security of Europe in place of old competitive security that had survived in the Balance of Power system. Against this background, this study aims to analyze how the quest for global peace and security led to the rise of international organizations over the years.

Available in PDF, EPUB and Kindle. Book excerpt: This book analyses the new and difficult roles of regional organizations in peacemaking after the end of the Cold War and how they relate to the United Nations (UN). Regional organizations have taken an increasingly prominent role in international efforts to deal with international security. The book highlights the complex interaction between the regional and sub-regional organizations, on the one hand, and their relations with the United Nations, on the other. Thus, the general issues of UN and its authority are scrutinized from legal, practical and geopolitical perspectives. Taking on a broad geographical focus on Africa, the Arab world and Europe, the book also provides an extensive range of case studies, with detailed analysis of particular situations, organizations and armed conflicts. The authors scrutinise the heterogeneous relationship between the different organizations as well as the challenges to them: political resources, legal standing, financial assets, capabilities and organizational set up. Moreover, they investigate whether regional organizations, as compared to the UN, are better suited to deal with today’s intra-state conflicts. The book also aims to dissect the evolution of these institutions historically – in relation to Chapter VIII of the UN Charter which mentions the resort to 'regional arrangements’ for conflict management – as well as more generally in relation to the principles of international law and UN principles of peacemaking. This book, written by a mixture of established scholars, diplomats and high-level policymakers, will be of great interest to students as well as practitioners in the field of peace and conflict studies, regional security, international organisations, conflict management and IR in general.

It proceeds from values protected by international law (Part I), through substantive rules in which these values are embodied (Part II), to international and domestic institutions that enforce the law (Part III). It subsequently deals with current challenges in the application of rules of international conflict and security law (Part IV), and crimes as the most serious violations of those rules (Part V). Finally, in the section on case studies (Part VI), lessons learnt from a number of conflict situations are discussed. Written by an international team of experts representing all the major legal systems of the world, the book is intended as a reference work for students and researchers, domestic and international judges, as well as for legal advisers to governments and international and non-governmental organisations.
