Book excerpt: The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.

The discussion seeks to clarify the context within which the approach was implemented, and to analyze the causes for its lack of sustainability and its ultimate abandonment. The paper identifies some of the challenges faced by the T&V approach as being typical of a large public extension system, where issues of scale, interaction with the agricultural research systems, inability to attribute benefits, weak accountability, and lack of political support tend to lead to incentive problems among staff and managers of extension, and limited budgetary resources. The different incentives and outlook of domestic stakeholders and external donor agencies are also reviewed. The main cause of the T&V system's disappearance is attributed to the incompatibility of its high recurrent costs with the limited budgets available domestically, leading to fiscal unsustainability. The paper concludes with some lessons that apply to donor-driven public extension initiatives, and more generally to rural development fads. Since independence in 1991, these countries have undergone transitions from being centrally planned economies to market-oriented systems, which did not include the creation of agricultural extension systems. This paper provides information on the current status of the agricultural extension systems in CA with special reference to Kyrgyzstan, Tajikistan and Uzbekistan. We reviewed the existing extension strategies, donor- and state-driven initiatives to revitalize the agricultural extension systems, informal linkages that nongovernmental organizations play in helping a limited number of farmers, and provided recommendations on ways to further improve the agricultural extension services in CA. The information related to each country was analyzed separately. This is because, after independence, each republic in CA had initiated their agricultural reforms with specific objectives and has now established their unique agricultural systems that differ contextually. However, due to having the same history and agricultural system that existed during the Soviet times, we tried to give a historical perspective to the unified agricultural extension system that existed before independence.
