Book excerpt: The WHOI Sea Grant International Marine Science Cooperation Program has been tracking maritime claims and the evolving jurisdictions over marine scientific research for 146 coastal states covering the past 21 years. This monograph profiles each coastal state (through February 1992) for its Law of the Sea treaty status, size of marine area, claimed maritime zones, breadth and date of claims, maritime boundaries with other coastal states, jurisdiction over marine scientific research specifying national legislation and extent of jurisdiction, and the coastal state's history with U.S. research clearance requests from 1972-90. The coastal state profiles are followed by a series of tables which show the country data from various perspectives and several figures which illustrate the current situation of national maritime claims and regulation of oceanographic research.

Available in PDF, EPUB and Kindle. Book excerpt: The present analysis examines the legal framework for marine scientific research with a focus on research platforms. Oceanographers find themselves faced with a complex set of provisions governing their activities not only in waters of foreign jurisdiction. As the riches of the oceans have become known to decision-makers in coastal States, international action has set the course for an ever tighter regulation of the sea uses. Part XIII is analysed with respect to the remaining freedoms of research. In addition, the book provides an overview of air and space law relevant to research activities, and their relationship with the 1982 LOS Convention. Other international instruments are analysed for their significance in the context of customary law. Examination of possible safeguards for research activities contained in Part XIII and XV (dispute settlement) complements the legal analysis of the 1982 LOS Convention. Mutual trust and co-operation within regional organizations are, in conclusion, the most promising avenues for a more favourable research climate. The book addresses a legal and scientific audience, which, at a practical or academic level, deals with the law of the sea at large and the regime of marine scientific research in particular.

Book excerpt: This book places contemporary problems of ocean use management in historical context beginning with the time of Hugo Grotius, whose seminal 1609 work The Freedom of the Seas was the basis of ocean law for the next three centuries. Individual use problems are dealt with in detail and include overfishing, migrating fish stocks and fish wars, oil drilling, deep sea mining and marine pollution. Throughout the author notes the need to seek solutions in ocean management from a more integrated perspective. Emphasis is placed on the United Nations Conference on the Law of the Sea and the resulting agreements. This book therefore presents a unique breadth of view which will make it salient to policy makers, diplomats, scholars and ocean users.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive handbook provides a global overview of ocean resources and management by focusing on critical issues relating to human development and the marine environment, their interrelationships as expressed through the uses of the sea as a resource, and the regional expression of these themes. The underlying approach is geographical, with prominence given to the biosphere, political arrangements and regional patterns – all considered to be especially crucial to the human understanding required for the use and management of the world's oceans. Part one addresses key themes in our knowledge of relationships between people and the sea on a global scale, including economic and political issues, and understanding and managing marine environments. Part two provides a systematic review of the uses of the sea, grouped into food, ocean space, materials and energy, and the sea as an environmental resource. Part three on the geography of the sea considers management strategies especially related to the state system, and regional management developments in both core economic regions and the developing periphery. Book excerpt: The seventh edition of this Blue and Gold Series book brings clarity and context to international law for the seagoing professional. This book is the only work that addresses the international law of the sea from the perspective of the United States. For those who operate on, under and over the sea, international law can sometimes be as complex as it is important. Written by the same former seagoing officer and maritime law professional who authored the current edition of Farwell’s Rules of the Nautical Road, this book was designed to bring clarity and context to international law for the seagoing professional. Following an introduction to public international law and a short history of the law of the sea, the book describes the rules that apply in ports and in the adjacent maritime zones, including the territorial sea, exclusive economic zone, archipelagic waters, and the high seas. A highlight of the book are the chapters that focus on subjects of greatest interest to the seagoing professional, including military and intelligence activities in the maritime domain, maritime law enforcement activities and the use of force at sea. The appendices include the text of the 1982 UN Convention on the Law of the Sea and the U.S. Senate’s “understandings” of key provisions of the convention. Whether an academy cadet, a midshipman, a seasoned commanding officer, or master mariner, readers of this thorough and timely book will be rewarded with a far greater understanding of the international laws that govern ships and mariners at sea. New in this edition: Over a dozen new cases by courts and arbitration panels interpreting UNCLOS, including the South China Sea dispute between the Philippines and China. Coverage of Commercial Seafarer protections under Maritime Labor Convention. Global Responses to the Mediterranean Migrant Crisis. Coverage of the law protecting our vital submarine cables. Expanded coverage of unmanned and autonomous vessels and aircraft. Coverage on vessel health safety and quarantine measures applicable in the COVID-19 Pandemic. A new chapter surveying issues the U.S. Senate should consider in any decision regarding ratification of UNCLOS. A new appendix setting out the U.S. Navy and Coast Guard policies on sovereign immunity of government vessels and aircraft.

It analyses all the relevant provisions of the United Nations Convention on the Law of the Sea (UNCLOS) and goes in depth about the very interesting and complex relationship that exists between the high seas and the EEZ. This book examines three cardinal freedoms of the sea: freedom of navigation, freedom of overflight, and freedom to lay submarine cables and pipelines.

Book excerpt: Marine and coastal applications of GIS are finally gaining wide acceptance in scientific as well as GIS communities, and cover the fields of deep sea geology, chemistry and biology, and coastal geology, biology, engineering and resource management. Comprising rigorous contributions from a group of leading scholars in marine and coastal GIS, this book will inspire and stimulate continued research in this important new application domain. Launched as a project to mark the UN International Year of the Ocean (1998) and supported by the International Geographical Union's Commission on Coastal Systems, this book covers progress and research in the marine and coastal realms, in the areas of theory, applications and empirical results. It is the first book of its kind to address basic and applied scientific problems in deep sea and coastal science using GIS and remote sensing technologies. It is designed for GIS and remote sensing specialists, but also for those with an interest in oceans, lakes and shores. Coverage ranges from seafloor spreading centres to Exclusive Economic Zones to microscale coastal habitats; and techniques include submersibles, computer modelling, image display, 3-D temporal data visualization, and development and application of new algorithms and spatial data structures. It illustrates the broad usage of GIS, image processing, and computer modelling in deep sea and coastal environments, and also addresses important institutional issues arising out of the use of these technologies.
