Book excerpt: This paper considers the design and desirability of rules for the international coordination of macroeconomic policies in a world characterized by model uncertainty. It is argued that the presence of model uncertainty, far from rendering cooperation unattractive, may actually provide a compelling incentive to coordinate policies, provided policymakers recognize that they cannot know the true model. In order to quantify the benefits from coordination, confidence regions are specified for the parameters in MINIMOD; it is assumed that policymakers in the United States and the rest of the world use these ranges as their subjective probability priors. It is shown that the expected value of gains from coordination of policies may be large, despite substantial uncertainty about the parameters.

In this book, George Downs and David Rocke argue that an important part of the international impact of domestic politics springs from the institutional responses to its many uncertainties. This impact is due not so much to the errors in judgment these uncertainties can cause as to the strategic and institutional consequences of knowing that such errors are possible. The heart of the book is its formal analysis of how three kinds of domestic uncertainty have shaped international relations through their influence on three very different institutions. One chapter deals with the decision rules that citizens create to cope with uncertainty about the quality of their representation, and how these can lead to the paradoxical "gambling for resurrection" effect. Another chapter describes the extent to which the weak enforcement provisions of GATT can be understood as a mechanism to cope with uncertain but intermittent interest group demands for protection. The third chapter looks at the impact of uncertainty on the creation, survival, and membership of multilateral regulatory institutions, such as the Montreal Protocol and EU, when some states question the capacity of other states to meet their treaty obligations.

Book excerpt: In bilateral and multilateral surveillance, countries are often urged to consider alternative policies that would result in superior outcomes for the country itself and, perhaps serendipitously, for the world economy. While it is possible that policy makers in the country do not fully recognize the benefits of proposed alternative policies, it is also possible that the existing policies are the best that they can deliver, given their various constraints, including political. In order for the policy makers to be able and willing to implement the better policies some quid pro quo may be required—such as a favorable policy adjustment in the recipients of the spillovers; identifying such mutually beneficial trades is the essence of international policy coordination. We see four general guideposts in terms of the search for globally desirable solutions. First, all parties need to identify the nature of spillovers from their policies and be open to making adjustments to enhance net positive spillovers in exchange for commensurate benefits from others; but second, with countries transparent about the spillovers as they see them, an honest broker is likely to be needed to scrutinize the different positions, given the inherent biases at the country level. Third, given the need for policy agendas to be multilaterally consistent, special scrutiny is needed when policies exacerbate global imbalances and currency misalignments; and fourth, by the same token, special scrutiny is also needed when one country’s policies has a perceptible adverse impact on financial-stability risks elsewhere.
