Available in PDF, EPUB and Kindle. Book excerpt: The globalization of threats and the complexity of international security issues represents a greater challenge for international policing in (re)shaping inter-agency interaction, and makes effective international police cooperation more necessary than ever before. This book sets out to analyse the key emerging issues and theory and practice of international police cooperation. Paying special attention to the factors that have contributed to the effective working of police cooperation in practice and the problems that are encountered, this book brings together original research that examines opportunities and initiatives undertaken by agencies (practices and processes introduced) as well as the impact of external legal, political, and economical pressures. Contributors explore emerging initiatives and new challenges in several contexts at both national and international levels. They adopt a diversity of approaches and theoretical frameworks to reach a broader understanding of current and future issues in police cooperation. Forms of police cooperation and trends in crime control are examined, drawing upon the following disciplines: criminology, ethics, organizational science, political science, and sociology.

Available in PDF, EPUB and Kindle. Book excerpt: This new second edition, many years in the making, provides the reader with the information that is needed to understand both traditional mechanisms as well as the most modern and sophisticated security technology incorporated into locks and how to bypass them. The author presents extremely detailed theoretical and practical information in order to facilitate a thorough understanding of the complex subject matter. While the first edition covered many topics in summary fashion, this revised work examines each facet of the subject in extensive and, when required, intricate detail. Law enforcement, forensic examiners, the intelligence community, security management personnel, locksmiths, architects, security specialists, special operations personnel, lawyers, and others need to have this critical information presented in this book in order to deal effectively with their missions and be able to assess vulnerability through a solid theoretical understanding of the subjects covered. Information in this book has been gathered from many sources, including locksmiths, manufacturers, instructors from recognized specialized entry schools, vendors, lock suppliers, designers, engineers, inventors, forensic examiners, and others. The subject of this book is very complicated, diverse, and global. There is a great deal of history and technology incorporated within the modern lock, container, and security system. The focus of this text is to put all of this information into an understandable and useable format. For an online tour visit www.security.org.

Book excerpt: In the post-Cold War era anarchic conditions within sovereign states have repeatedly posed serious and intractable challenges to the international order. Nations have been called upon to conduct peace operations in response to dysfunctional or disintegrating states (such as Somalia, Haiti, and the former Yugoslavia). Among the more vigorous therapies for this kind of disorder is revitalizing local public security institutions --the police, judiciary, and penal system. This volume presents insights into the process of restoring public security gleaned from a wide range of practitioners and academic specialists.

Available in PDF, EPUB and Kindle. Book excerpt: Mike Bayer's book, "The Blue Planet: Informal International Police Networks and National Intelligence," makes a powerful argument for why the United States needs to make better use of its federal law enforcement agencies abroad as an integral part of our national counterterrorism strategy. Bayer's book criticizes the primacy of the military/intelligence model in our foreign counterintelligence strategy, arguing that the counterterrorism role reserved for the FBI makes insufficient use of the global networking capabilities of our many other American law enforcement agencies abroad. Bayer's book makes an important contribution to the literature on international governmental networks, such as the work of Anne-Marie Slaughter and Kal Raustiala, describing the unique ability that informal networks of cooperating law enforcement agencies have to collect information about local conditions and local communities that may prove crucial in identifying terrorist threats and preventing terrorist attacks. Bayer argues that such networks have proven immensely successful in investigating organized crime, but that these capabilities have been underused against international terrorist networks. By virtue of their omnipresence around the globe, police are "natural anticipatory collectors" of vast amounts of information. They are for that reason well-placed to detect suspicious activities, particularly given the overlap between terrorist cells and criminal networks. Law enforcement personnel have a unique ability to draw on trust and a common culture with their counterparts in other countries, resulting in a regular informal interchange of useful information. Building on the work of Mathieu Deflem, Bayer recognizes the particular advantage that the police enjoy by virtue of their professional autonomy and relative independence from the centers of political decision-making. Book excerpt: In the transitional networked society, police power is no longer constrained by the borders of the nation state. It has globalised. Global Policing shows how security threats have been constructed by powerful actors to justify the creation of a new global policing architecture and how the subculture of policing shapes the world system. Demonstrating how a theory of global policing is central to understanding global governance, the text explores: - the ′new security agenda′ focused on serious organised crime and terrorism and how this is transforming policing - the creation of global organisations such as Interpol, regional entities such as Europol, and national policing agencies with a transnational reach - the subculture of the ′global cops′, blurring boundaries between police, private security, military and secret intelligence agencies - the reality of transnational policing on the ground, its effectiveness, legitimacy, accountability and future development. Written by two leading international experts who bring cutting-edge theoretical debates to life with case studies and examples, Global Policing will prove captivating reading for students and scholars in criminology, criminal justice, international relations, law and sociology.

Book excerpt: Community policing has often been promoted, particularly in liberal democratic societies, as the best approach to align police services with the principles of good security sector governance (SSG). The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police-citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperialand post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.

Book excerpt: The use of extra-territorial intelligence is growing among security, border, and public agencies. Internationally, rapidly evolving efforts to tackle transnational crime entail the exchange of intelligence across jurisdictions and state borders as well as the 'linking' of law enforcement operations. This book provides a number of different perspectives from across Europe, Australasia and Canada to examine recent cooperation experiences and the challenges faced in practice. The book brings together scholars from a range of legal and criminological fields to examine the legal imperatives and social parameters that shape international police and justice cooperation and highlights the importance of both trust and clear legal rules to ensure effective cooperation. It focuses on areas where cooperation is now mandated, but where significant issues are raised, including the international and regional methods of information and intelligence exchange and challenges to human rights protection; the coordination of international and regional exchange of evidence, such as forensic bioinformation; police cooperation in international investigations and the added value of formalising investigative strategies across jurisdictions regionally and internationally and the operation, accountability and legitimacy of organisations and institutions of 'cooperation' in law enforcement and specific international policing 'missions'.
