Available in PDF, EPUB and Kindle. Book excerpt: Over the past several decades, the federal government has supported a wide range of research projects in science and technology. Federal support has been crucial to many of the most important research and development (R & D) achievements in defense, space, energy, environmental, and other science and technology programs. Recently, however, federal budget deficits and concerns about the effectiveness of research efforts have intensified pressures on government R & D spending, making it difficult to sustain many ongoing efforts and limiting opportunities for new ventures. These pressures, coupled with the increasingly international character of science and technology R & D activities, have focused greater attention on bilateral and multilateral collaborative arrangements, particularly for large-scale, long-term projects in areas such as particle physics, energy and environmental science, and space. The United States has pursued international collaborative projects in R & D to raise the likelihood of scientific success for particularly complex endeavors, to take greater advantage of international scientific expertise and facilities, to address science and technology issues that have global implications, to extend national scientific capabilities, and especially for very large science projects, to share costs and risks with other nations. International collaboration, however, poses special challenges, such as establishing R & D priorities within and across different scientific disciplines, developing funding and planning mechanisms that ensure the long-term stability of projects, and maintaining U.S. economic and national security interests.

Book excerpt: "Techno-globalism" is the term used by policymakers to describe the process of opening government and Research and Development programs to foreign participation. This book focuses on Japan's approach to techno-globalism, in particular the policies of the Ministry of International Trade and Industry (MITI). It also explores the politics underlying the approach to this issue in the triad of leading R&D centers - Japan, the United States, and the European Union. The author examines various theoretical approaches to the political economy of globalization, and he describes systems of innovation in Japan, the United States, and the European Union, emphasizing research linkages among forms, national labs, and universities.

An account of the 1988 US-Japan Science and Technology Agreement (88STA). The research methodology of the study is based on interviews and analysis of the relevant documents and articles augmented by an analysis of selected studies on US-Japan and science and technology relations. The author hopes to: increase the reader's understanding of the bureaucratic process and negotiations within the US and Japanese government in drafting an agreement and the interaction of the negotiators in the outcome; increase our knowledge about how the US-Japanese relationship in science and technology in the public sector is managed; throw some light on how domestic factors impact on preparing for a negotiating a new agreement between the US and Japan on science and technology; develop insights into the negotiating styles of each country; assess its role as a model agreement for negotiating similar agreements with other countries; learn some lessons for future negotiations with Japan in the science and technology area and with other countries if this Agreement is to be used as a model.

Book excerpt: Big Science, Innovation, and Societal Contributions offers a connection between Big Science and its societal impacts from a multidisciplinary perspective, drawing on physics and astrophysics scholars to explain the reasoning behind their work, and how such knowledge can be applied to everyday life. Through simplifying complex scientific concepts, Big Science, Innovation, and Societal Contributions explains the evolution of Big Science experiments and what it takes to manage and maintain complex scientific experiments with a human centred approach. Further, it examines the motivations behind international efforts to develop capital-intensive and human resource-rich, large-scale multi-national scientific investments to solve fundamental research problems concerning our future. Drawing on reliable scientific evidence, multi-disciplinary perspectives, and personal insights from collider physics, detectors, accelerator, and telescopes research, the volume outlines the mechanisms, benefits, and methodologies, as well as the potential challenges and short-comings, of Big Science, to learn and reflect on for future initiatives. Available in PDF, EPUB and Kindle. Book excerpt: Partnerships in Marine Research: Case Studies, Lessons Learned, and Policy Implications provides a thorough assessment of this important approach to Marine Research. It starts by looking at the problems faced by scientists as they conduct investigations within Marine Research; it then leads into case studies where partnerships have been successful and concludes with the ultimate intended outcomes for this approach. Through these sections of the book, an experience-based framework for sustainable partnerships and science is introduced, including some key elements identifiable in the case studies presented. Elements of the framework are implicitly present in each of the case studies, including four key elements: flexibility of the partnership system, diversity (of partners and functions), redundancy, and connectivity. These four elements are important aspects of the partnership resilience and crucial to sustain and to achieve its goals. Partnerships in Marine Research guides the sustainable planning and implementation of future ocean science and technology projects, and provides a fundamental tool for researchers, engineers, and decision makers involved in collaborative Marine Research. Presents chapters from a diverse group of contributors, enabling a broad and deep perspective Includes case studies to connect the reader to successful marine research partnerships Provides key elements of resilient and sustainable partnerships throughout different project phases and a framework for supporting research partnerships in the future Projects lessons learned and conclusions toward a plausible 2050 scenario to advance and reach sustainable development goals while aiming to rebuild marine life in the Global Ocean

Book excerpt: Building Ocean Science Partnerships describes a set of potential ocean science projects for cooperative research between scientists from the United States and Mexico, particularly focused on the Pacific Coast of California and Baja California, the Gulf of California, and the Gulf of Mexico. Barriers to cooperation between scientists of the two nations are identified, and methods to overcome such barriers are recommended. The book describes how interactions can be promoted by enhancing opportunities for education and training, building and sharing scientific infrastructure, participating together in large-scale marine research programs and regional ocean observing systems, planning joint science events and publications, and developing sources of binational funding. Building Ocean Science Partnerships will be published in English and Spanish to make its contents widely accessible in the United States and Mexico.

Book excerpt: The past half-century has witnessed a dramatic increase in the scale and complexity of scientific research. The growing scale of science has been accompanied by a shift toward collaborative research, referred to as "team science." Scientific research is increasingly conducted by small teams and larger groups rather than individual investigators, but the challenges of collaboration can slow these teams' progress in achieving their scientific goals. How does a team-based approach work, and how can universities and research institutions support teams? Enhancing the Effectiveness of Team Science synthesizes and integrates the available research to provide guidance on assembling the science team; leadership, education and professional development for science teams and groups. It also examines institutional and organizational structures and policies to support science teams and identifies areas where further research is needed to help science teams and groups achieve their scientific and translational goals. This report offers major public policy recommendations for science research agencies and policymakers, as well as recommendations for individual scientists, disciplinary associations, and research universities. Enhancing the Effectiveness of Team Science will be of interest to university research administrators, team science leaders, science faculty, and graduate and postdoctoral students.
