Book excerpt: This working paper presents the preliminary outcomes of a project that FAO has been conducting in a collaborative effort with IEA Bioenergy and with the financial support of GIZ, to promote “International dialogues on Forest Landscape Restoration and wood energy” worldwide. It focuses on the outcomes of three dialogues organized in Sub Saharan Africa (SSA) at International (Global Landscape Forum Accra 2019) and at National level (in Togo and Ghana) on “Wood Energy and FLR”. The three events, whose organization and implementation benefited from the active contribution of various teams of work within FAO (e.g. GBEP, FFF, Forestry Department) and with other international organizations (e.g. IRENA, GIZ), brought together relevant stakeholders of the two realms, raised their awareness on the activities currently on-going on the same thematic area and spatial context, and created a network among them to enable synergies, thus accelerating the achievement of common goals (e.g. SDGs, NDCs). The dialogue approach proved extremely constructive and efficient. It provided Togo and Ghana with a cross-cutting analysis of their wood energy and FLR sectors, which resulted in tailor-made suggestions and targeted take home messages, ready to be incorporated in their wood energy- and climate-related strategies (e.g. NDCs), which are currently in the process of being reviewed/updated. We strongly hope that this work will encourage other SSA countries, primarily the ones that have committed to the AFR100 initiative, to replicate this experience, thus setting a more structured and solid basis for the development of sustainable FLR-modern bioenergy integrated systems.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the greatest challenges we face - both in terms of its potential impact on our societies and the earth, and the scale of international co-operation that is needed to confront it. Emerging as a component of the international dialogue on the environment and climate, the role of forests in influencing earth systems will need to be assessed. Drawing together perspectives from researchers and policy makers, this book explores how forests will interact with the physical and natural world, and with human society as the climate changes. Also considered is how the world's forests can be managed to contribute to the mitigation of climate change and to maximize the full range of economic and non-market benefits. Providing an examination of the science, a detailed consideration of the science policy interface and the international frameworks and conventions, this book is valuable reading for all those interested in sustainable forest management, climate change and the associated environmental sciences.

Available in PDF, EPUB and Kindle. Book excerpt: Many countries around the world are engaged in decentralization processes, and most African countries face serious problems with forest governance, from benefits sharing to illegality and sustainable forest management. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. The authors ground their analysis in relevant theory while drawing out implications of their findings for policy and practice.

Book excerpt: FAO’s most recent global synthesis on planted forests was released in 2009 and the last Unasylva on planted forests was published in 2005. Developed together with a coalition of external partners, including the International Union of Forest Research Organizations (IUFRO) task force on planted forests and the TreeDivNet network, Issue 254 hereby responds to the need for wider information-sharing on data, tools and approaches available for leveraging the contributions of planted forests to meet the target of increasing the global forest area of 3 percent by 2030, which Global Forest Goal 1 provides for. Unasylva issue 254 was launched in November 2023 at the International Congress on Planted Forests 2023 (ICPF2023) – the first edition of this global forum to be held in Africa (Nairobi, Kenya).

Book excerpt: This book investigates the potential need for an international convention on forests and establishes a multifunctional concept of forests as a cornerstone for international forest regulation. Accordingly, it examines a variety of international instruments pertaining directly or indirectly to forests and explores their entangled, fragmented nature. While contending that the lack of consistency in international law impedes the development of a stand-alone international forest convention, at the same time it argues that the lessons learned from fragmentation as well as from the history of forest discourse on the international level open up new options for the regulation of forests in international law, based on (new) concepts of coordination and cooperation.

Available in PDF, EPUB and Kindle. Book excerpt: At the landmark 1992 United Nations Conference on Environment and Development (Earth Summit), solemn resolutions were made both to protect the world’s biodiversity and to co-operate on managing natural forests in a sustainable and ecologically responsible way. If anything, given recent developments in issues such as climate change and poverty, the problem of protecting and sustaining forests should logically have become more important globally. Yet public interest in, and development support for, forest activities have declined and rates of forest loss remain stubbornly high. Why has this happened? This book seeks answers to this question. It examines the often dysfunctional relationships between various members of the international forest constituency, which have so often prevented the formation of consensus. It also explores the tendency to pursue technical and politically convenient ‘fixes’ focused on the internal workings of the forest sector, while ignoring the overwhelming influence of external forces on the fate of forests. The result, all too often, has been programs which benefit a few powerful players and fail to provide real solutions. The book provides a new examination of and perspective on the international forest policy debate. It clarifies the reasons for global forest conflicts and provides insight for future policy development. Including examples from both the developed and developing world, it provides an invaluable resource for researchers and graduate students in forest policy and international relations, as well as a useful reference for policymakers and professionals in the forest sector, the development community and conservationists. With significant global attention now focused on reducing carbon emissions from deforestation and forest degradation (REDD), the authors examine the promise and the potential problems that apply to this initiative.
