Book excerpt: In 'International Conference Held at Washington - Fixing a Prime Meridian and a Universal Day' by the International Meridian Conference (1884: Washington, D.C.), the reader is introduced to a comprehensive documentation of the discussions and decisions made at the conference that established the Greenwich Meridian as the Prime Meridian of the world. This book delves into the technical aspects of determining longitude, the history of meridian systems, and the implications of having a universal standard for timekeeping. Written in a highly formal and factual style, this text serves as a pivotal piece of historical documentation in the field of international cooperation and standardization. The International Meridian Conference (1884: Washington, D.C.) was a gathering of prominent scientists, geographers, and diplomats who aimed to address the global need for a standardized prime meridian. Their meticulous research and discussions culminated in the establishment of the Greenwich Meridian as the reference point for longitude and time. This authoritative text reflects the dedication and expertise of the conference participants in resolving a crucial issue of global significance. I highly recommend 'International Conference Held at Washington - Fixing a Prime Meridian and a Universal Day' to readers interested in the history of scientific international cooperation, the development of standard time, and the impact of geographical conventions on global communication and navigation. This book offers valuable insights into the meticulous process of establishing a universal prime meridian and its enduring implications for modern society.

Available in PDF, EPUB and Kindle. Book excerpt: Space and time on earth are regulated by the prime meridian, 0°, which is, by convention, based at the Royal Observatory, Greenwich. But the meridian’s location in southeast London is not a simple legacy of Britain’s imperial past. Before the nineteenth century, more than twenty-five different prime meridians were in use around the world, including Paris, Beijing, Greenwich, Washington, and the location traditional in Europe since Ptolemy, the Canary Islands. Charles Withers explains how the choice of Greenwich to mark 0° longitude solved complex problems of global measurement that had engaged geographers, astronomers, and mariners since ancient times. Withers guides readers through the navigation and astronomy associated with diverse meridians and explains the problems that these cartographic lines both solved and created. He shows that as science and commerce became more global and as railway and telegraph networks tied the world closer together, the multiplicity of prime meridians led to ever greater confusion in the coordination of time and the geographical division of space. After a series of international scientific meetings, notably the 1884 International Meridian Conference in Washington, DC, Greenwich emerged as the most pragmatic choice for a global prime meridian, though not unanimously or without acrimony. Even after 1884, other prime meridians remained in use for decades. As Zero Degrees shows, geographies of the prime meridian are a testament to the power of maps, the challenges of accurate measurement on a global scale, and the role of scientific authority in creating the modern world.

Available in PDF, EPUB and Kindle. Book excerpt: Combining original historical research with literary analysis, Adam Barrows takes a provocative look at the creation of world standard time in 1884 and rethinks the significance of this remarkable moment in modernism for both the processes of imperialism and for modern literature. As representatives from twenty-four nations argued over adopting the Prime Meridian, and thereby measuring time in relation to Greenwich, England, writers began experimenting with new ways of representing human temporality. Barrows finds this experimentation in works as varied as Victorian adventure novels, high modernist texts, and South Asian novels—including the work of James Joyce, Virginia Woolf, H. Rider Haggard, Bram Stoker, Rudyard Kipling, and Joseph Conrad. Demonstrating the investment of modernist writing in the problems of geopolitics and in the public discourse of time, Barrows argues that it is possible, and productive, to rethink the politics of modernism through the politics of time.

This volume is, first and foremost, a story of the relations between space, time and navigation, from the rise of the chronometer in the United States to the Global Positioning System of satellites, for which the Naval Observatory provides the time to a billionth of a second per day. It is a story of the history of technology, in the form of telescopes, lenses, detectors, calculators, clocks and computers over 170 years. It describes how one scientific institution under government and military patronage has contributed, through all the vagaries of history, to almost two centuries of unparalleled progress in astronomy. Sky and Ocean Joined will appeal to historians of science, technology, scientific institutions and American science, as well as astronomers, meteorologists and physicists.

Book excerpt: International law's rich existence in the world can be illuminated by its objects. International law is often developed, conveyed, and authorized through its objects and/or their representation. From the symbolic (the regalia of the head of state and the symbols of sovereignty), to the mundane (a can of dolphin-safe tuna certified as complying with international trade standards), international legal authority can be found in the objects around us. Similarly, the practice of international law often relies on material objects or their image, both as evidence (satellite images, bones of the victims of mass atrocities) and to found authority (for instance, maps and charts). This volume considers these questions: firstly what might the study of international law through objects reveal? What might objects, rather than texts, tell us about sources, recognition of states, construction of territory, law of the sea, or international human rights law? Secondly, what might this scholarly undertaking reveal about the objects-as aims or projects-of international law? How do objects reveal, or perhaps mask, these aims, and what does this tell us about the reasons some (physical or material) objects are foregrounded, and others hidden or ignored. Thirdly what objects, icons, and symbols preoccupy the profession and academy? The personal selection of these objects by leading and emerging scholars worldwide will illuminate the contemporary and historical fascinations of international lawyers. By considering international law in the context of its material culture the authors offer a new and exciting theoretical perspective on the subject. With an image of each object reproduced in full colour, the book will make an engaging and interesting read for scholars, practitioners, and students alike.
