Book excerpt: The relationship between aid and state building is highly complex and the effects of aid on weak states depend on donors’ interests, aid modalities and the recipient’s pre-existing institutional and socio-political conditions. This book argues that, in the case of Afghanistan, the country inherited conditions that were not favourable for effective state building. Although some of the problems that emerged in the post-2001 state building process were predictable, the types of interventions that occurred—including an aid architecture which largely bypassed the state, the subordination of state building to the war on terror, and the short horizon policy choices of donors and the Afghan government—reduced the effectiveness of the aid and undermined effective state building. By examining how foreign aid affected state building in Afghanistan since the US militarily intervened in Afghanistan in late 2001 until the end of President Hamid Karzai’s first term in 2009, this book reveals the dynamic and complex relations between the Afghan government and foreign donors in their efforts to rebuild state institutions. The work explores three key areas: how donors supported government reforms to improve the taxation system, how government reorganized the state’s fiscal management system, and how aid dependency and aid distribution outside the government budget affected interactions between state and society. Given that external revenue in the form of tribute, subsidies and aid has shaped the characteristics of the state in Afghanistan since the mid-eighteenth century, this book situates state building in a historical context. This book will be invaluable for practitioners and anyone studying political economy, state building, international development and the politics of foreign aid.

Short-term humanitarian efforts need to shift to long-term sustainable projects. To ensure the success of the Afghan state and remove its dependence on international aid, it is imperative to learn from past international aid mistakes and apply the proper changes to Afghanistan.

Beginning with the dynamics of Western intervention and its parallel peacebuilding mission, Astri Suhrke examines the forces that have shaped this grand international project and the apparent systemic bias toward deeper and broader international involvement. Many reasons have been cited for the weak achievements and ever-growing complications of rebuilding Afghanistan, commonly pinpointing hostile regional, national, and international actors. Suhrke finds the policies themselves to be primarily at fault, and she condemns the extraordinary and unnecessary complexity of the multinational operation. Her main argument is that the international project to reconstruct Afghanistan contains serious tensions and contradictions that have significantly impeded progress. As a result, deepening Western involvement in the region has been dysfunctional rather than helpful, and massive international support has created an extensively weak, corrupt, and unaccountable state. U.S.-led military operations have only undermined the peacebuilding agenda, and increased international aid and monitoring have only led to Afghan resentment and evasion. Suhrke instead proposes a less intrusive international presence and recommends a longer time-frame for carrying out reconstruction. She also encourages negotiations with militants to introduce a more Afghan-directed order.

Since the war in Afghanistan started in 2001, the Afghan people have constantly suffered and until today, they are starving for peaceful lives. Over the past 14 years, the United States alone has sent over $104 billion dollars of foreign aid for the reconstruction of Afghanistan. In addition to the economic cost, this forgettable war has taken lives of 2,357 U.S. service members, 1,130 of its allied members, and about 104,000 of Afghan civilians. As an Afghan American, I would like to find out why this war is continuing to go on even though, foreign countries have lost precious lives and spent billions of dollars. In my research, I would like to find out the factors and flaws that cause misappropriation of foreign aid and corruption overall in Afghanistan. In addition to finding the flaws in the foreign aid system of Afghanistan, I want to research best policies and strategies used around the world for reductions of factors that lead to misappropriation of foreign aid. Bringing these two steps together, I would eventually like my study to generate feasible recommendations to better handle the misappropriation of foreign aid in Afghanistan. Foreign aid can be a great resource to countries which are in difficult situations, but if there is no proper control of how that aid is contributed, it can worsen the existing situation of the country and that foreign aid can get into the wrong hands which in this case are the terrorists in Afghanistan. Afghan people have been the target of death, abuse, and any negative adjective to possibly think of, and misappropriation of the foreign aid is one of the main reasons. Finding a better way to handle this misappropriation will not only stop deaths and sorrow of millions of Afghans, but it will help bring back U.S. forces who have been dying by uncountable numbers over the past 14 years.
