In international conflicts, adversaries may differ de facto on the ground, in terms of population, territory and capability, among other things. As internationally recognized states, however, they have equal de jure status, and fears that inviting the other side to the negotiating tablemight be construed as recognition, for example, rarely intrude. The question of status does pose problems, however, when a conflict is being fought between a recognized state and an unrecognized entity, and these problems may contribute to increase the intractability of such conflicts. This study explores how and to what extent the difference in status between a sovereign state and an unrecognized entity hinders conflict resolution activities. Based on intensive fieldwork and unedited negotiation material, the book provides an in-depth analysis of the negotiations, informal dialogues and grassroots activities that took place in Abkhazia and Georgia between 1989 and 2008.

Book excerpt: Since its independence from the Soviet Union in 1991, Armenia has experienced a reversal from democratization to a Soviet-style authoritarian regime and has been accused of repressive approaches to human rights. Here, Simon Payaslian juxtaposes a masterful survey of the history of the Armenian people from the nineteenth century through the first republic (1918-21) and Sovietization to the present, with the evolution of international human rights standards, and argues that a statist and authoritarian political culture has impeded political liberalization and institutionalization of human rights principles. Highlighting the clash between sovereignty on one side and human rights and democracy on the other, this comprehensive and in-depth analysis is essential for all those interested in human rights, democratization, political repression and the former Soviet republics.

While the focal points of published articles converge on international relations, international law and political science, essentially; subjects regarding Area studies of the Balkans, the Caucasus, the Middle East, Central Asia, and Europe are also spared considerable space. Additionally, pieces concerning international security, sociology, and anthropological studies are also regularly included in the Yearbook. Now entering its sixth year of compilation, the Yearbook provides a scholarly platform for academics and researchers throughout the world. The USAK Yearbook of Politics and International Relations is gifted to every dual subscriber to the Review of International Law and Politics (UHP) and the Journal of Central Asia and the Caucasus (OAKA) after their first year of subscription. Book excerpt: The ‘War crimes and politics of terror in Chechnya 1994-2004’ case study describes the constraints, questions and dilemmas experienced by MSF while speaking out during the two Russian-Chechen wars and the following years of ‘normalization’. Was speaking out the right thing to do with regard to Russia, a power with a veto at the UN Security Council and a tradition of propaganda control of the public arena? Was it realistic to rely on raising the awareness of other UN member states via their public’s opinion? In a context of terror, when dealing with a regime in denial of the reality of a conflict, was it useful and was it up to MSF to call for having this situation qualified as ‘war’? Should MSF take into account the possibility of a casual link between instances of its public speaking out and the security incidents involving its staff? When one of its staff members was taken hostage, should MSF speak out in the media to create visibility that affords him/her some protection, or conversely remain as discrete as possible so as to avoid a rise in his/her ‘market value?’ Should MSF publically point out responsibilities, negligence, or even complicity of the government on which soil the kidnapping had occurred, thereby taking active steps to secure the hostage’s release or should it refrain from such a discourse so as to avoid the opposite effect? Should MSF continue to publically denounce the violence inflicted on people in the region, at the risk of radicalising those parties to the conflict responsible for the kidnapping, and place the hostage’s life in danger?

Book excerpt: Focusing on Georgia, this book presents a theoretical and empirical study on the implementation of durable solutions for internally displaced persons (IDPs). Building on extensive field research, it describes and explains the considerable problems which Georgia faces in establishing global norms, as well as the ongoing hardship that IDPs experience. Importantly, the book reveals the simultaneous progress and setbacks in implementing durable solutions. Successfully combining approaches from humanistic studies, international relations, and organizational sociology, this book explains the interaction of norms and actors at and among three societal levels: the international, national, and local.

Available in PDF, EPUB and Kindle. Book excerpt: This study is an effort to reveal how patriarchy is embedded in different societal and state structures, including the economy, juvenile penal justice system, popular culture, economic sphere, ethnic minorities, and social movements in Turkey. All the articles share the common ground that the political and economic sphere, societal values, and culture produce conservatism regenerate patriarchy and hegemonic masculinity in both society and the state sphere. This situation imprisons women within their houses and makes non-heterosexuals invisible in the public sphere, thereby preserving the hegemony of men in the public sphere by which this male-dominated mentality or namely hegemonic masculinity excludes all forms of others and tries to preserve hierarchical structures. In this regard, the citizenship and the gender regime bound to each other function as an exclusion mechanism that prevents tolerance and pluralism in society and the political sphere.

Available in PDF, EPUB and Kindle. Book excerpt: "Rich and illuminating." Literary Review A landscape of high mountains and narrow valleys stretching from the Black to the Caspian Seas, the Caucasus region has been home to human populations for nearly 2 million years. In this richly illustrated 2-volume series, historian and explorer Christoph Baumer tells the story of the region's history through to the present day. It is a story of encounters between many different peoples, from Scythians, Turkic and Mongol peoples of the East to Greeks and Romans from the West, from Indo-European tribes from the West as well as the East, and to Arabs and Iranians from the South. It is a story of rival claims by Empires and nations and of how the region has become home to more than 50 languages that can be heard within its borders to this very day. This first volume charts the period from the emergence of the earliest human populations in the region – the first known human populations outside Africa - to the Seljuk conquests of 1050CE. Along the way the book charts the development of Neolithic, Iron and Bronze Age cultures, the first recognizable Caucasian state and the arrival of a succession of the great transnational Empires, from the Greeks, the Romans and the Armenian to competing Christian and Muslim conquerors. The History of the Caucasus: Volume 1 also includes more than 200 full colour images and maps bringing the changing cultures of these lands vividly to life.
