Die hier vorgelegte Regionalstudie setzt dazu einen Kontrapunkt und zeigt am konkreten Beispiel Bremens, wie die punktuell-kompensatorische Migrantenförderung zugunsten einer konzeptionellen Neuorientierung auf der Systemebene der Schule überwunden werden müsste. Theoretische und empirische Basis ist eine differenzierte Auseinandersetzung mit Forschungsergebnissen zur interkulturellen Schulentwicklung, Konzepten durchgängiger Sprachbildung, erfolgreichen Steuerungsstrategien internationaler Schulmodelle (England, Kanada, Schweiz) und nationaler Best-Practice-Beispiele.
