Book excerpt: What determines the distribution of intergovernmental grants among local governments? We argue that transfers from central to local governments are the result of lobbying by local governments. We predict the farther away a jurisdiction is from the capital, the fewer transfers it should receive, other things equal. Our contention is that lobbying costs rise with the distance from the capital; therefore, jurisdictions that are far from the capital will lobby less and receive fewer funds in equilibrium. Using data from counties in four U.S. states, we find empirical support for our model.
