Book excerpt: The authors explore the mobility of income across generations for daughters as well as sons in Malaysia, using detailed retrospective earnings data for both generations--fathers, sons and sons-in-law--and exploiting data on multiple children per family. The earnings link for sons is similar to that in the U.S., and links for daughters are just as strong. Because of the importance of the child's education as a determinant of earnings, the authors further explore the role of father's earnings and parents' education as correlates of the education of children and of sons-in-law. Both father's permanent earnings and his position in the earnings cycle when a child is investing in education are important. The authors also find that educational outcomes of sons, sons' wives, daughters, and daughters' husbands share a common unobserved component implying that not only are the unobservables in a family linked, but also that the unobservables are linked between children of other families who have married into a family.

Book excerpt: Do large economic shocks increase intergenerational earnings mobility through creating new economic opportunities? Alternatively, do they reduce mobility by reinforcing the links between generations? In this paper, we estimate how the Norwegian oil boom starting in the 1970s affected intergenerational mobility. We find that this resource shock increased intergenerational mobility for cohorts entering the labor market at the beginning of the oil boom in those labor markets most affected by the growing oil industry. In particular, we show that individuals born to poor families in oil-affected regions were more likely to move to the top of their cohort's earnings distribution. Importantly, we reveal that preexisting local differences in intergenerational mobility did not drive these findings. Instead, we show that changes in the returns to education offer the best explanation for geographic differences in intergenerational mobility following the oil boom. In addition, we find that intergenerational mobility was significantly higher in oil-affected labor markets across three generations and that the oil boom broke the earnings link between grandfathers and their grandsons.

Book excerpt: This paper provides the first robust estimates of intergenerational mobility in Chile's formal private sector using administrative data for parents and children. Using a unique dataset that links a child's and their parent's earnings, we estimate that the intergenerational earnings elasticity is between 0.275 and 0.312, whereas the rank- rank slope is between 0.249 and 0.268. In addition, we find significant nonlinearities in these measures, as intergenerational mobility is very high in the bottom 80% of the parents' distribution and bottom 65% of the children's distribution, but with remarkably high persistence in the upper part of the earnings distribution. We also document statistically significant heterogeneity by gender. Specifically, we find that the association between mothers' and female children's earnings is higher than for male children. In addition, persistence in poverty is higher for female children than for male children, upward mobility is higher for male children, persistence in privilege is higher for male children, and children's intergenerational gender gap decreases as parental earnings increase. In particular, we find significant nonlinearities in the gender gap at the upper tail of fathers' earnings distribution, suggesting that the gender dynamics of intergenerational mobility at the upper tail are different from the rest of the population.

In From Parents to Children, an esteemed international group of scholars investigates this question using data from ten countries with differing levels of inequality. The book compares whether and how parents' resources transmit advantage to their children at different stages of development and sheds light on the structural differences among countries that may influence intergenerational mobility. How and why is economic mobility higher in some countries than in others? The contributors find that inequality in mobility-relevant skills emerges early in childhood in all of the countries studied. Bruce Bradbury and his coauthors focus on learning readiness among young children and show that as early as age five, large disparities in cognitive and other mobility-relevant skills develop between low- and high-income kids, particularly in the United States and the United Kingdom. Such disparities may be mitigated by investments in early childhood education, as Christelle Dumas and Arnaud Lefranc demonstrate. They find that universal pre-school education in France lessens the negative effect of low parental SES and gives low-income children a greater shot at social mobility. Katherine Magnuson, Jane Waldfogel, and Elizabeth Washbrook find that income-based gaps in cognitive achievement in the United States and the United Kingdom widen as children reach adolescence. Robert Haveman and his coauthors show that the effect of parental income on test scores increases as children age; and in both the United States and Canada, having parents with a higher income betters the chances that a child will enroll in college. As economic inequality in the United States continues to rise, the national policy conversation will not only need to address the devastating effects of rising inequality in this generation but also the potential consequences of the decline in mobility from one generation to the next. Using survey data from Nepal, the evidence shows that the mother exerts a strong influence on a daughter's employment choice. Having a mother in a nonfarm sector raises a daughter's probability of nonfarm participation by 200 percent. The effects are truly dramatic for skilled nonfarm jobs. Having a mother in a skilled job raises a daughter's probability by 1,200 percent. Having a father in a nonfarm sector, on the other hand, does not have any significant effect on a son's probability of nonfarm participation when the endogeneity of education and assets is corrected for by the two-stage conditional maximum likelihood approach. But a moderate positive intergenerational correlation between fathers and sons exists for skilled jobs.

They are more likely to develop behavior problems, to score lower on standardized tests, and to become adults in need of public assistance. Susan Mayer asks whether income directly affects children's life chances, as many experts believe, or if the factors that cause parents to have low incomes also impede their children's life chances. She explores the question of causation with remarkable ingenuity. First, she compares the value of income from different sources to determine, for instance, if a dollar from welfare is as valuable as a dollar from wages. She then investigates whether parents' income after an event, such as teenage childbearing, can predict that event. If it can, this suggests that income is a proxy for unmeasured characteristics that affect both income and the event. Next she compares children living in states that pay high welfare benefits with children living in states with low benefits. Finally, she examines whether national income trends have the expected impact on children. Regardless of the research technique, the author finds that the effect of income on children's outcomes is smaller than many experts have thought. Mayer then shows that the things families purchase as their income increases, such as cars and restaurant meals, seldom help children succeed. On the other hand, many of the things that do benefit children, such as books and educational outings, cost so little that their consumption depends on taste rather than income. Money alone, Mayer concludes, does not buy either the material or the psychological well-being that children require to succeed.
