Book excerpt: In 1997 delegates to the third session of the Conference of the Parties to the UN Framework Convention on Climate Change (UNFCCC), agreed by consensus to adopt the Kyoto Protocol under which industrialized countries would reduce their combined greenhouse gas emissions by an average 5.2% from their 1992 levels. To have any hope of achieving these emission reductions and averting global climate catastrophe will require a fundamental shift in the way in which energy is produced and the way it is used. Inter-linkages examines the Climate Change Convention in the context of potential synergies and conflicts that could arise between it and the World Trade Organization, international investment agreements and private and contractual trade law.

Available in PDF, EPUB and Kindle. Book excerpt: Governing the Interlinkages between the SDGs: Approaches, Opportunities and Challenges identifies the institutional processes, governance mechanisms and policy mixes that are conducive to devising strategies of integrated Sustainable Development Goal (SDG) implementation. The book edited by Anita Breuer, Daniele Malerba, Srinivasa Srigiri and Pooja Balasubramanian examines the dedicated policies targeting the SDGs, as well as political and institutional drivers of synergies and trade-offs between the SDGs in selected key areas – both cross-nationally and in specific country contexts. Their analysis moves beyond the focus on links between SDG indicators and targets. Instead, the book takes advantage of recent evidence from the initial implementation phase of the SDGs and each chapter explores the question of which political-institutional prerequisites, governance mechanisms and policy instruments are suited to accelerate the implementation of the SDGs. The findings presented are intended to both inform high-level policy debates and to provide orientation for practitioners working on development cooperation. This volume will be of great interest to practitioners and policy makers in the field of sustainable development, as well as academics in the fields of sustainability research, political science, and economics. Book excerpt: The Seville Strategy spurred a signifi cant paradigm shift in UNESCO's MAB Programme, re-conceptualising the research programme as a modern tool for the dual mandate of nature conservation and sustainable development. However, many biosphere reserves failed to comply with the new regulations and in 2013 the 'Exit Strategy' was announced to improve the quality of the global network. This study presents a global assessment of the implementation of the quality enhancement strategies, highlighting signifi cant differences worldwide through 20 country-specifi c case studies. It concludes that the strategies have been fundamental in improving the credibility and coherence of the MAB Programme. Challenges in the implementation were not unique to individual countries but were common to all Member States with pre-Seville sites, and in many states the process has led to a rejuvenation of national biosphere reserve networks.

This changing financial landscape could potentially produce systemic risks, arising primarily from growing financial interconnectedness. The paper argues that, to address the potential systemic risks, Chinese authorities should further strengthen internal coordination, notably by institutionalizing better information collection and sharing among regulators, as well as enhancing coordinated and comprehensive analysis of systemic risk.

Available in PDF, EPUB and Kindle. Book excerpt: A "sustainable society," according to one definition, "is one that can persist over generations; one that is far-seeing enough, flexible enough, and wise enough not to undermine either its physical or its social system of support." As the government sector works hard to ensure sufficient fresh water, food, energy, housing, health, and education for the nation without limiting resources for the future generations, it's clear that there is no sufficient organization to deal with sustainability issues. Each federal agency appears to have a single mandate or a single area of expertise making it difficult to tackle issues such as managing the ecosystem. Key resource domains, which include water, land, energy, and nonrenewable resources, for example, are nearly-completely connected yet different agencies exist to address only one aspect of these domains. The legendary ecologist John Muir wrote in 1911 that "when we try to pick out anything by itself, we find it hitched to everything else in the Universe." Thus, in order for the nation to be successful in sustaining its resources, "linkages" will need to be built among federal, state, and local governments; nongovernmental organizations (NGOs); and the private sector. The National Research Council (NRC) was asked by several federal agencies, foundations, and the private sector to provide guidance to the federal government on issues related to sustainability linkages. The NRC assigned the task to as committee with a wide range of expertise in government, academia, and business. The committee held public fact-finding meetings to hear from agencies and stakeholder groups; examined sustainability management examples; conducted extensive literature reviews; and more to address the issue. Sustainability for the Nation: Resource Connection and Governance Linkages is the committee's report on the issue. The report includes insight into high-priority areas for governance linkages, the challenges of managing connected systems, impediments to successful government linkages, and more. The report also features examples of government linkages which include Adaptive Management on the Platte River, Philadelphia's Green Stormwater Infrastructure, and Managing Land Use in the Mojave.

Available in PDF, EPUB and Kindle. Book excerpt: The broad scope and complexity of the Sustainable Development Goals (SDGs) constitute a new challenge for policy. The identification of effective implementation strategies would need to be supported by coordinated policies that take into account the multiple relationships existing between the different dimensions of sustainability. This report proposes an original method to identify and deal with inter-linkages. This method enables the identification of inter-linkages in a systemic way as a pivotal element of science supporting policy coherence for SDGs implementation and consistent with the key principles guiding the 2030 Agenda implementation in the international context. The proposed method consists of two tools adopting two different perspectives. The first tool is based on the review of the current literature on inter-linkages by identifying the main approaches and classifying the literature along them. This exercise allows the development of a first dashboard indicating the "agreed" inter-linkages from the literature. The second dashboard, developed starting from the existing European Union legislation, allows the identification of policy priority areas where the EU added value is maximized and where EU policy nodes can represent the levers to exploit synergies for the SDGs implementation. The combination of the two dashboards provides an effective operational method to develop policy implementation strategies at Goal and target levels which can support the overall policy coherence for sustainable development.
