Book excerpt: During the eighteenth century, a time of almost constant international warfare, European states had to borrow money to finance their military operations. Servicing public debt demanded the collection of more taxes in a newly efficient manner, resulting in the emergence of what scholars call European “tax states.” This book examines a different kind of state finance, based on voluntary donations rather than taxes. Relying on Spanish and Argentine archival research, the author analyzes the “gifts” (donativos) that residents of the Viceroyalty of Rio de la Plata, or colonial Argentina, gave to the Spanish Crown and the city council of Buenos Aires. She examines the cultural, political, constitutional, and legal practices associated with loans and donativos in comparison with the practices of other Atlantic states, emphasizing the quid pro quo offered by the crown in the form of appointments to office and other favors. Examining donors, donations, and expectations, she argues that the Spanish system achieved at the imperial level what the British empire and the French monarchy failed to accomplish.

Arredondo (1776–1837), a Bourbon loyalist who governed Texas and the other interior provinces of northeastern New Spain during the Mexican War of Independence, contended with attacks by revolutionaries, U.S. citizens, generals who had served in Napoleon’s army, pirates, and various American Indian groups, all attempting to wrest control of the region. Often resorting to violence to deal with the provinces’ problems, Arredondo was for ten years the most powerful official in northeastern New Spain. Peter Marzahl adds significantly to our understanding of this period with this study of Popayán, a town in what was then part of New Granada and is now Colombia. New Granada was something of a backwater of the empire, but very likely Popayán was more typical of everyday colonial life than the major centers that have drawn most attention from historians. In the first part of his study, Marzahl describes both town and region, depicts economic activities (agriculture, gold mining, trade), and analyzes urban and rural society. Of particular interest is his discussion of the complex interaction among the different ethnic groups: Spaniards, Mestizos, Indians, and Blacks. In the longer second part he presents a detailed account of the makeup and operations of the town councils. His extensive research in primary sources makes possible a thorough examination of Popayán's administration and politics and their relationship to economic and social patterns. He also describes the councils' relations with the provincial governors, the viceregal authorities in Bogotá, and the Church. Because this study treats a neglected period and region and, in so doing, offers fresh materials and insights, it is an important contribution to our knowledge and comprehension of colonial Spanish America.

It also shows how the local Creole bourgeoisie rapidly assumed the role of urban developers, and enhanced their economic status by investing in and controlling the Buenos Aires’ property market. In a short period, from 1776 to 1810, the urban transformation of Buenos Aires helped increase the Crown’s revenues and considerably reduced contraband trade. Nevertheless, urban changes generated an internal struggle for power for the control of the city between the Spanish loyalist and the local wealthier Creoles. As this book concludes, for an empire such as the Spanish, which was built upon a network of cities, the Crown’s loss of the control of Buenos Aires’ urban space was a serious threat to its power that foreshadowed Argentina’s wars of independence.
