Intelligence, Surveillance, and Reconnaissance (ISR) systems are integral components of both national policymaking and military operations, including counterterrorism operations, but they are costly and complicated and they must be linked in order to provide users with a comprehensive understanding of issues based on information from all sources. Relationships among organizations responsible for designing, acquiring, and operating these systems are also complicated as are oversight arrangements in Congress. These complications have meant that even though many effective systems have been fielded, there have also been lengthy delays and massive cost overruns. Uncertainties about the long-term acquisition plans for ISR systems persist even as pressures continue for increasing the availability of ISR systems in current and future military operations and for national policymaking. Given the significant investments, GAO was asked to (1) evaluate various ISR platforms for potential synergies and assess their cost and schedule status and the impact of any increases or delays on legacy systems and (2) assess the effectiveness of ISR investment decisions. To assess cost and schedule status, we reviewed programmatic and budget documentation. To evaluate investment decisions, we collected data on system capability, mission, and concept of operation and analyzed them for similarities.

ISR systems range in size from hand-held devices to orbiting satellites. Some collect basic information for a wide range of analytical products; others are designed to acquire data for specific weapons systems. Some are "national" systems intended primarily to collect information of interest to Washington-area agencies; others are "tactical" systems intended to support military commanders on the battlefield. Collectively, they account for a major portion of U.S. intelligence spending that, according to media estimates, amounts to some $40 billion annually. For some time Congress has expressed concern about the costs and management of ISR programs. With minor exceptions, ISR acquisition has been coordinated by the Defense Department and the Intelligence Community. Although there are longexisting staff mechanisms for reviewing and coordinating ISR programs in the context of the annual budget submissions, many in Congress believe that existing procedures have not avoided duplication of effort, excessive costs, and gaps in coverage. Examples that some observers cite are separate efforts to acquire a new generation of reconnaissance satellites and a high altitude unmanned aerial vehicle (UAV) known as Global Hawk. Both systems acquire some of the same sorts of information and serve similar customers, but they are acquired in distinctly different ways; moreover, in both cases procurement efforts have been beset by increasing costs and schedule delays. Recently enacted statutes mandate better integration of ISR capabilities and require that the Defense Department prepare a roadmap to guide the development and integration of ISR capabilities over the next fifteen years. An effective roadmap, if developed, could potentially ensure more comprehensive coverage of targets and save considerable sums of money. To establish responsibility for an Intelligence Community-wide effort, the 9/11 Commission recommended that a new position of Director of National Intelligence be established to manage the national intelligence program (but not joint military and tactical intelligence programs, which would continue to be managed by the Defense Department). This position was included, after extended debate, in the Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) that was approved by the President on December 17, 2004. The implications of this legislation for ISR programs are as yet uncertain, but Congress may seek to assess the effectiveness of the statute in addressing long-existing concerns with ISR programs. This report will be updated as circumstances warrant.

ISR capabilities are critical to 3 of the 12 Service Core Functions of the U.S. Air Force: namely, Global Integrated ISR (GIISR) and the ISR components of Cyberspace Superiority and Space Superiority, and contribute to all others. In response to a request from the Air Force for ISR and the Deputy Assistant Secretary of the Air Force for Science, Technology, and Engineering, the National Research Council formed the Committee on Examination of the Air Force Intelligence, Surveillance, and Reconnaissance (ISR) Capability Planning and Analysis (CP&A) Process. In this report, the committee reviews the current approach to the Air Force corporate planning and programming process for ISR capability generation; examines carious analytical methods, processes, and models for large-scale, complex domains like ISR; and identifies the best practices for the Air Force. In Capability Planning and Analysis to Optimize Air Force Intelligence, Surveillance, and Reconnaissance Investments, the current approach is analyzed and the best practices for the Air Force corporate planning and programming processed for ISR are recommended. This report also recommends improvements and changes to existing analytical tools, methods, roles and responsibilities, and organization and management that would be required to ensure the Air Force corporate planning and programming process for ISR is successful in addressing all Joint, National, and Coalition partner's needs.

Book excerpt: Nearly all of the ISR development programs that we reviewed have experienced some cost or schedule growth. Cost and schedule growth in these programs is largely the result of a poor business case or acquisition strategy that failed to capture sufficient knowledge about the product technologies and design before committing to the development and demonstration of a new system. For example, the Global Hawk program which experienced a 261 percent cost growth had significant overlap of technology maturation, design, and production. Significant delays in the delivery of some new systems, breaking the investment strategy (for the new and legacy systems to be replaced) established at the start of these acquisition programs, have required DOD to make additional unplanned investments in legacy systems in order to keep them relevant and operational longer than planned. For example, the termination of the Aerial Common Sensor development contract resulted in a 5-year delay and the need to modify three legacy systems to keep them in the field longer than planned. The cost to keep these systems capable is estimated at $1.4 billion between fiscal years 2008 and 2013, an increase of nearly $900 million over previous estimates to do so. These unplanned investments represent opportunity costs that could have been used for other needs within DOD had the original Aerial Common Sensor acquisition strategy been based on more robust design knowledge. Among the ISR acquisition programs we reviewed, we found specific cases where the military services have successfully collaborated to provide capabilities to the warfighter more efficiently and affordably. For example, the Army and Navy programs on their own initiative collaborated successfully on the Fire Scout to use a single contract to buy common components that can save hundreds of millions of dollars.

Book excerpt: To assist in moving intelligence, surveillance, and reconnaissance (ISR) planning and execution forward from a fixed target and deliberate planning focus to one centered on emerging targets, the authors propose enhancing the collection management process with a strategies-to-tasks and utility framework. By linking collection targets to operational tasks, objectives, and the top-level commander's guidance with relative utilities, planning for the daily intelligence collections and real-time retasking for ad hoc ISR targets could be enhanced. When current tools are modified to provide this information, planners will be able to link collection targets to top-level objectives for better decision making and optimization of low-density, high-demand collection assets. Similarly, on the Air Operations Center (AOC) floor, intelligence officers will be better able to deal with time-sensitive, emerging targets by rapidly comparing the value of collecting an ad hoc collection with the value of collecting opportunities already planned. To handle the ISR demands posed by the rapidly changing battlefield of the future, this new, more-capable framework may be needed for making the best use of intelligence capabilities against emerging collection opportunities. Future research will focus on quantifying the advantages of this approach in comparison with the current process.

Book excerpt: A number of recent congressional commissions have reviewed the Intelligence Community's agencies involved with space-based intelligence, surveillance and reconnaissance (ISR). In the past, recommendations for some form of merger involving the National Security Agency (NSA), National Reconnaissance Office (NRO) and the National Imagery and Mapping Agency (NIMA) have been proposed as a way to potentially improve space-based ISR performance. The Joint Staff has also recently asked whether this option should be pursued. Based on historical research and a survey of the general topic literature, this paper argues that a merger between these three agencies will not improve the current space-based ISR performance because its problems aren't related to structure. Instead, the root problems are due to a missing space-based surveillance tool and a changing information process. This paper recommends following the guidance from the latest four congressional commissions from the November 2000 through January 2001 timeframe that recommend merging the NRO with the Air Force space efforts and concentrating on developing and deploying a space based surveillance system as the most effective way to improve space-based ISR performance.
