Book excerpt: Of the 54African states, only South Africa is categorised by the United Nations Industrial Development Organization (UNIDO) amongst industrialised countries. The economic activities in Africa are still dominated by the production and trade of agricultural and mineral commodities. This situation is in spite of the longstanding Africa--European Union (EU) co-operation, which intends, among other things, to support Africa’s industrialisation endeavours. Imperatively, a long road to substantive levels of industrialisation still lies ahead of most African countries. This raises the question as to what role the international community could and should play in the twenty-first century to provide the support needed to expedite Africa’s industrial transformation. This book argues that to supplement the initiatives of each African country, international partnerships, of both a ‘North–South’ and ‘South–South’ nature, will serve better purposes if they are leveraged to develop productive capacities in African economies. In order to enable the African countries to leverage their traditional partnership with the EU for industrialisation, a paradigm shift is obligatory. A feasible model should emulate the Japanese-led ‘flying geese’ model and the Chinese-led ‘bamboo capitalism’ model.

In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. It will be of interest to researchers working in this area. Elias T. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. The book also addresses the controversial issue of international trade agreements between developing countries and the European Union or the USA and investigates whether these agreements impede or promote economic development in Africa. Yet they are being implemented in countries with nascent financial markets and small banks that have yet to ventureinto international markets. Why is this? This book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows howfinancial globalisation generates strong reputational and competitive incentives for developing countries to converge on international standards. It explains how specific cross-border relations between regulators, politicians, and banks within developing countries, and international actors includinginvestors, peer regulators, and international financial institutions, generate regulatory interdependence. It explains why some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead todivergence.
