The author contends a strong tactical space control system, leveraging communication combined with the establishment of specific support relationships at the right echelons will allow for coherent and effective integration of space-based fires in the joint force after next.

The addition of the Joint Fires Element to the JTF provides the commander with a dedicated staff to ensure that the joint force is capable of successfully accomplishing the joint fire support tasks and allows component commanders to focus greater attention to planning and execution of assigned missions. Simply stated, there is a compelling need for a standing joint fires element at the joint task force headquarters to plan, coordinate and integrate joint fires into the commander's concept of operations. This paper briefly summarizes the need to modify current doctrine, presents the current state of staff roles and functions to manage joint fires, identifies where doctrine has attempted to appease its critics but fallen short of adequately addressing the key issues, and finally presents a suggested organization at the joint task force level to plan, coordinate and execute effective joint operational fires.

The Joint Force Commander has a requirement for a permanent joint staff fires element to plan, coordinate and execute fires to support the JFC's overall objectives. My thesis emphasizes that the solution is not a technological one, but one capitalizing on service experts to form a joint fires cell. In my opinion, the joint fires problem stems from a combination of factors; lack of joint integration at the JFC level, and no one with their finger on the pulse of the total joint fires picture. My thesis proposes a way that the joint staff could be integrated to more effectively address the joint fires function of the JFC.

Its purpose is to provide the Joint Force Commander the ability to plan and execute joint fires in the littoral battlespace. Development of this joint netwbrked fires delivery system is based on the requirements of CINCs and operational commanders. The means for development and evaluation of the Ring of Fire is the Fleet Battle Experiment series. These experiments are an incremental process. User input is the basis for experiment design, and execution includes their participation. Analysis of the results, inclusion of increasingly complex capabilities, and a more sophisticated operating environment provide the foundation for future experimentation. Five Fleet Battle Experiments have taken place to date. Through them, the Ring of Fire has matured in size and scope from its initial sea-based unit level operations. By incorporating land-based and airborne sensors and weapons platform the Ring of Fire has evolved into a scalable, fully integrated maritime and ground engagement system. Further experimentation conducted in close cooperation with operational forces is necessary. Continuing the procedure in a variety of diverse environments will provide ;Lhe operational commander a joint fires system that is capable of supporting the entire range of conflict. Persistence in developing the Ring of Fire through the Fleet Battle Experiment process will also ensure the discovery of system inadequacies and address potential solutions.

The U.S. military is becoming increasingly more dependent upon space assets to help win wars. In fact, some have said, Operation DESERT STORM was the first space war. As the world's dependence on space assets grows, so grows the costs of building space assets and launching them into orbit. As such, the business of building and launching space assets fits the classic low supply/high demand relationship. But as the costs to gain space power increases, the U.S. Department of Defense s budget continues to decrease. Therefore, the U.S. military must rely on commercial and civil--as well as its own--space assets, to maximize the effects space power brings to the theater Commander in Chief. Additionally, it s not difficult to imagine that the U.S. military may also rely on the space assets of allied countries in future coalition wars. So, given the U.S. military's limited budget, coupled with its increasing reliance on space assets, it is imperative to maximize all available space power in future wars. It follows, then, to question whether the U.S. military currently integrates space into the joint warfighting arena as effectively and efficiently as possible. Today, the U.S. military relies on the air component, within the joint warfighting structure, to work space issues for the Joint Force Commander (JFC). However, information distilled from United States Space Command's estimate of world space assets reveals that the U.S. military owns or controls less than 1/5th (with the U.S. Air Force owning the majority of those) of the space assets potentially available for U.S. military use in the next war. One might wonder how the other 4/5ths are integrated into the fight?

Quantitative and qualitative analysis is accomplished to determine the relative impact of these naval surface fire support weapons systems and assess the relative need for modifications to current joint doctrine. It is suggested that current doctrine may not be sufficient. Further, there is a need for a joint fire support coordination or integration organization to ensure that improvements in surface fire support systems can be accomodated to ensure optimal application of combat power.

Book excerpt: This study seeks to determine under what conditions an operational commander might employ strategic airpower in his campaign design. This journey begins first by exploring the linkage between strategy, operations, and tactics. Next, U.S. Army and Air Force doctrines are compared for terminology and conceptual similarities, with particular emphasis on indivisible airpower and long-range bombers in the role of operational fires. Finally, four historical case studies - Operations Overlord, Cobra, Niagara (Khe Sanh), and Desert Storm - are analyzed for conditions in which previous commanders have used barbers to facilitate operational maneuver or set battlefield conditions favorable for campaign success. After a careful review of concepts, doctrine, and history, this monograph concludes with six conditions which have fostered integrating bombers into campaign design. These include: 1) A commanders awareness of bomber strengths and weaknesses; 2) A blending of surprise and overwhelming firepower within minimum time and space; 3) Little reaction or response time; 4) Economy of force conditions; 5) Numerical superiority favors the enemy; and 6) bomber impunity to enemy threat. Consequently, this monograph concludes that educating both current and future military leaders is a key element of integrating bombers into campaign design. The most fertile ground for planting this seed of knowledge rests within senior and intermediate service schools, only to be nourished to full growth during joint training exercises. Furthermore, as the U.S. military force structure continues to shrink, and our national military strategy shifts from forward deployed to a forward presence, the challenge of being able to respond in a timely manner with sufficient firepower to deter a potential adversary is certain to increase. Such a future clearly suggests a greater role for the barber.
