Book excerpt: BOOK SUMMARY Climate change is an evolving phenomenon, its outcome is affecting the whole world, such a phenomenon requires international co-operation in order to create a unified front to combat climate change, by imposing national legislations in each state. The primary concern of this study is to analyze Sudanese legislations related to climate change in contrast with international treaties ratified by Sudan, for this purpose this study discusses rights, duties and statuses of compliances under such international treaties, by comparing Sudanese legislations with international climate change treaties. Furthermore, this study discusses the adverse effects felt by Sudan as a result of climate change, the measures of adaptation taken towards climate change, Sudan’s almost non existing contribution to climate change and most importantly Sudan’s potential for universal mitigation of climate change. The results of this study transpired that the universal adverse effect of climate change extends to Sudan environmentally, economically and socially; it also revealed that there is no vibrant expression of Sudanese legislations addressing the effect of climate change and hence, Sudanese legislation shall take effective action to adapt a comprehensive legal framework explicitly addressing mitigation and adaptations of climate change. Adoption of an explicit climate change legislation will help Sudan in adapting to the adverse effect of climate change and how Sudan’s national resources and agricultural lands can play a great role in universal mitigation of climate change.

Book excerpt: Several environmental changes have occurred in the Sudan in the past; several are ongoing; and others are projected to happen in the future. The Sudan has witnessed increases in temperature, floods, rainfall variability, and concurrent droughts. In a country where agriculture, which is mainly rainfed, is a major contributor to gross domestic product, foreign exchange earnings, and livelihoods, these changes are especially important, requiring measurement and analysis of their impact. This study not only analyzes the economy-wide impacts of climate change, but also consults national policy plans, strategies, and environmental assessments to identify interventions which may mitigate the effects. We feed climate forcing, water demand, and macro-socioeconomic trends into a modelling suite that includes models for global hydrology, river basin management, water stress, and crop growth, all connected to the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT). The outcomes of this part of the modeling suite are annual crop yields and global food prices under various climate change scenarios until 2050. The effects of such changes on production, consumption, macroeconomic indicators, and income distribution are assessed using a single country dynamic Computable General Equilibrium (CGE) model for the Sudan. Additionally, we introduce yield variability into the CGE model based on stochastic projections of crop yields until 2050. The results of the model simulations reveal that, while the projected mean climate changes bring some good news for the Sudan, extreme negative variability costs the Sudan cumulatively between 2018 and 2050 US$ 109.5 billion in total absorption and US$ 105.5 billion in GDP relative to a historical mean climate scenario without climate change.

The interaction of multiple stresses--endemic poverty, ecosystem degradation, complex disasters and conflicts, and limited access to capital, markets, infrastructure and technology--have all weakened people's ability to adapt to changes in climate. This study assesses Sudan's vulnerability to climate change. By overlaying maps of population distribution, poverty, rainfall distribution and variability, and incidence of environmental hazards, it has been possible to identify the states which are most vulnerable to climate change. It also outlines some of the actions being taken to help the country to adapt to a changing climate, and makes recommendations for how such actions could become more effective. For example: y Adaptation activities need to be implemented in an integrated way and take a long-term view, rather than involving short-term, stand-alone projects. y Institutions working on environmental issues should be better co-ordinated. y A national sustainable development strategy is needed to co-ordinate and build on synergies among the recommendations of the National Adaptation Programme of Action (NAPA), the National Action Plan on Desertification (NAP) and the National Biodiversity Action Programme (NBSAP). y Adaptation work should involve vulnerable communities at the local level and take a bottom-up approach to project planning. y Water resource laws need to be reformed, particularly those that govern the cost and distribution of water and the use of money generated from water projects in vulnerable communities in arid and semi-arid lands. y Climate monitoring and early warning systems would help to reduce the very high impact of climate-related disasters.

Book excerpt: To sustain Africa’s growth, and accelerate the eradication of extreme poverty, investment in infrastructure is fundamental. In 2010, the Africa Infrastructure Country Diagnostic found that to enable Africa to fill its infrastructure gap, some US$ 93 billion per year for the next decade will need to be invested. The Program for Infrastructure Development in Africa (PIDA), endorsed in 2012 by the continent’s Heads of State and Government, lays out an ambitious long-term plan for closing Africa’s infrastructure including trough step increases in hydroelectric power generation and water storage capacity. Much of this investment will support the construction of long-lived infrastructure (e.g. dams, power stations, irrigation canals), which may be vulnerable to changes in climatic patterns, the direction and magnitude of which remain significantly uncertain. Enhancing the Climate Resilience of Africa 's Infrastructure evaluates -using for the first time a single consistent methodology and the state-of-the-arte climate scenarios-, the impacts of climate change on hydro-power and irrigation expansion plans in Africa’s main rivers basins (Niger, Senegal, Volta, Congo, Nile, Zambezi, Orange); and outlines an approach to reduce climate risks through suitable adjustments to the planning and design process. The book finds that failure to integrate climate change in the planning and design of power and water infrastructure could entail, in scenarios of drying climate conditions, losses of hydropower revenues between 5% and 60% (depending on the basin); and increases in consumer expenditure for energy up to 3 times the corresponding baseline values. In in wet climate scenarios, business-as-usual infrastructure development could lead to foregone revenues in the range of 15% to 130% of the baseline, to the extent that the larger volume of precipitation is not used to expand the production of hydropower. Despite the large uncertainty on whether drier or wetter conditions will prevail in the future in Africa, the book finds that by modifying existing investment plans to explicitly handle the risk of large climate swings, can cut in half or more the cost that would accrue by building infrastructure on the basis of the climate of the past.
