This paper reviews the state of the art of modeling approaches to integrated water resources management at the river basin scale, with particular focus on the potential of coupled economic hydrologic models, and concludes with directions for future modeling exercises.

Policy simulations based on the modeling framework can serve as a guide for water resource managers and policymakers in designing appropriate water policies and establishing reform priorities for water resource allocation. Alternative analyses undertaken for the Maipo basin-a mature water economy with limited resources and competition for water across all water-using sectors-offer new insights into the changing relationships between irrigation system and basin-level water use efficiencies. They also show how these changing relationships affect farm incomes and environmental impacts. Simulations also provide new results on the role that the trading of water use rights can play in maintaining farm production levels, enhancing farmer incomes, and increasing water use efficiencies.

One of us, Donald R. Baker, from Rice University, Houston, has spent so much time at KFA as a guest scientist and researcher that it is most appropriate for him to contribute to the book. During its more than 20-year history the KFA group has made numerous and significant contributions to the understanding of petroleum evolution. The KFA researchers have emphasized both the field and laboratory approaches to such important problems as source rock recognition and evaluation, oil and gas generation, maturation of organic matter, expulsion and migration of hydrocarbons, and crude oil composition and alteration. IES Jiilich has been a leader in the development and application of numerical simulation (basin modeling) procedures. The cooperation between the two groups has resulted in a very fruitful synergy effect both in the development of modeling software and in its application. However, nowadays it is becoming common practice to follow an integrated approach in wetland-riverine watershed analysis and management. Such approach requires not only adequate representations of all relevant bio-physical parameters, but also of socio-political and economic indicators. Data scarcity, an endemic problem in developing countries, hampers this global process. In this study, both conventional methods and state-of-the-art techniques and data sources are explored. A modelling framework is developed which includes rainfall-runoff processes, river hydrodynamics and water allocation models, seeking a balance between sophistication and simplicity, in view of data availability conditions. The framework was used to evaluate a number of scenarios, including potential effects of climatic variations and of the major hydraulic works that are planned by the national water authority. Several management options were assessed through this tool. In addition, special indicators were developed to remedy the lack of sufficient quantitative information by using a qualitative approach based on expert elicitation and stakeholder involvement. A decision support framework was applied to achieve a final ranking of the various management solutions that are in compliance with the national policies, facilitating the further development of management guidelines for wetlands across the Ecuadorian lowlands. The book will be of interest to water managers, hydro-informaticians/water modellers, people working at river basin authorities and Ministries of the environment.
