Available in PDF, EPUB and Kindle. Book excerpt: The celebration of the Centennial of the First International Peace Conference took longer than the original conference itself. For almost two years experts from all over the world exchanged views on the progress, failures, lacunae, and prospects of international law. They focussed their attention on the three topics of the 1899 Hague Conference: disarmament, humanitarian law and laws of war, and peaceful settlement of disputes. Starting with preliminary reports by world-renowned experts in their respective fields of competence (Hans Blix on disarmament, Christopher Greenwood on humanitarian law and laws of war, and Francisco Orrego Vicuña and Christopher Pinto on peaceful settlement of disputes), discussions took place at regional legal advisers meetings, universities, NGO conferences, expert seminars, and over the internet. These culminated in 1999 in two major expert conferences in The Hague (The Netherlands), and St. Petersburg (Russia). The results were reported to the United Nations General Assembly at the closing of the Decade of International Law, later that year. The present volume, compiled by the Centennial organizers and edited by Frits Kalshoven (emeritus professor of international law at the University of Leiden and chairman of the International Fact-Finding Commission established under Article 90 of the 1977 Protocol I for the protection of victims of international armed conflicts), includes both the major documents produced in the course of the Centennial celebrations (printed) and the various discussion papers as they appeared on the internet (on complementary CD-ROM). In addition to the Centennial discussion documents, historical papers on the 1899 conference diplomacy have been provided by Governments representing the 1899 delegations (also on CD-ROM). Together, they provide invaluable information on the achievements of the last century as well as on the direction of international law at the threshold of the new millennium, for both practitioners and students.

Available in PDF, EPUB and Kindle. Book excerpt: The conventional view of international society is that it is interested only in co-existence and order amongst states. This creates a puzzle. When the historical record is examined, we discover that international society has repeatedly signed up to normative principles that go well beyond this purpose. When it has done so, it has built new normative constraints into international legitimacy, and this is most conspicuously so when it has espoused broadly humanitarian principles. This suggests that the norms adopted by international society might be encouraged from the distinct constituency of world society. The book traces a series of historical case studies which issued in international affirmation of such principles: slave-trade abolition in 1815; the public conscience in 1899; social justice (but not racial equality) in 1919; human rights in 1945; and democracy as the only acceptable form of state in 1990. In each case, evidence is presented of world-society actors (transnational movements, advocacy networks, and INGOs) making the political running in support of a new principle, often in alliance with a leading state. At the same time, world society has mounted a normative case, and this can be seen as a degree of normative integration between international and world society. Each of the cases tells a fascinating story in its own right. Collectively, they contribute to the growing IR literature on the role of norms, and especially that written from a broadly English School or constructivist perspective. The book thereby puts some real historical flesh on the concept of world society, while forcing us to reconsider traditional views about the 'essential' nature of international society.

Available in PDF, EPUB and Kindle. Book excerpt: "By one of the nation's foremost legal historians, a groundbreaking history of the pioneering American role in establishing the modern laws of war. In the fateful closing days of 1862, just three weeks before Emancipation, Abraham Lincoln's top military advisors commissioned a code of rules to govern the armies of the United States in a newly intensified war effort. The code Lincoln issued the next spring helped shape the remaining two years of Civil War. Its rules on torture, prisoners of war, assassination, and more quickly became foundations of the modern laws of war and today's Geneva Conventions. Yet the hidden story of Lincoln's code, and of the decades of controversy that lay behind it, has never been told. In this masterful and strikingly original history, John Witt charts the alternately troubled and triumphant course of the laws of war in America from the Founding Founders to the dawn of the modern era, revealing the history of a code that reshaped the laws of war the world over. Ranging from the Revolution to the War of 1812, from war with Mexico to the Civil War, from Indian wars to the brutal counterinsurgency campaign in the Philippines, Witt tells a story that features presidents as well as men in the throes of battle, one that spans war-makers and pacifists, Indians and slaves. In a time of heated controversy about the nation's conduct in the war on terror, Lincoln's Code is a compelling story of ideals under pressure and a landmark contribution to our understanding of the American experience."--

Available in PDF, EPUB and Kindle. Book excerpt: A sweeping account of the rise and evolution of liberal internationalism in the modern era For two hundred years, the grand project of liberal internationalism has been to build a world order that is open, loosely rules-based, and oriented toward progressive ideas. Today this project is in crisis, threatened from the outside by illiberal challengers and from the inside by nationalist-populist movements. This timely book offers the first full account of liberal internationalism’s long journey from its nineteenth-century roots to today’s fractured political moment. Creating an international “space” for liberal democracy, preserving rights and protections within and between countries, and balancing conflicting values such as liberty and equality, openness and social solidarity, and sovereignty and interdependence—these are the guiding aims that have propelled liberal internationalism through the upheavals of the past two centuries. G. John Ikenberry argues that in a twenty-first century marked by rising economic and security interdependence, liberal internationalism—reformed and reimagined—remains the most viable project to protect liberal democracy.
