Not only were its international borders redrawn when South Sudan separated in 2011, but conflicts continue to erupt over access to land: territorial claims are challenged by local and international actors; borders are contested; contracts governing the privatization of resources are contentious; and the legal entitlements to agricultural land are disputed. Under these new dynamics of land grabbing and resource extraction, fundamental relationships between people and land are being disrupted: while land has become a global commodity, for millions it still serves as a crucial reference for identity-formation and constitutes their most important source of livelihood. This book seeks to disentangle the emerging relationships between people and land in Sudan. The first part focuses on the spatial impact of resource-extracting economies: foreign agricultural land acquisitions; Chinese investments in oil production; and competition between artisanal and industrial gold mining. Detailed ethnographic case studies in the second part, from Darfur, South Kordofan, Red Sea State, Kassala, Blue Nile, and Khartoum State, show how rural people experience "their" land vis- -vis the latest wave of privatization and commercialization of land rights. Book excerpt: The paper reviews the experience of financial reforms in Sudan with a view to assessing their macroeconomic impact and to shedding light on the question why such reforms have not yet brought about visible improvements in financial intermediation. The paper concludes that regardless of the progress achieved in recent years, deficiencies in the reform design, institutional weaknesses, shallow financial markets, shortcomings of the Islamic mode of finance, and strong seasonality remain key factors that constrain financial intermediation. Additional efforts, in particular in bank restructuring, credit instrument design, monetary policy management, and prudential regulation are needed to address the systemic problems of the financial sector and to make it capable of supporting private sector growth.

The econometric analysis concludes that reserve money, the exchange rate, and private sector credit are the main determinants of inflation after the secession of South Sudan and that the transmission lags have been shortened significantly compared with previous studies. These findings reinforce the need for a comprehensive package of fiscal and monetary measures that strengthens the monetary policy framework and improves its effectiveness.

Book excerpt: This paper examines the effect of the efficiency of the education system on Foreign Direct Investment (FDI). First, it focuses on the external efficiency and applies a frontier-based measure as a proxy of the ability of countries to optimally convert the average years of schooling into income for individuals. Second, it shows the relationship between the external efficiency of the education system and FDI inflows by applying GMM regression technique. The results show that the efficiency level varies across regions and countries and appears to be driven by higher education and secondary vocational education. Similarly to other studies in the literature, there is no significant relationship between the average years of schooling and FDI inflows. However, this study shows that the external efficiency of the education system is important for FDI inflows. Improving the external efficiency of the education system can play a role in attracting FDI especially in non-resource rich countries, nonlandloked countries and countries in the low and medium human development groups.

Book excerpt: Most scholarship has attributed Sudanese independence in 1956 to British dominance of the Condominium, historical animosity toward Egypt, or the emergence of Sudanese nationalism. Dividing the Nile counters that Egyptian entrepreneurs failed to develop a united economy or shared economic interests, guaranteeing Egypt's 'loss' of the Sudan. It argues that British dominance of the Condominium may have stymied initial Egyptian efforts, but that after the First World War Egypt became increasingly interested in and capable of economic ventures in the Sudan. However, early Egyptian financial assistance and the seemingly successful resolution of Nile waters disputes actually divided the regions, while later concerted efforts to promote commerce and acquire Sudanese lands failed dismally. Egyptian nationalists simply missed opportunities of aligning their economic future with that of their Sudanese brethren, resulting in a divided Nile valley. Dividing the Nile will appeal to historians, social scientists, and international relations theorists, among those interested in Nile valley developments, but its focused economic analysis will also contribute to broader scholarship on nationalism and nationalist theory.
