Book excerpt: This pioneering volume addresses the key issue of the relationship between politics and economics, with special reference to Egypt in the 1990s. Drawing on the expertise of both political scientists and economists, it assembles an impressive array of data, including detailed opinion surveys, to demonstrate conclusively that political and economic reform need to proceed in tandem. In an insightful analysis of the Egyptian legislature, the authors draw attention to a fundamental aspect of institutional reform, namely the informational and knowledge base of legislation as well as the organizational infrastructure of policy formulation. As regards Egypt's economic performance since the early 1990s, they focus in particular on impediments to improved export performance and offer solid recommendations as to how such obstacles might be overcome. This stimulating study makes a timely contribution to political economic analysis, which may at the same time prove helpful in the formulation of new policies.

Book excerpt: "In The Political Economy of Reform in Egypt: Understanding the Role of Institutions, Carnegie Middle East Center's Sufyan Alissa finds that economic reform, considered a priority by the Egyptian government, has not been fully effective for three reasons: it lacks public support, Egypt has failed to foster a competitive business environment, and the lack of dynamic and transparent institutions. Alissa argues that Egypt lacks the institutional capacity to implement better-coordinated reform programs that address its socioeconomic realities, including widespread poverty and unemployment, high inflation, and a soaring public debt. Reform is needed to improve the efficiency of Egypt's bureaucracy, increase the accountability and transparency of politicians, and widen political participation for Egyptian citizens."--Carnegie Endowment web site.

Book excerpt: This edited book explores the link between institutional reforms, governance and services delivery in the Global South, mapping how and to what extent resource-poor governments deliver public services to their citizens. The book concludes that delivery of public services responsibly and efficiently remains largely unachievable because of weaker institutions and poor quality of governance in the Global South countries. Reforms to governance and institutions are generally considered fitting measures to overcome public service delivery challenges.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents a model for examining problems of institutional change and applies it to American economic development in the nineteenth and twentieth centuries. The authors develop their model of institutional change. They argue that if external economic factors make an increase in income possible but not attainable within the existing institutional structure, new organizations must be developed to achieve the potential in income. Their model is designed to explain the type and timing of these necessary changes in institutional organization. Individual, voluntary cooperative, and governmental arrangements are included in the discussion, although the latter differs considerably from the first two.

Clearly, population ageing has forced countries to reform their pension systems, and will continue to do so, both by reducing the generosity of pension arrangements and by switching to funding rather than relying on pure pay-as-you go pension provision. We study how such reforms affect the room for adhering to the Pact, but also how the Pact may induce or hamper the incentives for reform. In our analysis we will draw on recent literature on the Pact and on the pensions and the ageing problem. We will also calibrate a simple model for addressing intergenerational equity.

Book excerpt: Developing countries commonly adopt reforms to improve their governments yet they usually fail to produce more functional and effective governments. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Available in PDF, EPUB and Kindle. Book excerpt: The economies of Turkey and Egypt, remarkably similar until the early 1980s, have since taken divergent paths. Turkey has successfully implemented a policy of export led industrialisation whilst Egypt’s manufacturing industry and exports have stagnated. In this book, Amr Adly uses extensive primary research to present detailed comparisons of Turkey’s and Egypt’s state administrative and private sector capacities and links between the two. The conclusion the author draws is that the external contexts for both were so alike that this cannot account for their diverging paths. Instead, the author suggests a counterintuitive yet compelling explanation; that a democratic polity is far more likely than an authoritarian one to engender a successful developmental state. Emerging in the wake of the January revolution in Egypt, when hopes for democratisation were raised, this book provides a fresh perspective on the topical subject of state reform and development in the Middle East and will be of interest to students and scholar alike.

Available in PDF, EPUB and Kindle. Book excerpt: Egypt has undergone significant economic liberalization under the auspices of the International Monetary Fund, the World Bank, USAID, and the European Commission. Yet after more than four decades of economic reform, the Egyptian economy still fails to meet popular expectations for inclusive growth, better standards of living, and high-quality employment. While many analysts point to cronyism and corruption, Amr Adly finds the root causes of this stagnation in the underlying social and political conditions of economic development. Cleft Capitalism offers a new explanation for why market-based development can fail to meet expectations: small businesses in Egypt are not growing into medium and larger businesses. The practical outcome of this missing middle syndrome is the continuous erosion of the economic and social privileges once enjoyed by the middle classes and unionized labor, without creating enough winners from market making. This in turn set the stage for alienation, discontent, and, finally, revolt. With this book, Adly uncovers both an institutional explanation for Egypt's failed market making, and sheds light on the key factors of arrested economic development across the Global South.
