Book excerpt: The 2030 Agenda underscores the importance of a strengthened institutional framework at the national and regional levels that integrates the three dimensions of sustainable development. This study provides an overview of integrated decision-making processes in Caribbean countries and the role that national institutions play in supporting systematizing integrated decision-making for sustainable development, including in the implementation of the Sustainable Development Goals (SDGs), with focus on eight Caribbean Small Island Developing States (SIDS): Antigua and Barbuda, the British Virgin Islands, Dominica, Grenada, Jamaica, Saint Lucia, Saint Vincent and the Grenadines, and Trinidad and Tobago. The study identified some innovative good practices, scalable at the subregional level, designed to support integrated decision-making and coordinated implementation and follow-up of national and international development frameworks at all levels, as well as the mainstreaming of SDGs into national and subnational policies that are integrated across sectors. These practices may also help in improving the clarity of institutional roles and responsibilities among government agencies involved in the implementation of 2030 Agenda. All eight countries covered in this study have established or are in the process of establishing sustainable development frameworks, adopting the principles of multi-sector and inter-ministerial collaboration. Key elements of strategic integration at national level adopted by Caribbean countries include: Integrated development plans and strategies; Coordination mechanisms (Horizontal and Vertical); Participatory processes; Geographical Information Systems (GIS) and Access to information; Monitoring and Evaluation.

Book excerpt: This is a new edition of the classic textbook on marine protected area (MPA) management in the tropics, originally produced as an output of the Bali World Parks Congress in 1982. Approaches to planning and managing MPAs have evolved considerably. Major advances include innovative financing mechanisms, partnerships with the private sector and NGOs, and collaborative management between government and coastal communities. These advances have brought new approaches for MPA establishment and management that are more participatory, involving communities through interaction and collaboration rather than prescription. With new case studies and illustrations, the guide comes in a water-resistant cover for field use. It is intended for those who plan individual and/or national MPA systems and gives philosophical context for MPAs along with some basic principles and approaches.

Book excerpt: The project “Developing Organizational Capacity for Ecosystem Stewardship and Livelihoods in Caribbean Small-Scale Fisheries” (StewardFish) aimed to support the implementation of the Caribbean and North Brazil Shelf Large Marine Ecosystems initiatives in seven countries of the Caribbean (Antigua and Barbuda, Barbados, Belize, Guyana, Jamaica, Saint Lucia, St. Vincent and the Grenadines) and implemented by five Caribbean regional entities. It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Book excerpt: During the last decade, there has been a shift in the governance and management of fisheries to a broaderapproach that recognizes the participation of fishers, local stewardship, and shared decision-making.Through this process, fishers are empowered to become active members of the management team, balancing rights and responsibilities, and working in partnership with government. This approach iscalled co-management.This handbook describes the process of community-based co-management from its beginning, throughimplementation, to turnover to the community. It provides ideas, methods, techniques, activities, checklists, examples, questions and indicators for the planning and implementing of a process of community-basedco-management. It focuses on small-scale fisheries (freshwater, floodplain, estuarine, or marine) indeveloping countries, but is also relevant to small-scale fisheries in developed countries and to themanagement of other coastal resources (such as coral reefs, mangroves, sea grass, and wetlands). Thishandbook will be of significant interest to resource managers, practitioners, academics and students ofsmall-scale fisheries.

Recently adopted Sustainable Development Goals (SDGs) especially Goals 14 and 15 explicitly focus on this. This Handbook brings together a carefully chosen set of world-class contributions from ecology, economics, and other development science and attempts to provide policy relevant scientific information on ecosystem services from marine and coastal ecosystems, nuances of economic valuation, relevant legal and sociological response policies for effective management of marine areas for enhanced human well being. The contributors focus on the possible nexus of science-society and science-policy with the objective of informing on decision makers of the governmental agencies, business and industry and civil society in general with respect to sustainable management of Oceans.

Available in PDF, EPUB and Kindle. Book excerpt: "The applied research indicates that, to improve awareness, park education programs should be targeted specifically to the user groups primarily through outreach programs. Further, the Park's management programs should be highlighted, particularly the beneficial, tangible products and services (benefits) the Park provides to each user group... The closer the tie between reef conditions and business earnings, the greater the users' support for reef conservation." Coral reefs are sometimes referred to as "canaries of the sea" because of their early warning ability to show near-shore oceanic stress. Because of their biological diversity, they are also called "rainforests of the sea." Coral reefs are vital to the well being of millions of people. Coral reef managers and government officials trying to save their valuable national resources have turned to research on coral reefs for help. The research presented in this publication merits a great deal of notice because the output is useful for decision support and training tools in integrated coastal zone management (ICZM). The work on cost-effectiveness analysis has developed integrated economic and ecological models, relying extensively on fuzzy logic procedures to model impacts and effects of interventions within the reef environment. By contrast, the marine system valuation work provides economic valuations of coral reefs, demonstrating the use of different modeling methods and treating key policy issues within this context. This publication will interest coastal zone experts and managers worldwide

Book excerpt: This 2019 Article IV Consultation explains that St. Lucia’s near-term growth prospects are favorable, supported by large infrastructure investment and robust tourist inflows. However, longer-term growth continues to be impeded by high public debt, lingering vulnerabilities in the financial system, and structural impediments to private investment. Diminishing policy buffers further weaken the country’s resilience to external shocks against the backdrop of aprecarious global outlook. Completion of long pending legislative initiatives, alongside stronger regional and domestic financial oversight, should provide banks with incentives to strengthen their balance sheets and increase the efficiency of financial intermediation. There is also a need to draw on supervisory and regulatory tools to respond to emerging risks from rising overseas investments of the banks and the rapid expansion of lending by credit unions. The authorities are recommended to should step up efforts to address the institutional, financing and capacity gaps in its climate and disaster response strategy. Supply-side reforms are needed to unlock potential growth by improving the business environment, reducing energy costs, enhancing labor productivity, and further diversifying the economy.

This book was released on 2018-05-08 with total page 231 pages. Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2003. Until recently, planning and development in the Caribbean have been "top-down", "centre-out" and "expert-led". For a few years now, though, the region has bowed to the global trend and has experimented with participatory planning methods. Participatory planning is heralded by much of the development community as the most appropriate alternative strategy to the traditional approaches. In this volume, a range of experts drawn from the Caribbean, the United Kingdom and the United States review the current achievements and future prospects for genuinely participative planning in the Caribbean region at the beginning of the 21st Century. Bringing together a wide range of case studies from both the insular Caribbean as well as mainland Central and South America, the book examines issues such as protected area planning, sustainable development councils, gender and development, inner-city redevelopment and community empowerment.
