In the early 1970s, the United States had higher unemployment rates than its Western European counterparts. But after two oil crises, rapid technological change, and globalization rocked the world's economies, unemployment fell in the United States, while increasing dramatically in other nations. At the same time, wage inequality widened more in the United States than in Europe. In At Home and Abroad, Cornell University economists Francine D. Blau and Lawrence M. Kahn examine the reasons for these striking dissimilarities between the United States and its economic allies. Comparing countries, the authors find that governments and unions play a far greater role in the labor market in Europe than they do in the United States. It is much more difficult to lay off workers in Europe than in the United States, unemployment insurance is more generous in Europe, and many fewer Americans than Europeans are covered by collective bargaining agreements. Interventionist labor market institutions in Europe compress wages, thus contributing to the lower levels of wage inequality in the European Union than in the United States. Using a unique blend of microeconomic and microeconomic analyses, the authors assess how these differences affect wage and unemployment levels. In a lucid narrative, they present ample evidence that, as upheavals shook the global economy, the flexible U.S. market let wages adjust so that jobs could be maintained, while more rigid European economies maintained wages at the cost of losing jobs. North first explores the nature of institutions and explains the role of transaction and production costs in their development. The second part of the book deals with institutional change. Institutions create the incentive structure in an economy, and organisations will be created to take advantage of the opportunities provided within a given institutional framework. North argues that the kinds of skills and knowledge fostered by the structure of an economy will shape the direction of change and gradually alter the institutional framework. He then explains how institutional development may lead to a path-dependent pattern of development. In the final part of the book, North explains the implications of this analysis for economic theory and economic history. He indicates how institutional analysis must be incorporated into neo-classical theory and explores the potential for the construction of a dynamic theory of long-term economic change. Douglass C. North is Director of the Center of Political Economy and Professor of Economics and History at Washington University in St. Louis. He is a past president of the Economic History Association and Western Economics Association and a Fellow, American Academy of Arts and Sciences. He has written over sixty articles for a variety of journals and is the author of The Rise of the Western World: A New Economic History (CUP, 1973, with R.P. Thomas) and Structure and Change in Economic History (Norton, 1981). Professor North is included in Great Economists Since Keynes edited by M. Blaug (CUP, 1988 paperback ed.)

This book examines the critical issues that affect labor market flexibility and job security in the main industrialized economies of the United States, Japan, West Germany, the United Kingdom, and Europe, in an attempt to more fully understand the complex forces at work within such labor markets. Employment Security and Labor Market Flexibility originated from The International Symposium on Labor Market Flexibility in Yokohama, Japan, in 1986, in which scholars in economics, industrial relations, and labor law scholars scrutinized the similarities and differences of the labor markets in these countries. They focused on three main topics: wage flexibility in response to changing economic conditions, the legal and institutional framework for employment security, and international comparison of employment adjustment. Comparison of wage flexibility as well as numerical and functional flexibility among these countries were examined by both qualitative and quantitative analyses. The labor market cannot be treated in the same way as other markets because it deals directly with human beings who are less likely to obey the immutable laws of the market mechanism. Nevertheless, Kazutoshi Koshiro asserts that it is still important to build a framework on which to understand and assess the role of labor flexibility in the competitive process, and it is with this framework in mind that these chapters have been assembled into one volume. Individual chapters compare the relative flexibility of compensation and employment over the business cycle in the United States with that of Japan; analyze the relative flexibility of Japanese wages; unravel some of the underlying forces that comprise the employment security situation in the United States; study the important relationship between economic conditions and the labor market and explain the difference between the employment protection legislation of the United States on the one hand, and Europe and Japan, on the other; and compare the nature of labor markets and employment adjustment techniques of the United States, Europe, and Japan.

An initial overview of the postcommunist developments articulates why Albania has the poorest labor market performance among other South East European countries. Using a set of mixed qualitative and descriptive quantitative methods we fnd evidence of ineffcient segmental effects and a predatory structure of labor market institutions which noticeably diverge from the effcient institutions' point of reference. The institutional/welfare regime at the cross-national level points out at a relationship between the labor market institutional framework and labor market performance, as measured by unemployment. At the country level, a disproportional relationship between the "de jure" labor market regulation and unemployment is identifed, which is also moderated by the interaction between labor market and economic institutions.
