Book excerpt: This case study was conducted to provide a good understanding of the challenges and opportunities related to Egypt’s agricultural research and organizational development to draw lessons and develop supporting guidelines. This study aimed to enhance efforts exerted by Egypt’s NARS in the field of developmental research by formulating an integrated and coherent approach for research and dissemination of proven technologies and practices. Such approaches are expected to address key bottlenecks and provide the needed direction and means for sustainable improved implementation of AR4D. This can ultimately lead to enhancing and empowering the capacity of Egypt’s NARS to better inform and influence policies and facilitate institutional changes required in the agricultural sector. As part of the efforts of the Food and Agriculture Organization of the United Nations (FAO) to support and strengthen NARS’ research impact and their links to extension service systems, the present assessment was carried out to establish a deeper insight into challenges and opportunities that are facing NARS in Egypt.

Book excerpt: Throughout the global community, the challenges of finite resources, budget deficits, and growing interdependence and complexity have forced governments and the private sector to do more with less. In the foreign assistance realm, this has translated into a donor mandate to promote self-sustaining development in the Third World, a key component of which is the institutional framework that conceives, plans, funds, implements, and manages activities. This book, based on the results of a multi-year applied research project, focuses on institutional sustainability and its role in agriculture and rural development. It concentrates on collaboration between international donor organizations and developing countries to design and implement projects aimed at introducing performance and capacity improvements. The collection of fifteen essays is divided into three subject areas. Part one examines the sustainability dimensions of agriculture and rural development, with chapters that focus on the range of meanings of sustainability and the relationship between it and continued benefit flows; a conceptual model that draws on systems theory, organizational contingency theory, and political economy; and the action-research methodology for applying the model in the field. Part two is made up of nine chapters, each of which uses the model to analyze a particular case where an international donor-funded intervention sought to develop a sustainable institution. The cases range geographically across the world. Finally, part three draws on the case experiences to highlight strategies for promoting institutional sustainability. Lessons are derived from a comparative analysis of several of the cases, and a chapter incorporating the points made in all of the cases is also provided. With its comparative framework and conclusion that institutional sustainability is a feasible objective for development agencies, this volume will be an important work for development practitioners and students of development administration, as well as a significant addition to public and academic library collections.

The project aims to strengthen capacities to innovate for climate resilient agriculture and food system. One of the key activities of the project is the assessment of the Agricultural Innovation System (AIS) in Eritrea The assessment had the objectives to: identify critical gaps, needs, opportunities, and good practices to formulate workable recommendations aiming at strengthening and making AIS more effective; and develop an understanding of AIS and how it functions and supports climate-relevant transformation of agriculture and food systems. Book excerpt: Workshop, held in Singapore on 7-9July 1986, which examined a number of case studies documenting the present level of evaluation of research management activities in different national programs and institutions. Participants used this case study material and their practical experience to reach consensus on some aspects relating to the different uses and users of evaluation, the role of evaluation in the planning process, and how to organize and implement an evaluation prgram in different types of research organizations, as well as reviewing the evaluation activities of external donor agencies. An alternative approach was suggested that would be more effective in the long run to both national programs and donor agencies. Areas of further collarboration were also identified.
