Available in PDF, EPUB and Kindle. Book excerpt: Do ominous reports of an emerging "underclass" reveal an unprecedented crisis in American society? Or are social commentators simply rediscovering the tragedy of recurring urban poverty, as they seem to do every few decades? Although social scientists and members of the public make frequent assumptions about these questions, they have little information about the crucial differences between past and present. By providing a badly needed historical context, these essays reframe today's "underclass" debate. Realizing that labels of "social pathology" echo fruitless distinctions between the "deserving" and "undeserving" poor, the contributors focus not on individual and family behavior but on a complex set of processes that have been at work over a long period, degrading the inner cities and, inevitably, the nation as a whole. How do individuals among the urban poor manage to survive? How have they created a dissident "infrapolitics?" How have social relations within the urban ghettos changed? What has been the effect of industrial restructuring on poverty? Besides exploring these questions, the contributors discuss the influence of African traditions on the family patterns of African Americans, the origins of institutions that serve the urban poor, the reasons for the crisis in urban education, the achievements and limits of the War on Poverty, and the role of income transfers, earnings, and the contributions of family members in overcoming poverty. The message of the essays is clear: Americans will flourish or fail together.

Available in PDF, EPUB and Kindle. Book excerpt: Within a historical and contemporary context, this book examines major policy practice and research issues as they jointly shape child welfare practice and its future. In addition to describing the major problems facing the field, the book highlights service innovations that have been developed in recent years. The resulting picture is encouraging, especially if certain major program reforms I are implemented and agencies are able to concentrate resources in a focused manner. The volume emphasizes families and children whose primary recourse to services has been through publicly funded child welfare agencies. The book considers historical areas of service—foster care and adoptions, in-home family-centered services, child-protective services, and residential services—where social work has an important role. Authors address the many fields of practice in which child and family services are provided or that involve substantial numbers of social work programs, such as services to adolescent parents, child mental health, education, and juvenile justice agencies. This new edition will continue to serve as a fundamen-tal introduction for new practitioners, as well as summary of recent developments for experienced practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: In the most comprehensive account ever written of an American orphanage, an institution about which even its many new advocates and experts know little, Kenneth Cmiel exposes America's changing attitudes toward child welfare. The book begins with the fascinating history of the Chicago Nursery and Half-Orphan Asylum from 1860 through 1984, when it became a full-time research institute. Founded by a group of wealthy volunteers, the asylum was a Protestant institution for Protestant children—one of dozens around the country designed as places where single parents could leave their children if they were temporarily unable to care for them. But the asylum, which later became known as Chapin Hall, changed dramatically over the years as it tried to respond to changing policies, priorities, regulations, and theories concerning child welfare. Cmiel offers a vivid portrait of how these changes affected the day-to-day realities of group living. How did the kind of care given to the children change? What did the staff and management hope to accomplish? How did they define "family"? Who were the children who lived in the asylum? What brought them there? What were their needs? How did outside forces change what went on inside Chapin Hall? This is much more than a richly detailed account of one institution. Cmiel shatters a number of popular myths about orphanages. Few realize that almost all children living in nineteenth-century orphanages had at least one living parent. And the austere living conditions so characteristic of the orphanage were prompted as much by health concerns as by strict Victorian morals.

Available in PDF, EPUB and Kindle. Book excerpt: For centuries, societies have relied upon residential care settings to provide homes for children, and for much of that period a debate has raged over whether such settings are appropriate places for children to be raised. In recent years this debate has taken on an international dimension as human rights policies have called into question the legitimacy of residential care of children. Unfortunately, the ideological fervor that usually accompanies such discussions prevents a more nuanced understanding of the reasons that countries continue to make use of residential care. Residential Care of Children: Comparative Perspectives fills major gaps in knowledge about residential care and is intended to inform debates within and between nations about the appropriate use of such institutions. Eleven country-specific chapters, written by child welfare experts from around the world, provide an in-depth understanding of the historical development of residential care, the current state of affairs, and predictions for the future. Chapters describe how residential care is defined in each country, how it has evolved over time, factors that have contributed to the observed pattern of development of residential care, and potential concerns for the future. An integrative chapter presents a critical cross-national perspective, identifying common themes and analyzing underlying factors. Seeking to explain rather than cast judgment, Residential Care of Children: Comparative Perspectives will be fruitful reading for policymakers, program administrators, advocates, practitioners, and scholars interested in creating better services for vulnerable children and youth.

The volume starts with a joint introductory chapter by the two distinguished authors (one American, one British) reviewing the state of knowledge on children in care and drawing attention to other important sources not included as chapters.

Available in PDF, EPUB and Kindle. Book excerpt: This volume asks what legal and socio legal scholarship can contribute to understanding the role of law in the care and development of children. The editors have selected key articles ranging from theoretical analysis to empirical data based research that address the law's approach in the United States and the United Kingdom to resolving parenting disputes after separation, protecting children from abuse and neglect, and affording children procedural protections in the juvenile justice system. Their introduction to these important and often distressing areas of the law confirms the importance of understanding how law works in practice, and reaffirms that law itself remains responsible for articulating and protecting society's values.
