Book excerpt: An investigation was performed to confirm the presence, type and distribution of groundwater contamination as previously identified in the IRP Phase II, Stage 1 reconnaissance survey. The field study included geophysical surveys, construction of 10 two-inch diameter monitoring wells and nine six-inch diameter high yield wells, sampling and analysis of more than 200 groundwater samples, and multi-seasonal observation of the piezometric surfaces in the shallow aquifer. Study findings confirm two areas contaminated by weathered petroleum products. The more contaminated site appears to be contained on the base and not migrating; the second site is near the base property line and hydrocarbon contamination has been monitored at the surface of the water table outside of the base boundaries. The contamination at both sites appears to be historical in origin, and the probable sources are identified. A third area of concern is associated with low molecular weight chlorinated hydrocarbon contamination in the groundwater near the American Lake Garden Tract. No sources of these contaminants have been identified. Remedial measures can proceed in the areas of petroleum contamination. Additional investigations, however, should be conducted in the McChord AFB/American Lake Garden Tract areas to confirm the extent and characteristics of contamination and identify probable sources of pollution prior to development of remedial actions.

Book excerpt: The study concerned seven sites at MacDill AFB and three sites at Avon Park Air Force Range (AFR). Five of the sites were former landfills, two were fuel storage areas, one was a pair of fire training areas, one was a drum storage area, and one was a pesticide rinse water basin. The Phase IIb contractor installed monitor wells in the water table aquifer downgradient of each site to determine whether these sites were sources of groundwater contamination. Most of these analyses were screening tests phenolics, oil and grease, dissolved organic carbon (DOC), total organic halides (RTOX), specific conductance, and pH which are nonspecific indicators of contamination. The list of analyses also included specific analyses for purgeable organics (solvents), oranochlorine pesticides, polychlorinated biphenyls (PCBs), and lead for sites where these specific analyses were deemed appropriate. Results of the organic screening analyses were positive for every site except the pesticide rinse water basin at Avon Park AFR at which there was no evidence of contamination.

A total of 22 monitor wells were installed and groundwater samples were obtained from each well. Soil samples were obtained for chemical analysis from 12 soil borings. Samples of surface water, bottom sediments and fish tissues were obtained from three ponds. All chemical analyses were accomplished in accordance with Standard USEPA analytical methods. Based on the sampling and analyses performed, levels of contamination were found in soils or groundwater at seven of the 15 sites evaluated which warrant further investigation and potential remedial actions. Recommendations were made as to appropriate follow-up site evaluation work at these seven sites. (Author).

Samples were analyzed for various parameters including volatile organics, oil and grease, pesticides, herbicides, petroleum hydrocarbons, primary metals, phenols, PCBs, and polynuclear aromatic hydro-carbons. Six sites were identified by the Air Force for further study and include: Fire Training Area No. 3 (Site 1); Landfill No. 4 (Site 2); Landfill No. 1 (Site 3); Landfill No. 3 (Site 4); DPDO Waste Storage Area (Site 5); and Coal Pile Storage Area (Site 6). The evaluation primarily included the drilling of soil test borings, the installation, development, and sampling of new monitoring wells, resampling of selected Stage 1 monitoring wells, and the analysis of soil and water samples. A thin surficial aquifer was encountered at shallow depths beneath the sites that border the southeastern side of Stoney Creek. The surficial aquifer is contaminated at Sites 1, 2, 4, and 5 as a result of Base activities. Groundwater flow in the surficial aquifer is primarily horizontal and discharges into Stoney Creek along the northwestern limit of the Base. The major environmental concern revealed by this evaluation is the potential discharge of contaminated water from the surficial aquifer into Stoney Creek. (FR).

In response to the Resource Conservation and Recovery Act of 1976 (RCRA) and in anticipation of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA or 'Superfund'), the DoD issued a Defense Environmental Quality Program Policy Memorandum (DEQPPM) dated June, 1980 (DEQPPM 80-6), requiring identification of past hazardous waste disposal sites on DoD agency installations. The Installation Restoration Program has been developed as a four-phase program as follows: Phase I: Problem Identification/Records Search; Phase II: Problem Confirmation and Quantification; Phase III; Technology Base Development; Phase IV: Corrective Action. Only the Phase II Problem Confirmation portion of the IRP effort at Westover Air Force Base was part of this Task Order.

Seventeen ground water monitor wells were installed in the surficial aquifer at the various sites investigated. A surface geophysical survey was conducted at one landfill area to determine the presence and areal extent of ground water contamination. Surface waters, ground waters, sediments, and soils were sampled and analyzed for various specific parameters including pH, specific conductance, total petroleum hydrocarbons, purgeable organics, base/neutral and acid extractable organics, dibromoethane, and priority pollutant metals.
