Book excerpt: Propagation of cracks from existing pavements into a new asphalt concrete overlay (reflective cracking) is a major problem for both rigid and flexible pavements. Reflective cracking in pavements compromises ride quality and reduces the service life of the pavement. Reflective cracking of the asphalt layer over jointed concrete pavement is a perennial problem in Virginia and elsewhere. State transportation agencies continue to try various available treatment methods to delay or prevent reflective cracking with corrective or restorative maintenance. Some of those treatments include using paving fabric as an interlayer. Virginia has anecdotal experience with paving fabric interlayers, but little well-documented history with which to assess performance. The objective of this study was to establish a performance baseline for fabric interlayers in conjunction with asphalt concrete overlays on existing flexible, rigid, and composite pavements by documenting the installation and initial field performance of several projects in Virginia. Two types of interlayer fabric were used. One of the interlayers needed an asphalt leveling course for placement based on the manufacturer's specifications. As expected, all of the sections with interlayers are performing well. However, most of the sections were placed in 2017 and 2018, and hence the performance data are preliminary. These sections need to be monitored continuously to track pavement distress and performance over time. The cost of using interlayers in pavement ranged from 6 .0 dollars to 8 .0 dollars per square yard, depending on the type of fabric and installation method. Long-term performance data are needed to assess the benefit-cost effectiveness of using paving fabric interlayers in pavements.

Bituminous pavements require major maintenance for both thermal and distress crack repairs. Less expensive alternatives to isolate existing problems, retain strength and usability of existing roadways are needed. It describes test segments, photo documentation of pre-pave conditions, material used, installation with bituminous overlay projects, monitoring and evaluation, pre-and post-installation surface conditions for the contract report period (2+ years), results of FWD strength comparisons and cost comparisons with mill and replace, and two years' electronic file photo documentation of cracking with/without pavement fabric between new/old bituminous.

Book excerpt: To approach the reflection cracking problem in asphalt concrete (AC) overlays systematically the properties of the materials intended to be used in an interlayer stress absorbing composite (ISAC) system were first identified. Various thermal/structural models and laboratory equipment were used for this purpose. A number of woven and nonwoven geotextiles were selected and tested for their engineering properties such as tensile strength, initial modulus, modulus at failure, and percent shrinkage. Several samples of rubber asphalt were prepared by blending different ratios of crumb rubber with various types and ratios of asphalt cements at 400 deg F. These rubber asphalts were tested at different temperatures and the effects of temperature and rate of deformation on their stiffness were evaluated. An ISAC layer was fabricated in the laboratory using the materials considered appropriate. Testing equipment was developed to evaluate the interfacial shear strength and laboratory testing was performed to determine the shear strength of the fabricated ISAC layer under an AC overlay. The ISAC layer was evaluated for its effectiveness against reflection cracking. A laboratory pavement section with an AC overlay over a jointed portland cement concrete slab was constructed and placed in an environmental chamber. A mechanical device was used to simulate thermal strain in the slab and the joint was opened and closed at an extremely slow rate. The testing was conducted at 30 deg F and deterioration in the overlay was monitored using a sensitive LVDT device. The results from the laboratory evaluation testing program indicated that the ISAC layer was highly effective in preventing reflection cracking in a 2.5-in. AC overlay. When compared to a control test section and a section using a commercially available reflection cracking control material, the ISAC layer provided for superior performance. A field pavement test section utilizing the ISAC layer was constructed in the Summer of 1994 and field evaluation is ongoing.

Field tests of two asphalt-rubber membrane formulations and three nonwoven fabrics were placed on roads and airfield pavements at five Army installations in various areas of the United States. The initial report covered the actual construction and performance of the materials for a period of 6 months after construction. This report covers the performance of the materials after a period of from 3 to 4 years, during which annual inspections were made. The results of the field tests indicate that in a cold environment the use of these membranes does not prevent or retard reflection cracking from occurring. The asphalt-rubber material was not evaluated over a long enough period of time in a warm climate to determine if reflection cracking was sufficiently prevented or retarded to warrant use of this material. In the first part of the research, survival analysis was conducted to identify the most appropriate rehabilitation method for composite pavements and to evaluate the influence of different factors on reflective crack development. Four rehabilitation methods, including mill and fill, overlay, heater scarification (SCR), and rubblization, were analyzed using three performance indicators: reflective cracking, international roughness index (IRI), and pavement condition index (PCI). It was found that rubblization can significantly retard reflective cracking development compared to the other three methods. No significant difference for PCI was seen among the four rehabilitation methods. Heater scarification showed the lowest survival probability for both reflective cracking and IRI, while an overlay resulted in the poorest overall pavement condition based on PCI. In addition, traffic level was found not to be a significant factor for reflective cracking development. An increase in overlay thickness can significantly delay the propagation of reflective cracking for all four treatments. Soil types in rubblization pavement sites were assessed, and no close relationship was found between rubblized pavement performance and subgrade soil condition. In the second part of the research, the study objective was to evaluate the modulus and performance of four reflective cracking treatments: full rubblization, modified rubblization, crack and seat, and rock interlayer. A total of 16 pavement sites were tested by the surface wave method (SWM), and in the first four sites both falling weight deflectometer (FWD) and SWM were conducted for a preliminary analysis. The SWM gave close concrete layer moduli compared to the FWD moduli on a conventional composite pavement. However, the SWM provided higher moduli for the rubblized concrete layer. After the preliminary analysis, another 12 pavement sites were tested by the SWM. The results showed that the crack and seat method provided the highest moduli, followed by the modified rubblization method. The full rubblization and the rock interlayer methods gave similar, but lower, moduli. Pavement performance surveys were also conducted during the field study. In general, none of the pavement sites had rutting problems. The conventional composite pavement site had the largest amount of reflective cracking. A moderate amount of reflective cracking was observed for the two pavement sites with full rubblization. Pavements with the rock interlayer and modified rubblization treatments had much less reflective cracking. It is recommended that use of the modified rubblization and rock interlayer treatments for reflective cracking mitigation are best.

Book excerpt: The Illinois Department of Transportation (IDOT) spends two million dollars annually on reflective crack control treatments; however, their cost-effectiveness has never before been reliably determined. The study evaluated the cost-effectiveness of IDOT reflective crack control system "A", which consists of a non-woven, polypropylene paving fabric, placed either in strips longitudinally over lane-widening joints or over the entire pavement ("area" treatment). Performance of 52 projects across Illinois was assessed through crack mapping and from distress and serviceability data in IDOT's Condition Rating Survey (CRS) database. Comparisons of measured reflective cracking in treated and control sections revealed that system "A" retards longitudinal reflective widening crack development, but does not significantly retard transverse reflective cracking. However, both strip and area applications of these fabric treatments appeared to improve overall pavement serviceability, and were estimated to increase rehabilitation life spans by 1.1 and 3.6 years, respectively. Life-cycle cost analyses (LCCA) found strip and area reflective crack control treatments to be marginally cost effective, where a 4.5% reduction in life-cycle costs was estimated, for medium-sized projects [between 1 and 6 mi (1.6 and 9.7 km) of two-lane road]. Small projects [under 1 mi (1.6 km) of two-lane road] showed a breakeven level of cost-effectiveness, while large projects [over 6 mi (9.7 km) of two-lane road] showed a 6.2% savings in life-cycle costs. Permeability testing of field cores taken over transverse joints showed that waterproofing benefits can exist after reflective crack appearance, which explains why serviceability was improved with area treatment even though crack development was not retarded. Guidelines for establishing and monitoring future experimental sections were also developed.
