On entend par là que le savoir, sous toutes ses formes, joue un rôle croissant et névralgique dans les processus économiques comme la concurrence, la répartition et la croissance. Les nations, les entreprises ayant un degré de connaissances supérieur (technologies) sont plus compétitives. Ce rôle stratégique explique pourquoi les entreprises et les particuliers investissent de plus en plus dans toutes les formes de connaissances. Pour affronter les difficultés inhérentes à la mesure de la connaissance, les économistes se sont intéressés à la recherche et développement. La raison principale à ceci tient à la difficulté de mesurer les connaissances. Les activités de R&D présentent l'avantage d'être bien circonscrites et facilement mesurables. La littérature économique envisage la performance des bases de connaissances de deux manières. Un premier axe étudie l'impact des connaissances sur la production des entreprises. La connaissance se joint ainsi aux deux facteurs de production traditionnels de la firme, à savoir le capital et le travail. Un second axe de recherche s'intéresse plus précisément à l'activité d'innovation de la firme en examinant les déterminants de l'investissement en R&D des entreprises. Le mérite de Griliches (1979) a été de réunir les deux approches dans une analyse explicitement orientée sur la mesure d'un capital de R&D participant positivement à la croissance des firmes. Ses travaux se concentrent sur l'analyse du lien entre la productivité des entreprises et le stock de connaissances de la firme à l'aide notamment d'une fonction de production Cobb-Douglas. A la suite de ses travaux, l'effet de la R&D des entreprises a été analysé dans de nombreuses études empiriques, conduites à différents niveaux d'agrégation (établissements, entreprises, niveau sectoriel, niveau national). Toutes ces études concluent à l'importance de la R&D, l'élasticité estimée de la production par rapport à la R&D des entreprises allant de 10% a 30%. Implicitement cette littérature considère que les dépenses de R&D sont la seule source de connaissances des firmes. Dans ce contexte, une part considérable des activités économiques et des agents n'est pas considérée comme partie prenante de l'économie de la connaissance. Pourtant la connaissance produite par les entreprises ne provient pas uniquement des activités formelles de R&D. Toutes les activités de production et d'usage des biens et services peuvent être l'occasion d'un apprentissage et donc de production de connaissances. Nous ne doutons pas de la contribution significative des dépenses de R&D à la construction conjointe d'une base de connaissance et également d'une capacité d'absorption. En revanche, nous pouvons supposer que c'est l'ensemble des activités de l'entreprise qui est générateur de nouveaux savoirs et donc de productivité. Cohen et Levinthal (1990) le reconnaissent d'ailleurs, en soulignant le caractère collectif et organisationnel de l'absorption des connaissances externes, notamment en insistant sur la communication entre les sous-unités de la firme. Les travaux en termes de fonction de production incluant une variable de R&D devraient gagner en qualité, à condition qu'ils intègrent d'autres formes d'amélioration de la productivité. Nous pensons notamment à la formation professionnelle financée par les entreprises, à la codification des connaissances tacites. Pour cette raison, nous proposons, dans cette thèse, de compléter les travaux antérieurs sur les sources de la connaissance et sur la contribution des connaissances à la productivité des entreprises. Nous pensons que le stock de connaissances des entreprises s'accroît non seulement a la suite des activités de R&D mais également à la suite d'autres activités formelles telles que la formation professionnelle et la capitalisation des connaissances. Notre travail tente de répondre, même partiellement, aux questions touchant le lien connaissances-productivité. Pour cela, nous proposons une approche unifiée englobant la R&D, l'innovation, la formation professionnelle financée par les entreprises, la qualité et la productivité des entreprises. Nous rompons, dans cette thèse, avec l'analyse économique plutôt traditionnelle laissant trop de place à l'analyse des effets des investissements en R&D.
